Terms of reference for Girls Leadership Index (GLI) analysis

and report development

 

Background

The GLI is part of Plan International’s Asia Girls Report that explores the situation of girls and young women in Asia Pacific region including a broad discussion of the complex and dynamic transition girls undertake through adolescence into adulthood. The GLI a ground-breaking tool that quantifies opportunities available to girls in seven key domains: education, health, economic empowerment, protection, political participation, legal frameworks, and climate spanning 33 countries in Asia and the Pacific. This data-driven approach empowers advocacy efforts and drives targeted interventions, ultimately paving the way for a brighter future for girls in the APAC region.

This year, Plan APAC regional hub updated its 2024 GLI and examined changes and key trends on the situation of girls’ leadership in countries of focus across all seven domains, taking to account current regional and/or global factors that may have created impact on the situations under those domains.

Overall objectives

Plan APAC Regional hub is seeking (a) qualified consultant(s) to write a narrative report of Girls Leadership Index 2024 that is developed by Plan APAC Hub. The consultant is expected to review and analyse the data/indexes, extract highlights, and develop visual components to convey the key message into a concise and visually appealing summary report.

 

Scope of Work

1. Report development

• Review and analyses GLI data and extract and/or highlight key findings
• Conduct secondary research to further support noticeable or significant change of data from previous index (GLI 2022)
• Draft a concise executive summary of the report and prepare the full report that accurately reflects the research objectives and findings

2. Research Report Packaging

• Develop infographics to visualize key concepts and findings effectively.
• Design, lay-out and integrate graphic elements throughout the report to support and clarify the content.
• Ensure all visuals are high quality and professionally designed.

3. Deliverables

• A concise and well-structured narrative report in English.
• A packaged full narrative report with improved readability and aesthetics.
• Infographics and other visual aids are embedded in the report to illustrate key findings. 

 

Qualifications and Experience

• Proven experience in conducting qualitative research and report writing
• Familiarity with data analysis and interpretation.
• Strong analytical skills
• Good communication skills (visualize, illustration and design).
• Experience working with international development organizations
• Expertise in gender equality, girls' rights, and leadership development is an advantage

 

Timeline

• By 20^th October: submission of the first draft of the report
• By 31^th October: full report submission
