Your Mission:

The Field Coordinator reports to the Deputy Director - Operations and has ultimate responsibility to oversight of human resource, logistics, government liaison, IT and administration functions from IRC Field Offices. In managing these functions, the Field Coordinator will ensure compliance with IRC and donor policy and regulations.

 

Your Job Scope includes but not limited to:

The Field Coordinator will supervise Field Operations staff and will be responsible for the following tasks:

 

Overall

·       Oversee implementation and compliance with IRC and donor policies for all program support activities including HR, admin, IT, logistics and procurement.

·       Provide strategic direction to managers and supervisors as needed on key operational issues

·       Revise or update as needed administrative and logistics systems; make recommendations to improve efficiency and effectiveness of operations

·       Conduct regular field monitoring trips to oversight the field operations activities and  provide recommendations, discuss key operational issues and provide solutions to DDO.

·       Represent IRC positively and professionally in external meetings/relations.

·       Gather monthly report from field offices and highlight critical issues and seek advices from SMT.

·       Any additional duty assigned by the supervisor;

 

HR/Administration

·       Supervision of Human Resource and Administration functions of Hpa Ann office.

·       Oversee Administration and HR management systems and processes, collect feedback from field staff to update National Personnel Policies, review of staff contact list and update org chart and lead post-probation, mid-year and yearly performance evaluations of Hpa Ann office.

·       Work closely with Senior Admin and Liaison coordinator and Myanmar authorities to ensure timely granting of and travel authorizations for international staff travel.

·       Ensure staff orientation for all new staff

 

Procurement/Logistics/IT

·       Work closely with senior Supply Chain Manager to ensure logistics support and management are smooth for IRC Hpa Ann Office.

·       Ensure timely submission of monthly Prologs and supply chain reports from field team to Yangon Supply

Chain Team.

·       Monthly monitor and or do Spot-Checks for Asset, Program Supply Inventories and Procurement to assure that they are in compliance to the Supply Chain manual.

·       Timely  work-out  with  all  Program  Coordinators/Managers to  assure  that  they  plan  and  update  their Procurement Planning.

·       Ensure that Procurement Segregation of Duty is well managed in Field Offices.

 

Safety and Security

·       Act as a safety and security focal point for the project area and alert DDO on all security and safety related matters

·       Ensure regular review and update of the country security and safety plan; assist Field offices with reviews of safety and security plan

·       Ensure all staff adhere to all policies relating to safety and security (including vehicle and transport policies)

 

Education

·       Masters  Degree  in  Business  Administration, International Development, Community Development, Development Studies, Economic Planning, Rural Development or related fields;

 

Experiences

·       Minimum 4 years of management experience;

 

Competencies

·       Proven staff management and team building skills;

·       Ability to work with culturally diverse national and international staff;

·       Possess leadership qualities and willing to exercise initiative.

·       Willingness to participate and contribute as a team member, under challenging working and living conditions.

·       Strong communication and organizational skills

·       Strong human resource/logistic management skills;

·       Fluent in written and spoken English and report writing skills;

·       Computer skills in Microsoft Office;

·       Ability to work independently in a rapidly changing professional environment.

 

Language

·    Fluency in spoken and written English and Myanmar

 

Remuneration Package:

Highly Competitive Base Pay + Fringe Benefits (Monthly Health Benefit + Annual Group Life Insurance + Annual 13th Month Pay + Leaves Entitlements)
