Consultancy to conduct a Gender Analysis Study
Background
In Thailand, the construction sector employs approximately 700,000 migrant workers, with 40% of them being women. This gender distribution results in approximately 60,000 children living in construction site camps in Thailand. These workers, including women, work and reside in construction site camps, which are often precarious, potentially exposing them to heightened vulnerabilities. Particularly for migrant women and girls working in a male-dominated sector, they are vulnerable to marginalization based on their gender and migrant status.
Despite the significant contribution of female migrant workers in the sector, knowledge and awareness of gender-related risks and vulnerabilities faced by female migrant construction workers is still scarce. The construction industry largely fails to take into account the specific risks and challenges women encounter, thus exacerbating pre-existing vulnerabilities.
Baan Dek Foundation (BDF) is a Thai-registered foundation with the mission to improve the well-being of vulnerable children and their families living in urban slums and construction site camps in Thailand. To address the challenges and risks faced by migrant women and girls in the construction sector, BDF seeks to conduct a Gender Analysis study to identify, understand, and respond to these risks and provide actionable recommendations to construction companies under the Building Social Impact (BSI) Initiative.
Objectives of the Consultancy
The purpose of this consultancy is to identify and assess gender-based risks and challenges faced by migrant women in the construction sector. Specifically, the consultant will:
Identify and analyze gender-specific vulnerabilities and risks experienced by female migrant workers living in the construction site camps.
Identify and analyze the challenges faced by female migrant workers regarding their employment conditions in the sector.
Conduct consultations with women leaders and women groups (working in the construction sector) supported by the Baan Dek Foundation under its Women4Change Project.
Conduct in-depth interviews with key stakeholders, including female migrant construction workers (in both Chiang Mai and Bangkok), construction company staff both at the management and operational levels, and BDF staff members to understand their knowledge and awareness of gender-related challenges in the construction sector.
Structure the findings and analysis of the Gender Analysis study as guided by the four dimensions of the Framework for Action (Infrastructure, Welfare and Services, Health, and Education).
Provide practical and actionable recommendations to construction companies to address and respond to gender-related risks and vulnerabilities and enhance social sustainability in the sector, ensuring alignment with key sustainability frameworks such as the Sustainable Development Goals (SDGs) to ensure consistency in addressing these issues.
Provide targeted recommendations on the integration of the gender - lens into the BSI Toolkit including the Self-Assessment Tool (SAT). In particular, the consultant is expected to develop a maximum of 10 gender-specific questions reflecting critical findings from the study (and ensuring relevance to each of the four dimensions of the Framework) and recommend a scoring method.
Scope of Work
The consultant will undertake the following tasks:
Desk Review:
Analyze existing reports, policies, and data on gender-related risks in Thailand’s construction sector, particularly for female migrant workers.
Field Research & Data Collection:
Conduct focus group discussions with women living and working in construction camps in both Chiang Mai and Bangkok.
Interview construction company staff both at the management and operational levels to assess their knowledge and understanding of the working and living conditions of female migrant workers, peculiar challenges, and existing gender-specific company policies and provisions.
Interview sub-contractors (hiring female migrant construction workers) to assess their knowledge and awareness of the risks for female migrant workers in the construction sector.
Analysis & Reporting:
Identify key risk areas and gaps in sector-wide policies and practices.
Provide targeted recommendations to construction companies, focusing on improving organization-wide policies and practices to promote gender equality.
Provide targeted recommendations to integrate gender-specific assessment criteria into the BSI Self-Assessment Tool (SAT) aligning with the Framework for Action.
Provide a final report with key findings (including infographics of key findings), and strategic recommendations.
Deliverables
The consultant is expected to deliver:
Inception report outlining the methodology, work plan, and key stakeholders to be engaged.
Gender analysis report detailing findings from field assessment, key risks identified, and analysis of gender-based vulnerabilities.
Practical recommendations targeting construction companies and subcontractors to address gender-related risks and promote social sustainability aligned with key sustainability frameworks (such as the SDGs, One Report, etc.) and Business and Human Rights (BHR) principles.
Integration of gender-specific criteria into the Baan Dek Self-Assessment Tool used by construction companies that are members of the Building Social Impact (BSI) Initiative.
Presentation of key findings to Baan Dek Foundation (BDF).
Timeline
The consultancy is expected to take place over a maximum of two months (from April - June), with the following indicative timeline:
Week 1: Inception report submission
Week 2 - 3: Data collection (interviews, focus groups, stakeholder consultations)
Week 4 - 5: Data analysis and drafting of findings
Week 6: Submission of the draft report
Week 7 - 8: Submission of the final report, gender-specific questions for the Self-Assessment Tool, one-pager showcasing infographics of key findings (to be shared on BDF’s and BSI’s social media platforms), and presentation of findings along with all supporting materials (such as raw data, transcripts, and analytical files). All of the stated documents will be part of the final deliverable.
Qualifications and Experience
The consultant should have:
Proven expertise in gender assessments, social research, and human rights issues.
Experience working with migrant populations and vulnerable communities.
Knowledge of the construction sector and its social sustainability challenges.
Strong analytical, research, and report-writing skills.
Fluency in English (Thai , Shan or Burmese language skills are an advantage).
The consultant should be based in Thailand.
Selection and Application Process
The maximum budget for this consultancy is 350,000 THB.
The consultant or consultant team will be selected on a cost/quality basis.
