Terms of Reference (TOR) for Market Analysis Consultant

1. Overview

Save the Children Thailand is seeking a qualified consultant to conduct a market analysis to strengthen our individual giving strategy. The consultant will be responsible for gathering insights through interviews with sector peers, market research, and donor behaviour analysis to inform strategic fundraising decisions and investment levels.

2. Background

Save the Children Thailand is working to expand individual giving and fundraising efforts in the country. To strengthen this approach, a comprehensive market analysis is required to:

  • Understand market potential and economic trends.
  • Identify donor behaviors and motivations to refine fundraising strategies.
  • Benchmark against competitor organizations (e.g., UNICEF, World Vision, Red Cross, UNHCR).
  • Highlight challenges and opportunities within the fundraising landscape.

3. Objectives

The consultant will conduct a detailed market analysis, focusing on:

  • Market Potential: Insights into economic trends, demographics, and the philanthropic landscape.
  • Market-Specific Challenges: Barriers to success, including low donor engagement, infrastructure gaps, and regulatory hurdles.
  • Market Audience: Donor segmentation and behavioural analysis to define target groups, especially regular giving, single giving and emergency giving audiences.
  • Competitor Landscape: Fundraising approaches of comparable organizations and key differentiators for Save the Children Thailand.
  • Best Practices & Recommendations: Proven strategies from similar markets to guide individual giving expansion.
  • Investment Levels: Indicative levels of investment required to enter and scale individual giving in the Thai context.
  • Recommendations: Provide actionable strategic and operational recommendations based on market findings to guide Save the Children Thailand's decision-making.

4. Scope of Work

The consultant will:

  1. Conduct interviews with sector peers (NGOs, fundraising experts, donor organizations).
  2. Perform market research and data analysis on individual giving trends in Thailand.
  3. Benchmark fundraising strategies and donor engagement models of key competitors.
  4. Analyze donor segmentation & behaviors to refine the fundraising approach.
  5. Provide recommendations on market positioning and investment areas.
  6. Deliver a comprehensive market analysis report and presentation of key findings.

5. Deliverables

The consultant will provide the following:

1. Market Analysis Report

A comprehensive report that synthesizes findings from research, interviews, and data analysis. It should include:

  • Market Potential: Economic trends, population demographics, and the philanthropic landscape in Thailand.
  • Market-Specific Challenges: Barriers to success, including low donor engagement, infrastructure gaps, and regulatory hurdles.
  • Market Audience: Analysis of key donor segments, motivations, and behaviors.
  • Competitor Landscape: Benchmarking of fundraising strategies used by comparable organizations (e.g., UNICEF, World Vision, Red Cross, UNHCR).
  • Best Practices & Recommendations: Evidence-based strategies from similar markets that Save the Children Thailand can adopt.
  • Strategic Recommendations: Clear, actionable recommendations for investment priorities, programme design, channel strategy, and timelines based on the market landscape and peer insights.
  • Visual Data Representations: Charts, graphs, and infographics where applicable to illustrate key insights.

2. Key Data & Interview Summaries

A structured compilation of raw data and insights gathered during the research process, which will serve as supporting evidence for the Market Analysis Report. This should include:

  • Summaries of Interviews: Key insights, direct quotes, and notable trends from interviews with sector peers, including fundraising experts, donor organizations, and NGOs.
  • Donor Behavior Data: Quantitative and qualitative findings on donor preferences, giving patterns, and engagement levels.
  • Competitor Comparisons: A table or structured analysis showing key differences in fundraising approaches between Save the Children Thailand and similar organizations.
  • Raw Market Data: Any additional datasets, survey results, or research materials that contribute to the analysis.
  • Reference Material: Links to reports, industry studies, or any external research used in the analysis.

3. Presentation of Findings

  • A concise presentation summarizing key takeaways from the Market Analysis Report.
  • A slide deck with visualized data, key insights, and recommendations.
  • A briefing session with Save the Children Thailand’s leadership team to discuss findings and next steps. 

6. Timeline

The assignment is expected to be completed within 4–6 weeks from contract signing.

  • Milestone 1: Submission of interview plan & research outline – within 1–2 working days of contract signing
  • Milestone 2: Completion of interviews and preliminary analysis – within 2–3 weeks
  • Milestone 3: Final report and presentation – within 1–2 weeks after interviews conclude

Note: While the proposed timeline is realistic, it may be adjusted based on availability and feedback during the consultant selection process.

7. Required Qualifications

The ideal consultant should have:

  • Expertise in fundraising strategy, donor behaviour, and NGO market research.
  • Experience working with international NGOs or social impact organizations.
  • Strong background in data analysis, interviews, and competitor benchmarking.
  • Proven ability to synthesize complex data into clear insights and recommendations.

8. Reporting & Oversight

The consultant will report to the Advocacy, Campaigns, Communications and Media (ACCM team): the Brand and Media Coordinator with at least bi-weekly check-ins with the team for updates and feedback.

9. Budget

The budget will be based on the number of working days required, to be discussed as part of the consultant’s proposal.  

The total fee will cover:

  • Consultant’s daily rate
  • Market research and peer interviews
  • Data analysis and competitor benchmarking
  • Development of deliverables (Market Analysis Report, Interview Summaries, and Presentation)
  • All related administrative and operational costs

10. Payment Terms

·       Payment structure:

    • 30% upon submission of the interview plan & research outline
    • 70% upon successful delivery of all final outputs, including the Market Analysis Report, Key Data & Interview Summaries, and Presentation of Findings

·       The consultant will be responsible for their own personal income tax (3% withholding tax will be deducted as per Thai tax regulations).

11. Application and Selection Process

1.       Portfolio of relevant experience in market research, fundraising strategy, and donor analysis.

2.       Quotation with professional fees/rates for each key activity outlined in the TOR.

3.       Proposed methodology and work plan, including approach to data collection, interviews, and reporting.

4.       Office registration document

5.       Scan of ID card

6.       Bank details
