- Background
Monitoring and Evaluation (M&E) is an important and required part of all WWF projects. In recent years donors have required increasingly rigorous M&E of all projects. In response WWF has placed more and more emphasis on M&E and has developed rigorous M&E protocols. These protocols and M&E reporting are complicated and time consuming and therefore WWF-Thailand has established the position of Senior M&E Officer to make sure that all projects satisfy rigorous M&E requirements and that all relevant project and program data are entered into the WWF Management Information System.
- Major Duties and Responsibilities
- Planning (20%)
- Coordinate and provide technical guidance in the development of strategic and project/programme levels Theory of Change, logical frameworks and PMEL frameworks according to PPMS standards and ensure that these are well documented.
- Provides technical advice and facilitates the process of developing clear and measurable goals, outcomes and indicators for programs/projects and grants, while ensuring alignment with the Country, regional and secretariat strategy.
- Lead or support the development of project monitoring tools and database.
- Utilizes the WWF International PMEL solution for project and programme design, in compliance with WWF International standards and policies.
- Monitoring, Evaluation and Reporting (35%)
- Coordinate the collection, collation and analysis of quality data to inform progress and for adaptive management.
- Implements WWF International PMEL solution for data management and reporting, in compliance with WWF International standards.
- Works closely with program managers to ensure project indicators are monitored and reported in accordance with the PMEL framework.
- Ensure key PMEL activities are carried out in a timely manner e.g., baselines, mid-term review or evaluation, final evaluation, reporting, dissemination etc.
- Guides the review of information and data collected to ensure it is of quality, accurate and timely to inform decisions.
- Coordinate the internal reporting efforts in the Country office as well as their consolidation and or synthesis. e.g., technical reports, impact reports, donor reports and other information from projects and programmes.
- Monitors progress against activity workplan to ensure that the organisation attains its objectives as cost-effectively and efficiently as possible.
- Support the evaluation of projects and the country strategy as needed such as TOR and budget development, manage the evaluation process, working with the consultant to gather data, and reviewing the report.
- Ensures relevant tools for monitoring the strategic Plan are updated and represents the current state of conservation and operation areas/functions in any point in time.
- Work in close collaboration with the ESSF Manager and Regional PMEL Coordinator to integrate the ESSF framework and monitoring needs inside the annual monitoring plan of the office.
3. Learning and Adaptive Management (15%)
- Design and implement lessons learned, and performance review workshops for project learning and adaptive management.
- Promote and facilitate dissemination of results, knowledge sharing and collaboration for continuous learning in the country office.
- Ensure integration of recommendations into programs for improvement.
4. Quality Assurance (QA) (5%)
- Provide technical guidance in the development of the Quality Assurance Package as necessary
- Monitor the progress of the Quality Assurance conditions in collaboration with ESSF and project managers
5. Capacity Development (15%)
- Provide routine training and capacity-building support to staff, partners, and stakeholders on M&E methodologies, tools, and best practices.
6. System Management (10%)
- Implements all M&E systems and tools to ensure compliance with WWF International standards.
- Reviews and updates the M&E systems and tools to respond to changes in WWF International standards and to ensure that they provide an effective control system
- Support the monitoring and coaching the implementation of WWF Grant Management System (GMS)
This job description covers the main tasks and conveys the spirit of the sort of tasks that are anticipated by staff. Other tasks may be assigned as necessary according to organizational needs. This role will require travel as needed (approx. 20% of the time).
- Required Qualifications
- Bachelor's degree in natural resource management, environment, conservation management, bioregional planning, social sciences, development studies, Statistics, Monitoring and Evaluation or in relevant fields. Master’s degree would be an advantage.
- 5 years of practical experience in PMEL methodologies, project cycle management, Quality Assurance, Financial Management, Data analysis and report writing.
- Experience in Monitoring and Evaluation and experience with Result-based management. Familiarity with PPMS or Open Standards would be considered an advantage.
- Proven knowledge of data analytics and utilising monitoring and evaluation data for impact reporting.
- Experience in field data collection, analysis synthesis and preparation of strategic information for decision-makers.
- Experience in using data collection tools, e.g., KOBO, ODK, Survey123, etc
- Experience with data analysis and visualization tools. E.g., R, PowerBI, Tableau, Excel etc.
- Proven knowledge and experience of the not-for-profit sector, preferably of environmental non-government organizations, governance and regulatory compliance.
- Great command of written and spoken English and the local language.
- Working Relationships
Internal
- Project Managers – Inform about PMEL requirements and systems to ensure compliance
- with WWF PMEL standards and policies. Regional and International M&E Coordinators – Make sure that WWF-Thailand M&E protocol is consistent with WWF regional and global standards
External
- Donors – Ensure that M&E for all projects meets donor standards
- Partners – Make sure that projects implemented by partners meet WWF and donor M&E standards
