Project Description:
FHI 360 implements a diverse portfolio of health and development programs in Thailand under the Programs Research and Group (PRG) portfolio. This portfolio includes the Meeting Targets and Maintaining Epidemic Control (EpiC) project, the Strengthening Infectious Disease Detection Systems (STRIDES) Activity, and other donor-funded initiatives. Collectively, these programs support Thailand’s efforts to strengthen health systems, advance global health security (GHS), improve public health outcomes, and build sustainable local capacity.
In Thailand, FHI 360’s portfolio supports the Government of Thailand in preventing, detecting, and responding to emerging infectious disease threats; strengthening surveillance, laboratory, and health workforce capacities; and advancing national and regional health security priorities. FHI 360 also works closely with the U.S. Embassy, Thai health authorities, civil society organizations, and other key stakeholders to strengthen community-based organization (CBO) capacity and quality systems for HIV service delivery; advance sustainable domestic financing; support national readiness for long-acting injectable lenacapavir for pre-exposure prophylaxis (PrEP); and contribute to sustained HIV epidemic control among populations at risk. These efforts also focus on scaling and sustaining HIV services and systems to support long-term epidemic control.
Summary of Position:
The Finance and Operations Director (DFO) will serve as a key member of the senior leadership team, providing strategic oversight and operational stewardship to ensure the effective delivery of FHI 360’s programs in Thailand. Reporting to Regional Finance and Operation/ Asia Pacific team and Project Directors , the DFO will oversee all financial management, operations, administration, procurement, and grants functions, ensuring full compliance with FHI 360 policies, U.S. Government regulations, and local laws.
This role requires a forward-looking leader capable of designing and implementing systems that enhance efficiency, accountability, and financial sustainability. The DFO will lead the development of financial strategies, oversee budget planning and execution, manage risk and compliance frameworks, and ensure transparent and timely reporting to donors and stakeholders. The position also carries responsibility for optimizing operational processes, strengthening internal controls, mitigating risk and building the capacity of finance, operations, and administrative teams.
The DFO will act as a trusted advisor to the Project Directors and senior technical leadership, providing data-driven insights to guide decision-making and resource allocation. They will also represent the project in high-level discussions with donors, auditors, partners, and government counterparts on financial and operational matters. This position demands a leader with proven experience managing large, complex, donor-funded programs, exceptional judgment, and the ability to foster a culture of accountability, financial and operational innovation, transparency, and strategic vision across all financial and operational functions. This position will place a strong emphasis on talent development, ensuring that every member of the Finance and Operations teams has the resources to excel and fostering their adaptability and resilience across the team.

The expected hiring salary range for this role is THB 2,000,000 - 2,100,000 annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
