PURPOSE OF POSITION

The Community Health Systems Strengthening Program aims to enhance the capacity and sustainability of community-based health systems through two key activities:

1.      Capacity building for Community Health Workers (CHWs) and supporting Civil Society Organizations (CSOs) for accreditation to be eligible for financing by the National Health Security Office (NHSO).

2.      Harmonizing Community-Led Monitoring (CLM) practices across various community organizations and advocating for the adoption of a unified CLM system at the national level.

The Program Officer will contribute to program quality, stakeholder engagement, strategic communications, knowledge management, and team coordination. This role requires a proactive and collaborative individual who can work effectively with community partners, government agencies, and internal teams to ensure impactful and sustainable program outcomes.

MAJOR RESPONSIBILITIES

Program Quality 35%

  • Support the design, implementation, and monitoring of program activities to ensure alignment with work-plan tracking measures as well as strategic objectives.
  • Coordinate capacity-building initiatives for CHWs and CSOs, ensuring quality and relevance.
  • Assist and support the Monitoring, Evaluation, and Advocacy Specialist in ensuring the development and use of standardized tools for monitoring and evaluation (M&E) under the HRG and CSS programs. These tools should incorporate both quantitative and qualitative data to support effective reporting.
  • Assist in developing tools, guidelines, and frameworks for CSO accreditation and CLM harmonization.
  • Monitor progress and provide technical support to ensure program effectiveness and impact.

SR Engagement and Capability Building 15%

  • Facilitate engagement with Sub-Recipients (SRs), CHWs, and CSOs to strengthen their operational and advocacy capacity.
  • Provide ongoing mentorship and support to SRs in meeting accreditation requirements and implementing CLM activities.
  • Promote inclusive participation and leadership among community stakeholders.

Communications 15%

  • Develop and disseminate communication materials to promote program visibility and advocacy efforts.
  • Coordinate with internal and external stakeholders to share success stories, lessons learned, and policy recommendations.
  • Support the organization of public forums, policy dialogues, and stakeholder meetings.

Knowledge Management 15%

  • Document program processes, outputs, and outcomes for learning and reporting purposes.
  • Maintain a repository of tools, resources, and best practices related to CHWs, CSOs capacity building and CLM.
  • Contribute to internal learning sessions and knowledge-sharing platforms.

Team Support and Coordination 20%

  • Collaborate with program team members to ensure smooth coordination and integration of activities.
  • Support planning, budgeting, and reporting processes.
  • Support general administrative tasks, including scheduling meetings, managing correspondence, handling logistics, and providing overall administrative support.
  • Participate in team meetings, reviews, and strategic planning sessions.

KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor’s degree in Public Health, Social Sciences, Development Studies, or related field (Master’s preferred).
  • Minimum of 3 years’ experience working on Key Population Programs.
  • Minimum 3 years of experience in program implementation, preferably in community health or civil society strengthening.
  • Strong understanding of community systems, health governance, and advocacy.
  • Excellent communication, facilitation, and coordination skills.
  • Ability to work independently and collaboratively in a multi-stakeholder environment.
  • Fluent in Thai and minimum of intermediate level in English language.
