The Need
For 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Provincial Coordination Associate to serve as IJM Thailand’s key provincial focal point to coordinate, support, and monitor implementation of IJM’s Protection Model activities with government and civil society partners in Chonburi, Rayong, and Samut Sakhon provinces (one position per province).
IJM’s Protection Model activities include casework, capacity development, community engagement, survivor leadership, data management, and advocacy. The role ensures efficient project execution, fosters strong stakeholder relationships, and drives context-sensitive strategies that enhance protection for migrant and vulnerable workers at risk of forced labor and labor trafficking. The role will coordinate and collaborate closely with IJM staff located in Bangkok, who will also travel from Bangkok to implement project activities.
This position is based in respective province (Chonburi, Rayong, or Samut Sakhon), Thailand, reports to the Capacity Development Manager, and is only available for candidates with the right to work in Thailand.
Responsibilities
· Representation & Relationship Management: Serve as IJM Thailand’s representative in assigned province(s); maintain trusted relationships with provincial government, CSO partners and community leaders; participate in key meetings and activities.
· Strategy, Knowledge & Implementation: Align interventions with IJM’s Protection Model; provide context analysis and feedback to refine strategies and workplans; document lessons learned for continuous improvement.
· Policies, Compliance & Quality: Support partners’ adherence to IJM and donor standards (programmatic, financial, safeguarding, reporting); strengthen feedback and accountability mechanisms.
· Local Capacity Building & Sustainability: Coordinate technical guidance and trainings for provincial stakeholders (government, NGOs/CSOs, community leaders) to institutionalize anti–forced labor and anti–labor trafficking responses.
· Project Coordination & Delivery: Convene coordination meetings, workshops and field visits; track progress against workplans and KPIs; identify risks and implement mitigation actions.
· Documentation, Reporting & Data: Ensure accurate documentation, secure data management, and timely reporting with M&E teams on indicators related to protection outcomes.
· Provincial Stakeholder Mapping & Engagement: Maintain and expand partnerships with offices such as Provincial Social Development and Human Security Office (PSDHSO), Provincial Labour Office (PLO), Provincial Labour Protection and Welfare Office (PLDWO), Provincial Employment Office (PEO), Port-In Port-Out (PIPO), Provincial Administration Office (PAO), Provincial Police, Provincial Immigration and other relevant agencies to facilitate workplan delivery.
· Casework & Crisis Coordination (as needed): Coordinate with IJM cross-functional teams on potential FL/LT cases and crisis response within scope of responsibility.
Qualifications:
· Bachelor’s degree in social sciences, development studies, law, public administration, or related field (master's degree an advantage);
· Required: 3+ years in field coordination or project management, preferably in trafficking in persons and/or labor migration contexts;
· Preferred: 5+ years’ experience coordinating provincial programs with government relations and local-level advocacy;
· Experience working in government relations, coordination, and project management across multi-stakeholder settings;
· Proficiency in Microsoft Office (Outlook, Word, PowerPoint, Excel);
· Fluency in Thai and professional proficiency in English required; additional languages common among migrant worker communities considered an advantage.
· Regular in-province travel required; occasional travel to Bangkok and other provinces.
