Technical Officer (Inclusive Economic) 1 Position

Handicap International that runs its program under the operating name Humanity & Inclusion (HI) seeks for Technical Officer (Inclusive Economic) is based in Mae Sot office under the supervision of the Project Manager, Thailand

PROJECT HISTORY

Handicap International, now operating under the name Humanity & Inclusion (HI), is a non-profit independent and impartial aid organization working in situations of poverty, exclusion, conflict and disaster. HI works in emergency, post-emergency reconstruction or rehabilitation, chronic crises and development settings.

HI works alongside persons with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI works to meet the needs and defend the rights of children, women and men with disabilities. 

Since its creation in 1982, HI has gone on to work in around 60 countries worldwide, for the benefit of several million people. 

In Thailand, HI started working in 1984 and currently implements activities for Burmese refugees along the Thailand-Myanmar border under three thematic areas: Rehabilitation, Disability Social Inclusion (DSI) and Explosive Ordnance Risk Education (EORE).

WORKING ENVIRONMENT

HI’s intervention in Myanmar and Thailand is based on 5 strategic pillars

Background information of the position:  

The Technical officer (Economic Inclusion), under the supervision of the Project Manager, is responsible for the technical implementation of the Economic Incusion activities for refugee camps along the Myanmar – Thailand border Mae Hong Son, Tak, Kanchanaburi, and Ratchaburi provinces. 

He/she will be enhancing the capacities of community workers to ensure the technical quality and implementation of inclusive economic support through both self and wage employment.  He/she will support the Project Manager in ensuring the smooth running of the Inclusive Economic activities in its different dimensions: technical implementation, planning, reporting, technical supervision, and monitoring.

 

JOB DESCRIPTION

Mission 1: Providing guidance and technical support to projects in accordance with the technical frameworks and general standards within its sectoral perimeter.

a. Provide adequate technical guidance and support to the Project Managers and Project Technical Officers on disability mainstreaming specific to economic inclusion projects/interventions – both wage and self employment - when relevant (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line with strategies, standards and mandatory transversal approachesEnsure that the project activities are implemented according to internal quality and technical standards and propose adjustments or improvements if necessary.

b. Adapt project documentation as required in accordance with global technical norms and standards

c. Contribute to the regular reporting of the technical activities (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.

d. If relevant, ensure coordination and collaboration with the technical partners of the project as delegated by the specialist or the project manager.

 

Mission 2: Providing project-based technical learning

a. Ensure global and field technical specialists get the information they need and collaborate with technical divisions as needed.

b. Collect the elements necessary for capitalization exercises

c. Contribute to technical learning under the responsibility of the specialist or project manager, based on best practices.

d. Responsible for the technical learning of projects based on lessons learned and good practices

e. Adjust activities to audit recommendations as appropriate.

f. Implement recommendations to improve the technical quality of projects.

g. Ensure the technical quality and relevance of project activities implemented within their area of expertise; conduct self-evaluation of their project and participate in evaluation cycles under the supervision of the PM.

h. Taking ownership of norms and standards anticipates and prepares for nexus adjustments.

i. Oversee data collection for research activities.

j. Contribute to the terms of reference for evaluations.

 

Mission 3: Contributes to the Technical Division’s professional channel animation

a. Contribute to recruitment of relevant human resource for the Economic Inclusion team

b. Contribute to or leads the necessary technical training in his or her field

c. Contribute to the skills upgrading plan for professionals in their sector and may be a third-party assessor

d. Can contribute to the development of a local talent pool within its sectoral perimeter (conducts technical interviews of candidates and makes recommendations, identifies training needs and coaching)

e. Help to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division. Run technical training for his/her staff when relevant

f. Contribute to the design and collect operational data to ensure adequate follow-up of the activities or ad-hoc data collection activities, and ensure appropriate measurement of project achievement in his area of expertise

g. Ensure that the data process is set and realized in compliance with the rules and principles set by the IM/MEAL and by technical guidance of the sector of his expertise

 

Mission 4: Contribute to ensure the technical influence of HI on its perimeter

a. Contribute to the influence of HI's expertise: can represent HI's technical expertise in relevant local networks and with local partners (Camp Authorities, MOI, Business Sector, etc)

b. If relevant, ensures coordination and collaboration with the technical partners of the project as delegated by the specialist or the project leader

c. Contribute to HI’s external influence by participating in relevant networks

d. Relay and contribute to advocacy messages under her/his scope

e. Draft new project contents for the continuity or expansion of the project under his/her technical scope

f. Contribute to the drafting of new proposals for new opportunities under his / her technical scope

 

Mission 5: Emergency Preparedness and Response Responsibilities

a. Contribute to the support or to the implementation of the program(s) emergency preparedness actions and, during an emergency, adapt his/her work modality to contribute to HI’s effective humanitarian response. 

  • Specific missions: In addition, the technical officer may be requested to undertake any other duty that is considered necessary for the well-running of the project, upon request of the Project Manager.

E. Required for the job

  • Bachelor’s degree in Economics, Development Studies, Social Sciences, Disability Social Inclusion, Livelihoods, International Development, or a related field.
  • 2 years’ experience working effectively with camp-based organizations (CBO) & Non-governmental Organizations (NGO), along the Thai-Myanmar border.

  

JOB CONDITIONS:

Local work contract.
