Key Responsibilities

The Officer will work under the direct supervision of the Child Protection Program Manager and in close coordination with the MEL & Research Lead. Key duties include:

A. Field Coordination:

  • Coordinate with the Programs Team to identify and select targeted construction camps.

  • Manage all logistics and scheduling for field data collection visits.

  • Build and maintain rapport and trust with camp managers, parents/guardians, and children in the target communities.

B. Data Collection & Survey Management:

  • Conduct surveys with children and youth in construction camps to meet project targets.

  • Ensure all ethical protocols, including informed Consent and Assent procedures, are strictly followed.

  • Supervise and support enumerators to ensure performance meets established standards.

C. Safeguarding & Trauma-Informed Practice:

  • Strictly implement the Trauma-Informed Facilitation Guide during all field interactions.

  • Monitor and record safeguarding compliance throughout the data collection period.

  • Maintain the incident monitoring log and ensure referral pathways for disclosures are active and safe, under the supervision and guidance of the Child Protection Program Manager, ensuring immediate integration into BDF’s Case Management system.

D. Monitoring, Evaluation and Learning (MEL Collaboration:

  • Work with the MELteam to verify data quality and accuracy before system entry.

  • Provide weekly field reports summarizing progress, challenges, and lessons learned.

E. Case Management

  • Identify and assess cases involving children who are experiencing or at risk of online sexual exploitation and abuse (OSEA) in construction site camp communities.

  • Provide case management support including case assessment, safety planning, case planning, referral, and follow-up services for affected children and their families.

  • Coordinate with relevant stakeholders such as community members, local authorities, service providers, and partner organizations to ensure appropriate support and protection services for children.

  • Maintain accurate and confidential case documentation and ensure case files are updated in accordance with organizational standards and child protection policies.

  • Conduct regular monitoring and follow-up visits to ensure the safety and well-being of children under case management.

F. Curriculum Development and Staff Capacity Building

  • Develop training curricula, tools, and materials related to Online Sexual Exploitation and Abuse (OSEA) and child protection.

  • Conduct training sessions and workshops to build the capacity of staff and relevant stakeholders on identifying, preventing, and responding to OSEA cases.

  • Support the integration of OSEA knowledge and child protection practices into project implementation.

  • Monitor and evaluate the effectiveness of training activities and recommend improvements for future capacity-building initiatives.

4. Expected Outputs

  • Safe Completion of Surveys: A complete and accurate dataset according to the target sample size.

  • Maintained Incident Monitoring Log: An updated log documenting safeguarding compliance and incident monitoring.

  • Field Implementation Report: A comprehensive report summarizing field processes, challenges, and practical recommendations.

5. Qualifications

  • Bachelor’s degree in Social Work, Social Sciences, Community Development, or a related field.

  • Proven experience in conducting surveys or research-related data collection.

  • In-depth understanding of the subject matter (OCSEA or child protection issues).

  • Experience working in construction camps or with migrant/vulnerable populations.

  • Knowledgeable in trauma-sensitive approaches and effective communication with children.

  • Fundamental understanding of Child Protection principles and data confidentiality.

  • Ability to work effectively within a diverse team and perform under pressure.

  • Proficiency in Thai and English (both written and spoken) is required, while fluency in Shan language is a strong advantage.

6. Reporting & Work Pattern

  • Reports to: Child Protection Program Manager

  • Meetings: Attendance at bi-weekly IWG coordination meetings and quarterly strategic reviews.

Duration: 10-month contract (May 2026 – February 2027).
