The Commonwealth Scientific and Industrial Research Organisation (CSIRO) is inviting applications for a Senior Manager Research Partnerships which is a full-time position, classified at Level 6 (LE6). Selection Criteria

  1. Strong leadership and project management skills, including the ability to provide accurate and timely specialist advice, develop and implement strategic delivery plans for program activities, drive continuous improvement in delivery quality and efficiency, and ensure compliance with relevant legislation, financial and administrative requirements, and risk management frameworks.
  2. Proven experience in engagement in policy dialogue and negotiation with senior level officials, including ability to liaise with senior representatives from Government, industry and civil society. This should include experience working with private sector and/or science, technology and research organisations in Southeast Asia aligned with CSIRO’s research priorities.
  3. Demonstrated professional expertise, knowledge or experience in brokering, facilitating or managing partnerships and supporting stakeholders, including ability to work independently, exercising sound judgment, professional expertise and knowledge within a remote team environment.
  4. Highly developed communication and presentation skills in written and spoken English and Thai for a variety of audiences.
  5. Tertiary qualifications in science, business, environment and sustainability, research and development, commercialisation or a related field.

Employment will be subject to the successful completion of pre-employment probity checks (including police checks) and a medical examination. The actual start date will be confirmed following the outcome of your probity checks and police checks, which will be carried out in Thailand, Australia, any countries where the successful candidate is a citizen, and any countries where the successful candidate has resided for 6 months or more in the past 5 years. Please note that costs for a police check in any countries other than Thailand must be met by the successful candidate.

For prospective expatriate employees, please note that all costs associated with the employee’s relocation to and stay in Thailand is the employee’s responsibility.  This includes visa fees and costs to travel to Thailand. The employee will also be responsible for organising their own residential accommodation during their period of stay. 

The Embassy can provide limited assistance to the employee and immediate family members (spouse and children) when requesting for Thai visa(s) and permit to stay.    

It is the employees’ responsibility to obtain the relevant documents and ensure that they comply with immigration regulations that relate to their employment with the Embassy in Thailand. CSIRO plays a critical role in the Australian Government’s commitment to collaborate with ASEAN members to enhance regional security and prosperity. As part of CSIRO’s Southeast Asia (SEA) team, the CSIRO Thailand Office based at the Australian Embassy in Bangkok is working to support regional capacity building, connect great Australian innovations to high growth markets and create long-lasting collaborative networks.

In particular, CSIRO has a strong track record of working with partners across SEA to support innovation in food for sustainability. Over the past 12 months CSIRO has partnered with Singapore’s A*STAR to deliver an Innovations in Food for Sustainability (IF4S) partnership comprising a bilateral grants stream and a Venture Exchange Program, and we are now looking to replicate this partnership model with partners in Thailand.

 

About the position

Working together with the CSIRO SEA team and colleagues in Australia, the Senior Manager Research Partnerships will undertake a variety of complex tasks that support the CSIRO SEA work program. This will include leading key program design, delivery, monitoring and reporting. It will also involve building and maintaining critical relationships with internal and external stakeholders in priority sectors to ensure successful project outcomes. The Senior Manager Research Partnerships is also expected to represent program activities across the ASEAN region and be a key point of contact for program partners.

 

The key responsibilities of the Senior Manager Research Partnerships role include, but are not limited to:

  • Work collaboratively as part of a multi-disciplinary, regionally dispersed team to support CSIRO’s scientific objectives, including engaging with local partners and leading a small team to co-design and implement major programs.
  • Monitor and report on the performance of major programs both internally and externally.
  • Represent key programs externally and provide detailed advice on program activities at a wide range of local, regional and international events, meetings and workshops
  • Build and maintain relationships across a broad range of national, regional and international stakeholders, government officials, representatives of the private sector and academia, other donors and community organisations.
  • Identifying and responding to risks, issues and changes that impact planned activities.
  • Identify and recommend opportunities to connect SEA program activities to other initiatives in CSIRO, other DFAT-funded innovation activities, and activities led by local and international agencies.
  • Undertake high level liaison with government agencies, industry and civil society stakeholders to determine their needs, tailoring solutions to potentially conflicting requirements, building and maintaining strong relationships with stakeholders, and correcting problems promptly and in a constructive manner.
  • Work with CSIRO’s Engagement team and DFAT’s Public Diplomacy teams to develop and implement program communication plans, including drafting briefing materials and press releases as needed and contributing to Public Diplomacy activities.
  • Communicate both verbally and in writing, openly, effectively and respectfully with all staff, clients and suppliers in the interests of good business practice, collaboration and enhancement of CSIRO’s reputation.
  • Appropriate management of both personal or other sensitive information, whether of CSIRO staff and affiliates, or members of the public, including commercially sensitive information of CSIRO and/or research or commercial partners.
  • Adhere to the spirit and practice of CSIRO’s Code of Conduct, Health, Safety and Environment procedures and policy, Diversity initiatives and Making Safety Personal goals.

Qualifications/Experience

  • Independence & ability to make decisions using good judgement, expertise & knowledge, in a remote team;
  • Tertiary qualifications in science, business, environment and sustainability, research and development, commercialisation or a related field is desirable;
  • Experience working with private sector and/or science, technology and research organisations in Southeast Asia aligned with CSIRO’s research priorities is desirable;
  • An understanding of monitoring, evaluation and learning is desirable.
  • Fluency in spoken and written English and Thai; high level communication (in both English and Thai), with the ability to write clearly, quickly and convey information to a variety of audiences.
