Amnesty International Thailand is seeking an experienced Human Resources & Operations Manager to provide strategic leadership across people management, organisational operations, governance coordination, security, duty of care and workplace sustainability.
As a member of the Senior Management Team, you will advise the Executive Director and management colleagues, translate organisational priorities into effective systems and policies, and help ensure that the organisation operates lawfully, ethically, safely and efficiently.
You will lead a three-person HR and administration function. The Senior Human Resources & Administration Officer will report directly to you and will, in turn, directly supervise the Administrative Assistant.
What you will do
Organisational and people leadership
- Contribute HR, operational, governance, security and sustainability perspectives to organisational strategy, planning and management decisions.
- Advise the Executive Director and managers on organisational design, workforce planning, change management, management practice and operational feasibility.
- Lead the development and implementation of people strategies, policies and procedures aligned with Thai labour law, Amnesty International standards and good employment practice.
- Oversee the employee lifecycle, including recruitment, contracting, onboarding, probation, performance management, development, retention, succession and offboarding.
- Advise on confidential employee relations matters, grievances, disciplinary processes, performance concerns and organisational restructuring.
- Lead performance, learning, staff engagement, wellbeing and organisational-development processes.
HR systems and operations
- Oversee compensation, payroll inputs, employee benefits, leave, social security, provident fund, insurance and related statutory requirements.
- Maintain effective HR data governance, HRIS controls, confidentiality, reporting and audit readiness.
- Set service standards and control frameworks for office administration, procurement, vendors, contracts, facilities, fixed assets, insurance, travel, events and outsourced services.
- Coordinate with Finance on workforce and operational budgets, approval processes, documentation and internal controls.
- Oversee IT access, equipment and onboarding/offboarding arrangements in coordination with relevant providers and internal owners.
Governance, risk and sustainability
- Act as management’s accountable owner for governance coordination and oversee the Board and committee meeting cycle, governance calendar, records, decisions and follow-up.
- Advise the Executive Director and Senior Management Team on governance processes, role clarity, decision rights and the interface between the Board and management.
- Lead the organisation’s security, duty-of-care and business-continuity framework, including risk assessment, incident escalation and crisis preparedness.
- Lead AITH’s Green Office and responsible-operations agenda.
- Maintain clear oversight through integrated plans, trackers, dashboards and calendars, and escalate material risks, decisions and bottlenecks.
Team leadership
- Manage, coach and develop the Senior Human Resources & Administration Officer.
- Ensure effective supervision and continuity for the Administrative Assistant through the Senior Officer, while retaining accountability for the overall HR and administration function.
- Build trusted relationships with staff, managers, Board members, regional and international colleagues, government agencies, professional advisers and service providers.
What we are looking for
- A bachelor’s degree in Human Resources, Business Administration, Management, Law or a related field; a relevant master’s degree is an advantage.
- At least seven years’ progressive experience across human resources and operations, including at least three years in a management or senior advisory role.
- Strong knowledge of Thai employment law and contemporary HR practice.
- Demonstrated experience managing complex and confidential employee relations matters and advising senior leaders.
- Experience developing HR policies, workforce plans, performance systems and operational controls.
- Experience overseeing administration, vendors, budgets and cross-functional processes.
- Experience supporting governance, Board processes, organisational risk, security or business continuity is highly desirable.
- Strong strategic thinking, judgement, problem-solving, coaching, influencing and conflict-resolution skills.
- Excellent written and spoken Thai and English.
- High digital literacy, including HRIS, Microsoft 365 and reporting tools.
- NGO, INGO or other mission-driven organisational experience is strongly desirable.
You will be well suited to this role if you combine strategic judgement with practical execution, maintain discretion and professional independence, and can build trust while strengthening accountability across the organisation.
