1. ORGANISATIONAL CONTEXT AND SCOPE: 

The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations Refugee Agency (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum. The RSO was established in 2012 to facilitate the operationalisation of the Regional Cooperation Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and people smuggling, and other components of migration management in the region. Technical consultancy to support the assessment, organisation, and development of CTIP content and practical tools for the Countering trafficking in Persons (CTIP) Roadmap website, a digital platform supporting Bali Process Member States in implementing counter-trafficking in persons frameworks.

The Regional Support Office (RSO) of the Bali Process is implementing a project to restructure and operationalise theRoadmap for CTIP website into a guided digital CTIP Navigator. The CTIP Navigator is intended to support Bali Process Member States to plan, implement, monitor, document, and assess progress across legal frameworks, implementation and coordination mechanisms, and identification, protection, and referral systems, including in response to emerging forms of human trafficking. 

While the existing Roadmap brings together a wide range of CTIP-related documents and reference materials, it primarily serves as a repository and does not adequately support practical implementation. The content is fragmented, uneven in depth, and lacks a coherent set of practical tools that policymakers and practitioners can readily use to support implementation of CTIP legislation. 

This consultancy supports the core substantive component of the CTIP Navigator project. The focus is on content assessment, organisation, and development of tools. The consultant will work closely and report to the Programme Manager for Counter-Trafficking in Persons (CTIP) to assess existing materials, organise reference and learning resources, develop practical tools to guide, monitor and evaluate implementation, and validate content through consultations with selected Bali Process Member States.

The consultancy will involve not only gathering and organising CTIP's existing resources but also developing, validating, and finalising content for publication in the CTIP Navigator.

2. RESPONSIBILITIES AND ACCOUNTABILITIES

Category B Consultant: Tangible and measurable outputs of the work assignment

Deliverable 1 – Inception Report and Detailed Workplan

Indicative timing: Within 2 weeks of contract start (Month 1)
Payment: 10%

The consultant will submit an inception report outlining:

• Clear understanding of the CTIP Navigator objectives, structure, and content framework
• Detailed methodology and workplan aligned with Activities 2 and 3 of the approved project plan
• Approach for:
  • establishing and organising a cloud-based repository of existing CTIP documents (in coordination with the RSO Project Officer);
  • populating Reference, Learning, and Tools sections of the CTIP Navigator;
  • developing practical CTIP tools (guidelines, checklists, templates).
• Proposed topics and sections to be covered (e.g. prevention, prosecution, protection, referral, coordination, monitoring).
• Consultation approach with selected Bali Process Member States to validate needs, gaps, and usability of tools.

Delivery format: Written report (Word/PDF)

Deliverable 2 – Populated Repository and Reference Content

Indicative timing: End of Month 2
Payment: 25%

The consultant will:

• Establish and organise a cloud-based repository of existing CTIP documents, with support from the RSO Project Officer.
• Review existing CTIP Navigator reference sections and identify missing or outdated documents.
• Gather, review, and organise key reference materials (laws, policies, frameworks, guidance).
• Populate the Reference sections of the CTIP Navigator, or prepare content in an agreed upload-ready format with clear categorisation and basic metadata.

Delivery format:

• Structured cloud repository
• Repository index / mapping table (Excel or Word)

Deliverable 3 – Learning Resources and Good Practices Package

Indicative timing: End of Month 3
Payment: 25%

The consultant will:

• Identify, gather, and curate existing learning resources on CTIP and related topics.
• Organise learning resources by topic/section (e.g. prevention, prosecution, protection, referral, coordination, monitoring).
• Identify and document at least two good practice examples per major topic/section to include in the good practice section.
• Prepare the contents for the good practices section under each topic with examples from the MS.

Deliverable 4 – Practical CTIP Tools for Implementation

Indicative timing: End of Month 4
Payment: 40%

The consultant will develop and finalise a package of practical CTIP implementation tools for publication in the Tools section of the CTIP Navigator.

This will include:

• At least 20 practical documents, such as:
  • guidelines
  • checklists
  • templates
• Tools covering a range of CTIP implementation areas, including but not limited to:
  • development and implementation of National Action Plans (NAPs);
  • referral mechanisms and coordination frameworks;
  • identification of victims of trafficking;
  • protection and assistance measures;
  • monitoring, reporting, and documentation;
  • responses to emerging forms of trafficking, including trafficking for forced criminality and forced marriage.

All tools must be:

• practical and implementation-oriented;
• adaptable across different national contexts;
• suitable for direct use by Bali Process Member States.

Delivery format:

• Finalised guidelines, checklists, and templates (Word/PDF), ready for upload to the CTIP Navigator.

3. REQUIRED QUALIFICATION AND EXPERIENCE

Education:

• Advanced university degree in law, human rights, migration, international development, social sciences, or a related field.
• At least seven (7) years of demonstrated professional experience in counter-trafficking in persons (CTIP), including work on policy, programming, or implementation at national or regional level.

Experience: 

• Proven experience in developing practical guidance and tools for government or practitioner audiences, such as guidelines, templates, checklists, SOPs, or implementation frameworks related to CTIP or closely related fields.
• Demonstrated experience working with government counterparts, including ministries, law enforcement agencies, or national coordination mechanisms, and ability to translate policy and legal frameworks into operational guidance.
• Experience conducting research, analytical work, or reviews related to CTIP, migration, or human rights, including desk research, content assessment, or gap analysis.
• Experience or familiarity with monitoring, evaluation and learning (MEL) approaches, including development of indicators, reporting tools, or implementation monitoring frameworks, is a strong asset.
• Experience working in Southeast Asia or the wider Asia-Pacific region is strongly preferred

Skills:

• Ability to organise, curate, and synthesise complex information into clear, structured, and user-friendly outputs suitable for publication and practical use.
• Strong drafting and editing skills in English, with demonstrated ability to produce concise, high-quality technical documents.

Languages:

• Fluency in English is required.

Travel required

• Should the Consultant be required to travel by the Organization, the Consultant will be provided with transportation or reimbursed for the cost of their travel following advance agreement and in accordance with IOM’s travel policies, including IN/6. The Consultant will receive a Daily Subsistence Allowance (DSA) according to IOM’s established rates, during their stay in the place of duty while on TDY.

Salary and conditions information:

• The successful candidate will be engaged under an IOM contract working for the Regional Support Office and their conditions of service will be governed by their contract. The successful candidate is responsible for determining their taxation liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The successful candidate is responsible for determining their own pension fund arrangements.
• The position duty station is home-based. No relocation assistance and working visa assistance will be provided by the IOM.
