Regional Public Health Laboratory Network (RPHL Network)
The Regional Public Health Laboratory Network (RPHL Network) was established in 2019 to strengthen national laboratory systems among Global Health Security Agenda (GHSA) Member Countries in the Asia and Pacific region. The Network supports timely detection of pathogens with outbreak potential and enhances routine diagnostic services.
The Network currently comprises 14 Member States: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Viet Nam, Nepal, Timor-Leste, Papua New Guinea (PNG), and Pakistan.
The RPHL Network operates under the RPHL Network Foundation, which is established under the laws of Thailand and registered as a juristic person under the Civil and Commercial Code. The Foundation serves as the legal entity of the Network and is responsible for fiduciary oversight, financial accountability, and compliance with applicable legal and regulatory requirements.
The RPHL Network Secretariat, based at the Department of Medical Sciences (DMSC), Ministry of Public Health, Thailand, provides operational and technical support to the Network. To accelerate the implementation of its activities, the RPHL Network Foundation is seeking a qualified candidate for the position of Communication Officer to support and strengthen communication and visibility efforts.

Main Responsibilities and Tasks
- Develop multimedia communication materials, including videos, photographs, posters, and other visual products.
- Manage and regularly update the RPHL Network website and social media platforms (YouTube, Facebook, LinkedIn), as well as presentations.
- Organize and manage webinar series (e.g., RPHL Network Online Marketplace).
- Write, proofread, and edit press releases, newsletters, web content, speeches, and organizational reports.
- Contribute to the development of project/programme proposals and business development materials.
- Support the organization, facilitation, and documentation of meetings, events, and activities (both online and onsite).
- Design and layout major publications and communication materials.
- Lead creative conceptualization of promotional materials such as brochures, booklets, and exhibition content.
- Support implementation of the RPHL Network branding and marketing strategies.
- Establish and maintain media relations; disseminate press releases to relevant media outlets.
- Support the development and implementation of the RPHL Network communication strategy.
- Perform other duties as assigned by management.
Key Deliverables
- Daily updates of RPHL Network communication platforms (Facebook, LinkedIn, WhatsApp, and website).
- Maintenance of membership database and roster of laboratory experts.
- High-quality communication products aligned with RPHL branding and graphic standards.
- Communication materials for all major RPHL Network events.
- Quality assurance of branding, creativity, and consistency across outputs.
- Documentation and dissemination of best practices via the RPHL Network website.
Required Qualifications, Skills, and Experience
Essential:
- Bachelor’s or Master’s degree in communications, information technology, marketing, or a related field.
- Minimum 5–7 years of relevant professional experience in communications and/or knowledge management.
- Strong knowledge of database systems, IT applications, and troubleshooting.
- Proficiency in Microsoft Office and familiarity with IT and audio-visual tools.
- Demonstrated ability to explain technical concepts to non-technical audiences.
- Excellent written English skills.
- Proven experience in graphic design and relevant software applications.
- Strong teamwork and coordination skills.
Desirable:
- Proficiency in languages spoken in RPHL Member States.
- Willingness and ability to travel within Member Countries.
- Ability to work under pressure and meet tight deadlines.
- Demonstrated commitment and strong work ethic.
Hiring Conditions
- This position is open to candidates currently residing in Thailand.
- Recruitment is subject to confirmation of funding.
- Expected starting salary: from THB 45,000 per month, negotiable based on qualifications and experience.
