ACTED Thailand

ACTED has been present in Thailand since 2012, with bases in Bangkok and Mae Hong Son. Through both emergency and longer-term resilience building programming in Thailand and Myanmar, ACTED seeks to work towards its global strategy of achieving a Zero Exclusion, Zero Carbon, Zero Poverty world.

ACTED’s work in Thailand has focussed on supporting sustainable livelihoods and economic development, through integrated vocational training opportunities and a package to support access to income generation. In additional, ACTED works with civil society partners to implement emergency assistance to regufees on the border area while building the capacity of these partners to respond to the needs of vunerable populations through tailored capacity development programs.

However, in line with ACTED’s belief that – even in a crisis setting – every individual should be supported to achieve their creative and economic potential, all the emergency assistance we deliver in Thailand is implemented with a view towards restoring self-reliance to affected communities, and supporting them towards long-term recovery, right from the start of a crisis.

Acted Thailand is looking for a Finance Officer, who responsible for day-to-day and monthly finances and accounting for Acted Thailand. The Finance Officer will work closely with Country Finance Manager and Country Office Manager and will ensure that financials and accounting practices are performed in compliance with Acted abd related policies, rules and regulations and standards of the Kingdom of Thailand.

Duties and Responsibilities

Daily Basis:

• Take responsibility for the safe custody of petty cash and supporting documents and internal vouchers;
• Review and process of vouchers and cashbook: filling of vouchers and registration of voucher in cash book;
• Make payment for all items and services which have been approved by the Finance Manager & Country Director.
• Prepare and keep accurate accounts and records of all bookkeeping records, assisting in the preparation and maintenance of journal entries, etc. for recording all income and expenditure.
• Daily log, preparation of the excel accounting for importation in the SAGA accounting software;
• Maintain the capital office cash & bank process, follow up with base offices for the payments to suppliers/vendors and ensure the process in timely manner;
• Maintain accurate filing of electronic and hard copies;
• Dealing with Bank transactions as transfers and exchange money;
• Submit Cash Rounds Requests from Thailand to Myanmar Finance Manager.

Monthly Basis:

• Vouchers: quality of vouchers should be checked by the Finance Officer at the end of month and ensure all the financial documentations are uploaded/back up onto ACTED share drive.
• Assist to Finance Manager in monthly account closure process.
• Reviews monthly bank reconciliation statement for accuracy and ensure the reconciling items are cleared on time.
• Ensure the clearance of all advances at the end of each week.
• Per Diems and Allowances to International Staff.
• Assist to Finance Manager in monthly cash count with witness.
• Preparation, follow-up, and review of Budget Control tool for Thailand and Myanmar Projects.

Finance Support:

• To assist with preparing financial documents (purchase orders, payment vouchers, etc.,)
• Support staff submit claims for reimbursement; review vouchers to ensure there’s all necessary supporting documents are completed.
• Focal point of transfer service in Thailand.
• Work closely with Logistics team and support the procurement process according to the ACTED Logistics Manuals and Policies.
• Ensure the delegation of authorities regarding the ACTED authorization matrix.
• Assist Finance Manager in internal and external audit.
• Financial Reporting preparation and support for Thailand Projects.
• Perform other duties as well if requested by management.

Desired skills and qualifications

• Thai Nationality Only
• Minimum 2 years of relevant work experience.
• Knowledge and hands on experience with SAGA or similar accounting softwares used for non-profit organisation.
• Strong knowledge of Thai finance and accounting systems, standards, practices and legal requirements, especially of those relevant to foundations.
• Able to work with minimum supervision and meet deadlines.
• Fluency in Thai and English.
• Advanced knowledge of Microsoft Excel is preferred.
• Attention to details and accuracy.
• Good team player with positive attitude.
