Terms of Reference (TOR) for Human-Elephant Conflict Study in area inside and around Kaeng Krung National Park, Surat Thani province

1.Background of services assignment/ project

In the Klong Saeng Khao Sok Forest Complex (KKFC) - located in the southern part of DTL in Thailand, the degradation of ecosystem services is driven by commercial agriculture and logging practices. The reported ecosystem services degradations include soil degradation, soil erosion, water scarcity, flash flooding, erratic rainfall, and incidences of human and wildlife conflicts, affecting land productivity and sustainability. Human-elephant conflict (HEC) is a significant issue in Tha Chana District, a part of KKFC, Surat Thani Province, where interactions between elephants and local communities often result in property damage and sometimes human casualties. Understanding past government, private, and community approaches to addressing human-elephant conflict and the factors that influence elephant behaviour and movement patterns is essential to developing effective mitigation strategies.

The project is now looking for professional services from experts who will assist the project in gathering qualitative and quantitative information in:

  • Situation and Impacts of Problems Between HEC
  • Guidelines for Managing HEC
  • Factors affecting problems between HEC

 

2. Objective of the Services

2.1) To study the situation and Impacts of Problems Between Human-Elephant Conflict at Tha Chana District, Surat Thani Province

  • Collect information on the current situation and impacts of human-elephant conflicts through field surveys and interviews with local communities, including relevant government agencies.

2.2) To study the guidelines for Managing Human-Elephant Conflict at Tha Chana District, Surat Thani Province

  • Develop a strategic plan to mitigate the impacts of human-elephant conflicts.
  • Develop guidelines for local management to coexistence between humans and elephants in communities.
  • Organize a study trip for the community to exchange experiences on effective elephant management in well-managed areas. The project will cover all expenses for travel, accommodation, and meals. (If possible)

2.3) To study the factors affecting problems between Human-Elephant Conflict at Tha Chana District, Surat Thani Province

  • Compare and prioritize factors that affect the management of human-elephant conflicts.
  • Analyze data utilizing geographic information systems technology to generate maps displaying each factor type

 

3. Scope of work/ Major responsibility

  • Conduct field surveys and interviews with local communities, forest rangers, National Parks Department officials, and other stakeholders to collect information on the current situation and impacts of human-elephant conflict.
  • Use geographic information systems (GIS) technology to map and analyze factors influencing problems between people and elephants.
  • Use the collected statistical data and problem-solving approaches to propose and recommend appropriate strategies to managing human-elephant problems in the area.

5. Payment Composition

5.1) The payment of a total professional fee will be processed after completion of the consultancy tasks outlined in Section 5. In contrast, WWF Thailand shall deposit payments to the designated bank account of the service provider.

5.2) The consultant is responsible for covering the transportation and accommodation expenses related to activities outlined in section 4 functions. WWF-Thailand will only cover additional expenditures for organizing the meeting or for transporting community members to observe and share experiences in managing human-elephant conflicts outside the venue.

 

6. Working Relationship

6.1) The service provider shall coordinate with Kanokwan Urairak (kanokwanu@wwf.or.th) and Patiphan Sarachan (patiphans@wwf.or.th) Cc. procurement@wwf.or.th   at WWF Thailand on all matters related to this Job Order/ToR.

6.2) Other than those indicated above, this Job Order/ToR does not create an employer-employee.
