Job Title:           Human Resources & Office Manager
Location:           Bangkok, Thailand 
Reports to:        Country Director, Thailand
Type of Recruitment: Open to Thai Nationality only
Starting Date:   1 December 2026
Salary Range:    THB51,001-63,578 (depending on qualifications)

Jesuit Refugee Service (JRS) is an international Catholic organization, with a mission to accompany, serve, and advocate for refugees. Through our presence we help to sustain the goodness and hope in people who live in situations of evil and who have reason to despair. In Thailand, JRS serves refugees and asylum seekers in urban context and in two camps of Ban Mai Naisoi and Ban Mai Surin in Mae Hong Son. The main areas of work include education, psychosocial services, protection, and emergency assistance.

OVERALL POSITION PURPOSE: 
The HR and Office Manager is responsible for overseeing overall human resource management, day-to-day country office operations, and administrative functions for JRS Thailand. Operating in alignment with JRS HR policies and local legal requirements, this role ensures smooth office workflows, effective resource allocation, and robust personnel support. The manager works closely with the Country Director, Project Directors, and the Country Office Team to foster a welcoming, efficient, and compliant work environment.

RESPONSIBILlTIES

1. Human Resources & Staff Welfare

  • Oversee end-to-end HR operations for JRS Thailand, ensuring consistent and transparent implementation of JRS HR policies, guidelines, and Thai labour laws.
  • Coordinate with the JRS Regional Office and International Office regarding HR policies, procedures, and annual compliance.
  • Manage the full recruitment and selection process for in-country hires, including job descriptions, postings, interviews, and recommendations for Country Director approval.
  • Coordinate the onboarding process, probationary reviews, annual performance appraisals, and exit interviews/separation processes.
  • Maintain accurate, secure, and confidential personnel files.
  • Serve as the designated Safeguarding and Child Protection Focal Point for JRS Thailand, addressing staff queries, correspondence, and grievances professionally.
  • Manage Social Security Fund contribution and payment.

2. Office Management & Procurement

  • Establish and maintain an effective, efficient, and welcoming country office environment, directly supervising country office hospitality and support staff.
  • Manage office resources and supplies (stationery, printer ink, etc.), facility upkeep, and office equipment maintenance (including vehicle licensing and records).
  • Ensure cost-efficient procurement processes for the Country Office and projects, evaluating suppliers/services and negotiating vendor contracts.
  • Manage the Country Office Petty Cash (up to 50,000 THB per cycle) and handle timely cash clearing and reconciliation.

3. Government Compliance & Legal Liaison

  • Handle all official government documentation and legal requirements for international staff, including visa renewals, work permits, and camp passes.
  • Support international staff from their initial entry into the country through to their placement in the projects.
  • Prepare and submit proposals, reports, and updated staff lists to the Ministry of Interior (MoI), and assist projects with compliance for NGO status.
  • Prepare and manage property rental contracts for the Mae Hong Son (MHS) office, Country Office, and related MoI requirements.

4. Finance & Inter-Departmental Coordination

  • Assist the Finance Office with monthly payroll-related activities (tracking annual/sick leave, insurance, tax payments) and monthly payroll processing.
  • Together with Finance Officer, review and reconcile all monthly bank statements with office records, check cash books against actual cash counts, and monitor/forecast project cash requirements for Country Director approval.
  • Provide administrative advice, guidance, and support to project-level Administrative Assistants across JRS Thailand.
  • Coordinate regularly through monthly Country Office meetings, submit regular workplans and reports, and perform other duties as required by the Country Director.

Qualifications:

Education & Experience

  • Thai nationality.
  •  Bachelor’s Degree in Human Resources, Business Administration, Psychology, or other related fields.
  • 3 to 5 years of professional experience combining human resources, office operations, and administration.
  • Demonstrated hands-on experience managing recruitment, payroll processing, and staff as well as vendor/office contracts.
  •  Experiences in liaising with local administrative procedures and government agency liaison 

Skills & Competencies

  • Strong, up-to-date working knowledge of Thai labour laws and employment regulations.
  • Excellent communication and interpersonal skills, with a strong commitment to staff care and employee relations.
  • Strong analytical, problem-solving, and organizational skills with the ability to multitask in a fast-paced environment.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and HR/office software.

Languages

  • Native Thai speaker.
  • Professional working proficiency in English (both spoken and written).
