Based in Bangkok, the SEI Asia Centre has a diverse team of multinational experts that integrate scientific research with participatory approaches to co-develop and share knowledge, build partnerships, and influence policy for resilient development. Research at SEI Asia focuses on gender and social equity, climate adaptation, disaster risk reduction, water insecurity and integrated water resources management, transitional agriculture, renewable energy and urbanization.

SEI Asia is an affiliate of Chulalongkorn University (CU), Thailand. SEI and CU have inked a long-term agreement until 2023 to foster innovative scientific research combined with effective policy engagement on development and environmental challenges in Asia. The key areas of collaboration are: intellectual engagement for joint research applications and fund mobilization; lecturing and seminars for CU’s students; post–graduate supervision and examination; and, CU-SEI employee linkages.

The role 

The Project Finance Officer is responsible for supporting project and programme financial management activities. The position reports directly to the Director of Operations and Finance  and liaises with external stakeholders, including consultants, sub-grantees, auditors and other relevant parties. Internally, the Project Finance Officer works closely with colleagues across the centre to support effective financial management and compliance. 

The Project Finance Officer supports the development, implementation and continuous improvement of the centre’s finance-related policies, procedures, and work instructions. The role also contributes to the Operations team’s strategic objectives by strengthening financial systems, processes and controls to enhance the effective delivery and management of project, program and centre-wide financial activities.  

Main responsibilities: 

• Prepare project financial reports in the Unit4 ERP system in line with funder requirements and SEI policies, ensuring accuracy, completeness and timely submission. 

• Review and verify financial supporting documents to ensure compliance with funder and SEI requirements and maintain relevant financial information on designated platforms. 

• Facilitate grant and subcontract management processes, including organizational assessments, financial reviews and compliance monitoring. 

• Examine sub-grantee and consultant expenditure reports and supporting documentation, providing feedback and follow-up as required. 

• Coordinate with Project Leads and Project Managers to complete financial reviews and resolve financial reporting issues. 

• Support project meetings, workshops and events by managing financial documentation, reimbursement processes and related compliance requirements. 

• Support project financial management activities, including audit preparation, project closure processes and monitoring compliance with donor regulations. 

• Recommend corrective actions and escalate financial risks or compliance issues to the Director of Operations and Finance. 

• Collaborate with the Director of Operations and Finance to review and update finance-related procedures, guidelines and work instructions. 

• Assist in budget preparation and other financial aspects of proposal development. 
• Undertake other duties as assigned. 

Who you are 

We seek an enthusiastic and adaptable finance or accounting professional with experience in financial management of projects or programmes. You should be familiar with the requirements and regulations of donors and have knowledge of institutional finance policies. 

Formal qualifications and knowledge:  

• University degree in accounting, finance or a related field with at least four years’ of experience; or a master’s degree with a minimum of two years’ relevant experience. 

• Proficiency in bookkeeping, internal controls, general ledger, cash management and reconciliations. 

• Skilled in financial management including budgeting, analysis, forecasting, coordinating funding and reporting. 

• Experience with multiple currencies and understanding of foreign exchange hedging.  

• Advanced Excel skills and proficiency with financial IT systems. 
• Fluent in Thai with proficient English communication skills. 

Desirable: 

• Familiarity with development aid  

• Experience in research/non-profit organizations  
• Experience working in an international environment
