Job Title: Senior Administrative & Human Resources Officer

Department: Operations                                                   Job Family: Operations

Reports to: Human Resources & Operations Manager          Job Grade: BG-9

Direct report: Administrative Officer

Contract: One-year fixed-term contract, renewable subject to budget and performance.

Salary and benefits: Monthly salary, plus a 13th-month salary and health benefits.

Location: Bangkok, Thailand 

 

Role Overview: Amnesty International Thailand is seeking a capable and highly organised Senior Administrative & Human Resources Officer to lead the day-to-day delivery of HR administration, office operations and governance coordination. 

This is a hands-on role for someone who can turn policies and management decisions into reliable processes, accurate records and responsive services. You will directly supervise the Administrative Assistant and work closely with the Human Resources & Operations Manager, Executive Director, staff, Board members and external service providers.  

 

What you will do  

  • Coordinate recruitment administration, employment documentation, onboarding, probation and offboarding processes. 
  • Maintain accurate and confidential personnel files, HRIS records, leave and attendance information, benefits records and other HR documentation. 
  • Prepare payroll and benefits inputs and coordinate employee changes with Finance, insurers and relevant service providers. 
  • Respond to routine employee enquiries and ensure that sensitive or decision-related matters are referred appropriately. 
  • Directly supervise the Administrative Assistant, including work planning, delegation, coaching, quality assurance, feedback and performance reviews. 
  • Oversee front-office and administrative services, including facilities, supplies, meeting rooms, mail and courier services, visitors and office coverage. 
  • Coordinate IT support, user access, email setup and equipment allocation with the Amnesty International Secretariat. 
  • Provide assigned administrative and meeting support to the Executive Director. 
  • Coordinate Board and committee meetings, including scheduling, papers, minutes, decision logs, action tracking and secure governance records. 
  • Implement assigned security, duty-of-care, business-continuity and Green Office measures under the supervision of the HR & Operations Manager. 
  • Support audits, organisational reviews, reporting and continuous improvement of administrative systems and services.  

What we are looking for  

  • A bachelor’s degree in Human Resources, Business Administration, Management or a related field, or equivalent relevant professional experience. 
  • At least five years’ relevant experience across HR administration and office operations. 
  • Practical experience with recruitment, employee records, payroll or benefits inputs, onboarding/offboarding and HR systems. 
  • Experience supervising or allocating work to administrative staff and providing constructive feedback. 
  • Experience supporting senior management, Board meetings or governance processes is strongly desirable. 
  • Experience coordinating vendors, procurement, travel, events, assets, IT support or office services. 
  • Working knowledge of Thai employment-related requirements, confidentiality, records management and basic internal controls. 
  • Strong written and spoken Thai and English. 
  • Confidence using Microsoft 365, spreadsheets, shared drives and HR or administrative systems. 
  • Excellent organisation, attention to detail, judgement and follow-through.  

You will be well suited to this role if you are proactive, discreet, service-oriented and calm under pressure, and can work independently while knowing when to escalate sensitive or high-risk matters.
