 5. POSITION TITLE: GDO Project Management Specialist 

 6. MARKET VALUE: THB 1,966,447 – 3,441,277 per annum equivalent to FSN-12 in accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/RDMA. Final compensation will be negotiated within the listed market value.

 7. PERIOD OF PERFORMANCE:  Five (5) years initial contract. The services provided under this contract are expected to be of a continuing nature that will be executed by USAID through a series of sequential contracts, subject to continued need of the position and availability of funds.

 8. PLACE OF PERFORMANCE: The United States Agency for International Development/Regional Development Mission for Asia (USAID/RDMA), Bangkok, Thailand with possible travel as stated in the Statement of Duties.

 9. ELIGIBLE OFFERORS: This position is opened to Cooperating Country National (CCN). Thai citizen or other country citizen lawfully admitted for permanent Thai residence is eligible to apply. Please note that USAID is not able to sponsor offerors for a Thai residency permit.

10. SECURITY LEVEL REQUIRED:  The successful candidate shall be required to obtain a Security Certification for Employment from Regional Security Office.

11. STATEMENT OF DUTIES

11.1. General Statement of Purpose of the Contract

The USAID Project Management Specialist (PMS) serves as a technical advisor on regional inclusive development issues and civil society strengthening for the United Agency for International Development (USAID)’s Regional Development Mission for Asia (RDMA)’s General Development Office (GDO). The incumbent also serves as a Coordinator of the RDMA’s Assistance to Ethnic Tibetans program, which seeks to enhance the ability of ethnic Tibetans inside the People’s Republic of China to thrive while preserving their unique culture. 
The jobholder leads in the design, implementation, coordination, and evaluation of project activities across a broad range of inclusive development issues, including those that affect civil society regionally. The USAID PMS serves as a technical representative for grants, contracts, and/or cooperative agreements; monitors and evaluates awardee performance; recommends methods for improved performance; develops implementation oversight plans and performs regular financial tracking and oversight among other duties. The USAID PMS coordinates projects related to GDO’s complex and politically sensitive projects assisting ethnic Tibetans inside the People’s Republic of China (PRC). The job holder is responsible for delivering high-level briefings to key portfolio stakeholders across the USG and in Congress. The position requires work-related travel to countries within the Asia-Pacific region.
 

 11.2. Statement of Duties to be Performed 

The incumbent provides programmatic and technical leadership and coordination support for USAID-funded regional inclusive development programming in addition to assisting with strategic planning, framework development, coordination, management and/or implementation of other GDO project activities as needed.

A. GRANTS/PROJECT/PROGRAM MANAGEMENT: 60%

● Serves as a Contracting Officer’s Representative (COR)/Agreement Officer’s Representative (AOR) to provide day-to-day management of contracts or agreements, as well as sub-grants and sub-contracts for General Development Office (GDO) activities within a diverse portfolio. The position may also serve as an alternate on contracts or agreements.
● Develops and implements project activity monitoring and evaluation (M&E) systems with implementing partners.
● Meets frequently with project implementers and conducts regular site visits to monitor their program activities.
● Coordinates closely with the primary implementing partner and/or local grantees to ensure timely submission of reports, including quarterly reports, financial reports, and indicator data.
● Reviews narrative reports and communicates key project successes and/or concerns to appropriate RDMA colleagues.
● Recommends actions to GDO partners to improve program activities and follows up to ensure recommendations are carried out.
● Reviews financial reports from GDO project implementers to monitor financial indicators, such as expenditures, burn rates, pipelines, need for incremental funding, congruence of expenditures with implemented activities, and approve vouchers.
● Provides technical advice and collaboration in program development with implementing partners, including approval of grant proposals.
● Manages field support activities, including review and approval of proposed worked plans.
● Provides direction, monitoring and evaluation and day-to-day field oversight of projects within his/her portfolio.
 

B. TECHNICAL ADVISOR/LIAISON: 25%

● Serves as a technical advisor on a wide range of inclusive development challenges facing key marginalized populations in Asia, including youth, ethnic minorities, LGBTQI+ people, persons with disabilities, and migrants 
● Coordinates and develops partnerships in support of GDO’s activities by representing USAID in donor and diplomatic meetings, strengthening networks and partnerships with local, national, and international organizations, and interacting with key USG and Asia regional counterparts.
● Directly undertakes negotiations with agreement partners, sub-grantees, associated government counterparts and other decision-makers on inclusive development issues affecting program performance, implementation, evaluation, impact, and sustainability issues and/or other program matters.
● Provides high-level and issues-oriented briefings and presentations for RDMA on inclusive development programming and recent socio-political developments affecting those programs.
● Promotes civil society strengthening, especially related to building sustainable advocacy networks.
● Provides expert advice and analysis to senior members of USAID/RDMA and partner organizations in such issues as inclusive development, service delivery for marginalized populations, and other related areas.
 

C. PROGRAM DEVELOPMENT, STRATEGY AND COORDINATION: 15%      

● Under the direction of their supervisor, the incumbent leads the overall strategic planning and coordination of the Assistance to Ethnic Tibetans Program.
● Assists in the design of new inclusive development activities in diverse technical areas including sustainable livelihoods, cultural preservation, public health awareness, and civil society strengthening.
● Develops Statements of Work (SOWs) as they relate to project activities.
● Designs and manages appropriate systems to track specific field support activities and their budgets.
● Makes recommendations to USAID partners and other GDO members on improvements in program implementation.
● Provides technical assistance in program design, implementation, and evaluation of GDO activities across the region.
● Provides direction and capacity building for local and international Non-Governmental Organizations (NGOs) implementing USAID activities as well as oversight for public international organizations (PIOs) as appropriate.
 

The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.

 11.3. Supervisory Relationship

This position reports to General Development Officer (Team Lead) or his/her designee.

 11.4. Supervisory Controls

Full supervision of other USAID staff is not contemplated.

 

12. PHYSICAL DEMANDS: The work requested does not involve undue physical demands.

 

II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

1. Education: Master’s Degree in academic disciplines such as International Development, Public Policy, Public Administration, Social Work, or other related disciplines in the social sciences is required.

2. Experience:  A minimum of seven (7) years of professional experience in international development, which includes developing, implementing, and monitoring/evaluating inclusive development programming with a donor, or implementing partner (grantee or contractor) is required.

3. Language: Level IV – Fluent in Thai and English with a valid TOEIC score of 855 is required.

 

III. SELECTION PROCESS:

To be considered for candidacy, offerors must address each criterion in their application as to how they meet the minimum qualifications required for the position mentioned in Section II, Item 1-2. If the application submitted fails to demonstrate eligibility, the application will be marked unqualified. It is the responsibility of the offeror to provide all pertinent information. 

Applications will be initially screened and scored in accordance with evaluation factors and points mentioned in Section III, item 1-3.  Offerors in a competitive range will be given a recruitment test. Offerors with passing marks from the recruitment test and a valid TOEIC score mentioned in Section II, item 3, will be invited for an interview. The recruitment test and the interview will be structured around the evaluation factors mentioned above. The successful offeror will be selected based on a review of his/her qualifications, work experience, knowledge, skills and abilities; a written test; an interview; and the results of reference checks. References may be obtained independently from other sources in addition to the ones provided by an offeror.
