We are looking for Consultant: Corporate & Private Funding Landscape Review and Strategy for WVFT Country Strategy 2026–2030

1) Background

World Vision Foundation of Thailand (WVFT) is a child-focused humanitarian, development, and advocacy organization dedicated to working with children, families, and communities to overcome poverty and injustice. Established in 1974, WVFT operates as part of World Vision International, a global partnership active in nearly 100 countries. WVFT serves the most vulnerable populations regardless of gender, race, language, or religion.

WVFT is entering the FY2026–FY2030 strategic cycle with a sharpened focus on scaling impact for the most vulnerable children through four Integrated Programming Frameworks (IPFs): IPF1: Early Childhood Education and Foundational Skills; IPF2: Child Protection and Environmental Resilience; IPF3: Health, Nutrition and Migrant Inclusion; IPF4: Livelihoods, Climate Change, and Disaster Risk Reduction (DRR). The strategy will serve as WVFT’s guiding framework for programming, partnerships, and resource mobilization throughout the period.

WVFT intends to diversify and grow its private and corporate funding base. This includes engaging Thai and non‑Thai corporations with operations in Thailand, corporate and family foundations, industry associations, chambers of commerce, investor coalitions, and innovative finance actors. Priority partnership models span domains include: ESG (environmental, social, and governance) commitments, BHR due‑diligence and remediation, and CSR initiatives, alongside innovative financing such as blended finance, outcome‑based instruments, pooled or challenge funds as well as cause-marketing and co-branding partnerships that drive brand awareness and engagement. WVFT seeks a consultant (individual or firm) to assess this landscape and develop an actionable Corporate & Private Funding Strategy aligned with the IPFs.

2) Objectives

Overall Objective: Develop an evidence‑based, IPF‑aligned Corporate & Private Funding Strategy for Thailand that identifies, prioritizes, and operationalizes corporate and private funding opportunities—including innovative/blended finance models—to advance WVFT’s Country Strategy (2026–2030).

Specific Objectives:

1.      Map the corporate/private funding landscape relevant to IPF1–IPF4, covering Thai and international companies operating in Thailand.

2.      Assess alignment and thematic fit to IPFs, geographic and beneficiary relevance, ESG/BHR expectations, compliance, reporting/impact requirements, partnership models and pathways, and competitiveness.

3.      Prioritize high-potential funding streams for each IPF based on strategic alignment, size, and accessibility, via a scoring framework.

4.      Produce a finalized landscape analysis report with actionable recommendations, go-to-markets, including strategies for WVFT’s positioning and partnership development.

3) Scope of Work

Inception & Workplan: Inception meeting with WVFT. Confirm methodology, sources, risk management, validation approach. Submit an Inception Report with refined scope, tools, and schedule.

Desk Review and Donor Mapping: Build a comprehensive list of Thai and international corporates with operations in Thailand; corporate/family foundations; ESG funds/impact investors; industry associations; blended‑finance arrangers; DFIs/MDBs and bilateral facilities relevant to private co‑financing and corporates pursuing brand and consumer-engagement partnerships. Extract mandates, thematic priorities, eligibility, instruments, funding cycles, typical ticket sizes, geographic coverage, reporting/impact frameworks, and compliance requirements.

IPFAligned Mapping & Opportunity Scoring: Feed desk review data into an opportunity scoring matrix (strategic fit, scale, competitiveness, WVFT readiness, brand/reputational risk, compliance) and analyze against each IPF in order to produce IPFspecific mapping and a prioritized shortlist (quick wins vs. strategic bets) of target donors and engagement strategies. As part of this exercise, include factors such as potential partners and competitors, as well as a potential for developing innovative funding models (e.g. blended finance).

Corporate & Private Funding Strategy (Draft & Final): Strategy document covering market overview, prioritized pipeline (12–24 months), resourcing plan, internal capacity and needs. Facilitate a validation/decision workshop with WVFT; integrate feedback into the final strategy.

4) Deliverables and Timeline

Consultancy period: February 9 – March 31, 2026. All deliverables are due by March 31, 2026.

5) Duration & Location

Duration: February 9 – March 31, 2026.

Location: Primarily home‑based; periodic in‑person or online meetings with WVFT teams in Bangkok and, when relevant, with corporate partners and intermediaries.

7) Key Qualifications & Experience

·        Master’s degree in business, finance, economics, public policy, development, or related field.

·        7 years of experience in corporate partnerships, private fundraising, and/or innovative finance (impact investing, blended finance) in Thailand/SEA.

·        Demonstrated funding landscape analyses and strategy development for NGOs/INGOs; knowledge of ESG/BHR/CSR practices and reporting.

·        Familiarity with corporate governance, compliance (PDPA, anti‑bribery), and reputational risk management.

·        Bilingual proficiency in Thai and English.

Desirable:

·        Familiarity with WVFT programming areas or faith-based programming.

     Demonstrated experience developing financing strategies or public sector access pathways.
