RECOFTC operates in the Asia-Pacific region, with country program offices in Cambodia, Indonesia, Lao PDR, Myanmar, Nepal, Thailand and Viet Nam.

RECOFTC Thailand is seeking a qualified organization or individual to serve as a Field Coordination and Data Collection Consultant for the Urban Resilience Building and Nature Project funded by IKI. This work will be carried out in close collaboration with RECOFTC and under the guidance of IUCN. The role is open to external candidates who are Thai nationals.

 

1. Project background

 Under the project of Urban Resilience Building and Nature (URBAN), which aims to enhance the capacity of cities and nature to cope with and adapt to the impacts of climate crises, funding has been provided by the International Climate Initiative (IKI) of the Federal Republic of Germany. The project is being implemented in Thailand, specifically in Chiang Rai and Surat Thani provinces, over a five-year period from 2023 to 2028. The Department of Water Resources serves as the main governmental political partner at the national level. Partner organizations involved in the project include the International Union for Conservation of Nature (IUCN), the Asian Disaster Preparedness Center (ADPC), RECOFTC Thailand, the Thailand Environment Institute (TEI), and the Urban Design and Development Center (UddC), a specialized center in urban strategy.   

The overall goal of the URBAN project is that the focal urban areas and wider landscapes in which they are embedded enjoy significantly enhanced social, economic and environmental resilience to climate change impacts through the wide-scale adoption of nature-based solutions (NbS). 

The project will make a significant contribution to climate change adaptation in up to 6 local administrative organizations in 2 provinces in Thailand, which had been identified during the preparation phase, by addressing specific, spatially explicit risks identified by existing climate change projections (CIMP5), hazard maps and vulnerability assessments. Adaptation will be enhanced through a variety of potential NbS measures, including wetland restoration, conservation and management; enhanced management of urban environment; forest restoration; the creation of urban forests and green spaces; mangrove restoration; sustainable land use plans, and improved management of public and private gardens and commercial landholdings. The aim will be to develop cost-effective, replicable models that can be scaled and applied elsewhere in Thailand. The project will also make an important contribution to the conservation of biodiversity, through habitat restoration (forests, mangroves and wetlands) and creation of ecological networks. In addition, the project will enhance the biodiversity of parks, gardens and commercial landholdings, by encouraging greater use of native species and the introduction of biodiversity-friendly management practices (e.g., reduced use of pesticides and fertilizers, retention of deadwood, and the introduction of less manicured “wild spaces”).  

Target beneficiaries are mainly at local, provincial and national level stakeholders, which are local municipalities and communities in the 2 target provinces, provincial office of the government agencies, and government officials of national level ministries and departments. Key governmental agencies and stakeholder groups at the local and national level will be engaged in the project design during the preparation phase, implementation, monitoring, learning and evaluation process. 

Project goal will be achieved through 4 interlinked results: (i) Improved, spatially explicit, understanding of future climate change risks, based on high resolution climate change modelling and projections, climate inclusive hazard mapping and climate risk and vulnerability assessment; (ii) The demonstration of carefully targeted nature-based interventions to address specific risks, e.g., enhanced wetland restoration and management to address flooding; mangrove restoration to address coastal erosion and storm surges; and enhanced management of urban trees, parks and gardens to address heat island effects; (iii) Mainstreaming of NbS into relevant policies and plans at the provincial and municipal levels; (iv) Capacity building, knowledge sharing and networking at multiple levels for replication.

 

2. Scope of work 

The consultant will carry out the following tasks in close collaboration with RECOFTC and under the guidance of IUCN:

 

Coordination and event support 

  • Liaise with local municipalities, community leaders, administrative organizations, and relevant stakeholders to support the implementation of project activities
  • Coordinate and mobilize community-level participants for workshops, meetings, and project-related activities
  • Assist in organizing and preparing materials, equipment, and documentation for workshops, meetings, and other field activities

 

Data collection and reporting 

  • Work together with RECOFTC and IUCN to co-create the data collection methodology and process
  • Leads the planning and coordination with key stakeholders and respondents for data collection activities
  • Schedule interview and preparation of necessary documents
  • Collect biodiversity data at designated NbS (Nature-based Solutions) sites according to the agreed framework
  • Produce the biodiversity reports and supporting documentation

 

3. Duration  

The contract duration is from 7th November 2025 to 31st July 2026.

 

4. Required skills and qualifications

The field coordination and data collection consultant will have the following essential qualifications and experience.  

  • University degree or equivalent in Forestry, Environmental Studies, Development Studies, Social Science, or related fields
  • At least five years of professional experience in local coordination, community development work, natural resource management or environmental conservation field training
  • Good report writing and presentation skills
  • Familiarity with Microsoft Office software (Word, Excel, etc.)
  • Strong communication, networking and facilitation skills 
  • Thai national only and based in Surat Thani province
