Job Description

 

Job Title:               MTB – MLE Project Officer

Reports to:           Education Coordinator

Location:               Mae Hong Son, Thailand

 

Purpose of the Position

JRS has been working with Karenni Education Department (KnED) in Mae Hong Son’s two refugee camps since 1997. JRS partners with the KnED to implement and deliver educational services and training in the following areas: Primary, Secondary, Vocational, Special Education, Teacher Training, Curriculum Development and Management. It is currently providing assistance to over 5000 children and about 300 teachers in 6 primary schools, 4 middle schools and 2 high schools in two refugee camps. The primary goal of this support is to ensure the continuity of education while simultaneously developing the capacity of refugee educators for future self-sufficiency.

 

Since June 2023, with support from the Pestalozzi Children's Foundation, JRS has implemented a Mother Tongue-Based Multilingual Education (MTB-MLE) approach, starting with kindergarten. The program has expanded progressively each year—reaching Grade 2 last academic year and expanding to Grade 3 this year. The MTB-MLE Project Officer works closely with the KnED MTB-MLE Core Team to implement related activities, including capacity-building training, mentoring, material development, and progress monitoring and reporting for MTB-MLE related activities. Under the guidance of JRS’ Education Coordinator, the MTB-MLE Project Officer will support the alignment of the MTB-MLE curriculum with the Basic Education Curriculum used in the two camps of Ban Mai Nai Soi and Ban Mai Surin.

 

Responsibilities

Project Management

  • Works closely with the Project Coordinator in project management, reporting, monitoring and project proposals.
  • Works closely with the Project Team, help generate ideas for activities, carry out needs assessments, review proposals and draft budgets.
  • Conduct overall project management cycle process – from assessment to monitoring and evaluation of the progress and outcome of the project.
  • Develop and implement MTB-MLE activities as planned, and record them in JRS Database, in collaboration with MTB-MLE team, KnED, and JRS Database Manager.
  • Prepare and submit the required reports with supporting documents on time.

 

Technical Support / Training / Capacity Building

Under the supervision of Education Coordinator:

  • Design appropriate and needed training together with stakeholders to strengthen the project activities and improve the skills of the participants.
  • Conduct necessary and required training to project members and participants.
  • Identify and invite potential trainers on specific topics if needed.
  • Identify and build the capacity of potential partners/organizations to continue to manage the project.

 

Networking / Collaboration / Coordination

  • Coordinate with relevant KnED Coordinators for implementation of MTB-MLE in schools.
  • Coordinate activities with JRS Project staff and other organizations in designing and conducting MTB-MLE activities
  • Liaise and network with other CBOs and NGOs due to concern that requires referrals and do the follow up.
  • Collaborate with key stakeholders to ensure good communication and trusting relationship between JRS and other organizations in a supportive and cooperative fashion.
  • Establish and maintain trust with Local Government institution or organization.

 

Participation in meetings

  • Actively participate in regular meetings i.e. JRS team day as well as relevant meetings inside and outside the camp.
  • Represent JRS in various meetings and workshops.
