The Need

For 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Law Enforcement Development Specialist to design and drive strategies that elevate the prioritization, capability, and performance of Thai law enforcement agencies—particularly the Royal Thai Police (RTP) and Department of Special Investigation (DSI)—to investigate and respond effectively to a growing number of forced labor and labor trafficking cases. Through strategic leadership, highlevel coordination, and deep partnership engagement, the Law Enforcement Development Specialist will drive standards towards consistent victim identification, timely suspect arrests, strong case files for prosecution, and strengthened deterrence of trafficking perpetrators.

 

We are looking for someone with strong communication and coordination skills, superior English proficiency, fluency in Thai, and a passion for protecting the poor and vulnerable from violence by using their skills and calling.

 

This position is based in Bangkok, Thailand and requires travel within the country. This position reports to the Investigations and Law Enforcement Development (ILED) Manager.

 

 

Responsibilities

 

Strategic Law Enforcement Partnerships & High-level Relationship Building 

·         Identify, cultivate, and maintain strategic relationships with Thai law enforcement leaders at local, provincial, and national levels, especially within RTP and DSI;

·         Use strong networking, interpersonal, and cultural navigation skills to strengthen collaboration and enable program outcomes. Build and steward partnerships with NGOs and government interagency counterparts;

·         Represent IJM in external meetings, events, and partnership forums. 

Operational Law Enforcement Coordination & Communication 

·         Serve as IJM’s primary Thai-language Point of Contact with law enforcement partners;

·         Ensure smooth, timely, and accurate communication (written and verbal) between IJM and Thai agencies;

·         Provide accurate spoken interpretation (Thai  English) during meetings and joint activities;

·         Maintain effective coordination with officers involved in labor trafficking and forced labor cases. 

 

Casework Support, and Justice System Strengthening 

·         Support case preparation by reviewing intervention reports and advising on factual and analytical presentation;

·         Contribute to IJM’s broader justice system strengthening efforts by collaborating with IJM program leaders and Thai government inter-agency partners;

·         Develop deep working knowledge of trafficking methods, investigative techniques, and relevant criminal procedures;  

·         Use information-gathering methods that support successful case development and survivor protection. 

Victim Engagement & Trauma-informed Practice 

·         Build strong rapport with IJM clients in a victim-sensitive, trauma-informed, and culturally respectful manner. Ensure interactions prioritize safety, dignity, and empowerment of survivors. 

Reporting, Documentation & Information Management 

·         Produce clear, accurate, and persuasive reports in Thai and English for law enforcement and internal IJM teams. Maintain confidentiality of fieldwork, intelligence, and operational strategies;  

·         Use databases, records systems, and communication tools competently and securely. 

Cross Department Collaboration & Organizational Alignment 

·         Work closely and consistently with IJM Bangkok’s Legal, Law Enforcement Development, and Survivor Services Departments. Maintain strong relationships with IJM Myanmar and IJM Cambodia teams;

·         Support alignment with IJM strategies, standards, and justice system strengthening programs. 

 

Qualifications: 

·         Minimum 5 years of experience in a closely related field within a government agency, non-governmental organization (NGO), private sector corporation, or academic institution;

·         Minimum of a four-year university degree in criminal justice, legal studies, or closely related field;

·         Fluency or high proficiency in spoken and written communication in both English and in Thai language;

·         Experience providing effective administrative or coordination support in a fast-paced, professional environment;

·         Ability to provide Thai-English/English-Thai interpretation and translation;

·         Experience working for a Thai police agency or NGO preferred but not required;

·         Prior work experience in the criminal justice sector preferred but not required;

·         High level of proficiency with Microsoft Office applications;

·         No criminal record;

·         Valid driver’s license and passport (or able to obtain).
