ABOUT THE PROJECT

Peace Rights Foundation (PRF), in partnership with the United Nations High Commissioner for Refugees (UNHCR) and in coordination with the Ministry of Interior of the Royal Thai Government, is implementing a 9-month project to strengthen the issuance of state-recognized identification cards to refugees living in temporary shelters along the Thailand–Myanmar border.

Following the Royal Thai Government's October 2025 decision granting refugees from Myanmar the legal right to work, a recognized ID card has become a precondition for applying for jobs and work permits, opening a bank account, registering a mobile SIM card, and accessing other essential services. This project supports the Ministry of Interior to issue ID cards to more than 74,000 refugees aged 5–70, through procurement of cards and equipment, sustained support to mobile registration units, and issuance both inside temporary shelters and at destination locations where refugees are working.

PURPOSE OF THE POSITION

The Project Coordinator will be responsible for the day-to-day coordination of project activities, ensuring that ID card procurement, mobile registration unit support, and card issuance proceed on schedule and in line with the approved workplan and budget. The role works closely with the Program Director and Operational Manager, and liaises directly with UNHCR, the Ministry of Interior, and district offices to keep implementation on track.

KEY RESPONSIBILITIES

  • Coordinate the day-to-day implementation of project activities, including procurement of ID cards and office equipment, support to the Ministry of Interior's mobile registration units, and card issuance in temporary shelters and destination workplaces.
  • Serve as the primary operational point of contact with UNHCR, Ministry of Interior counterparts, and district offices to schedule issuance activities and resolve day-to-day coordination issues.
  • Track progress against the monthly workplan and card-issuance targets, maintaining up-to-date records of deployment schedules, activity logs, and issuance data by site.
  • Support procurement processes for ID cards, card stock, printers, and related equipment, and maintain accurate inventory and delivery documentation.
  • Compile monthly and periodic progress reports, monitoring data, and financial burn-down summaries for the Program Director and donor reporting requirements.
  • Support field monitoring visits to shelters and destination sites, and help identify and flag risks affecting implementation (e.g. beneficiary access, security conditions, mobile unit deployment).
  • Assist with basic financial administration and expenditure tracking in coordination with the Operational Manager.
  • Perform other duties as assigned by the Program Director in support of project objectives.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor's degree in social work, development studies, public administration, or a related field.
  • At least 2–3 years of experience in project coordination, preferably within humanitarian, refugee protection, or development programs.
  • Experience working with UN agencies and/or government counterparts (e.g. UNHCR, Ministry of Interior) is an advantage.
  • Strong organizational and coordination skills, with the ability to manage multiple stakeholders and field logistics simultaneously.
  • Good command of spoken and written Thai and English.
  • Willingness and ability to travel regularly to temporary shelters and destination districts along the Thailand– Myanmar border.
  • Proficiency in MS Office; familiarity with monitoring and reporting tools is an advantage.
  • Commitment to humanitarian principles, refugee protection, and PRF's mission.
