PURPOSE OF POSITION

จัดการ ดูแล งานบัญชี ของโครงการ Global Fund – PR WVFT ในความรับผิดชอบให้มีประสิทธิภาพภายใต้การควบคุมภายในที่ดี และเป็นไปตามระเบียบ นโยบายขององค์กร และข้อปฏิบัติของ Global Fund ตลอดจนให้คำแนะนำด้านบัญชี การจัดทำรายงานการเงิน การตรวจสอบกับหน่วยงานผู้รับทุน sub-recipient เพื่อให้แน่ใจว่าผู้รับทุนย่อย (SR) จะสามารถจัดส่งรายงานการเงินได้ตรงตามกำหนด ถูกต้อง ครบถ้วน ตามข้อปฏิบัติของ Global Fund และนำรายการของ SR บันทึกเข้าใน Sunsystem ในรูปแบบของ World Vision และรวมถึงดูแลการเบิกจ่ายของทีม PR

MAJOR RESPONSIBILITIES

1. ให้คำแนะนำด้านบัญชี การจัดทำรายงานการเงิน การตรวจสอบกับหน่วยงานผู้รับทุน sub-recipient (50%)

-กำหนด Standard account code และรหัสวิเคราะห์ค่าใช้จ่าย

-บันทึกบัญชีถูกต้องครบถ้วน Sun Systems ถูกต้อง

-ลงพื้นที่เพื่อตรวจสอบบัญชีการเงินของ SR ,ให้ feedback กับทาง SR

-ควบคุม ตรวจเช็ค การเบิกจ่ายให้อยู่ภายในข้อกำหนดของ Global Fund

2. ดูแลการจัดการเรื่องการรับจ่ายของโครงการ เป็นไปตามข้อกำหนดของผู้ให้ทุน และสอดคล้องตามระเบียบและนโยบายของมูลนิธิฯ 20%

-ให้คำแนะนำเรื่องนโยบายและระเบียบปฏิบัติเกี่ยวกับการเบิกจ่ายเงิน รวมถึงการใช้ระบบการเบิกจ่าย

-ตรวจเช็คความถูกต้องของรายการ coding เอกสารแนบประกอบการเบิกจ่ายในระบบ GEMS ,Provision, Manual Payment ให้ถูกต้องตามกำหนดเวลา เป็นไปตามงบประมาณที่วางไว้ และมีการอนุมัติตาม LOA ที่ถูกต้อง

-ติดตามลูกหนี้คงค้าง ให้มีการเคลียร์ภายในกำหนด

-จัดเก็บเอกสารบัญชีเป็นไปตามระเบียบขององค์กร

-ประสานให้มีการจัดทำ LDR ตามกำหนดเวลา และ จัดเก็บให้ครบถ้วน

3. การบริหารจัดการด้านความเสี่ยงและการควบคุมภายในที่ดีตามระเบียบและข้อปฏิบัติต่างๆ ของมูลนิธิฯ (10%)

-ให้คำแนะนำเจ้าหน้าที่โครงการ หัวหน้างานในส่วนของกฎ ระเบียบปฏิบัติ และนโยบายด้านบัญชีขององค์กรได้

-ประสานงานกับหัวหน้างาน เมื่อพบความเสี่ยงด้านการเงิน การทุจริต เพื่อหาแนวทางการจัดการและลดความเสี่ยง

4. การจัดทำรายงานการเงิน และ การสนับสนุนข้อมูลการเงิน (10%)

-จัดทำรายงานการเงิน และ ประสานกับหัวหน้างาน ในการจัดทำคำอธิบายผลต่างการใช้จ่ายกับงบประมาณ

-ให้การสนับสนุนข้อมูลการเงินให้กับทางโปรแกรม

-จัดทำรายงานการเงิน และสนับสนุนข้อมูลทางการเงินกับผู้รับทุนหลัก

-ประสานงานกับผู้ตรวจสอบภายนอกและภายใน

5. งานอื่นๆตามที่ได้รับมอบหมาย (10%)

Qualifications

1.มีทักษะในงานด้านบัญชี และมีทักษะในด้านการใช้คอมพิวเตอร์  Excel , Word , Power point และระบบบัญชี

2.มีมนุษยสัมพันธ์ดี สามารถทำงานร่วมกันเป็นทีมและสามารถประสานงานกับส่วนงานต่าง ๆ ได้ 

3.มีทักษะด้านภาษาอังกฤษพอสมควร

4.ปริญญาตรี สาขาการเงิน หรือบัญชี

5.มีความขยัน อดทน ใฝ่เรียนรู้ และสามารถทำงานภายใต้ความกดดันได้ หากเคยมีประสบการณ์ในการทำงานโครงการ Global Fund มาก่อนจะพิจารณาเป็นพิเศษ
