PURPOSE OF POSITION
The Child Protection Resource Development Specialist is responsible for leading resource acquisition for the Child Protection Integrated Program Framework (IPF 2) at the specialist level, under the direction of the Child Protection Programs Manager and with technical guidance from the Resource Development Advisor.
The role focuses primarily on institutional donors, including bilateral, multilateral, and foundation funding sources, reflecting the donor landscape for child protection in Thailand. It supports WVFT’s priorities in online sexual exploitation of children (OSEC), corporal punishment, civil registration, and child protection systems strengthening by translating program strategies into fundable opportunities.
The position coordinates proposal development, donor engagement, and reporting processes, and contributes to technical branding for child protection by working with Branding & Communications to ensure strong, credible sector positioning with institutional and policy-focused audiences.
MAJOR RESPONSIBILITIES
Resource Acquisition for Child Protection IPF 30%
Identify, develop, and manage funding opportunities for child protection programming, with a primary focus on institutional donors (bilateral, multilateral, foundations). Translate CP priorities into fundable concepts aligned with donor strategies and compliance requirements.
Proposal Development and Donor Engagement 25%
Lead and coordinate proposal development for child protection funding opportunities, working closely with the Child Protection Programs Manager, technical specialists, MEAL, and Finance. Support donor engagement through concept notes, technical annexes, and coordination of donor consultations.
Donor Landscaping and Market Intelligence 15%
Maintain up-to-date mapping and analysis of institutional donors relevant to child protection, including priorities related to OSEC, justice reform, civil registration, and systems strengthening. Share insights to inform IPF planning and Go/No-Go decisions.
Technical Branding and Communications Support 15%
Work with Branding & Communications and the Child Protection Programs Manager to develop technical branding materials, advocacy-oriented narratives, and evidence-based messaging for institutional and policy audiences. Support development of briefs, case studies, and donor-facing technical content.
Cross-Functional Coordination and Compliance 10%
Coordinate with Finance, Supply Chain, PQI, and the Advocacy & Partnering Advisor to ensure proposals, partnerships, and agreements comply with WVFT policies. Support Go/No-Go processes led by the Resource Development Advisor and PAM Director.
Learning and Continuous Improvement 5%
Participate in acquisition learning sessions, proposal reviews, and after-action reflections to strengthen fundraising effectiveness and sector positioning.
