Program Officer

KOICA Thailand Office | AIA Capital Center, Bangkok 10400 

 

The Korea International Cooperation Agency (KOICA) is the Korean government agency responsible for bilateral grant aid and technical cooperation programs. In Thailand, KOICA supports development cooperation activities and also manages invitation programs for Thai officials as well as the dispatch of Korean volunteers to partner organizations. 

 

KOICA Thailand Office is seeking a suitably qualified applicant for the position of Program Officer.

 

Key Information 

  • Position Title: Program Officer 
  • Nationality: Thai 
  • Contract Duration: Until 31 March 2027 (with possibility of annual extension) 
  • Working Hours: Full-time, Monday–Friday, 08:00–16:30 (35 hours/week) 
  • Salary Range: USD 900 – 1,000, depending on experience 
  • Duty Station: KOICA Thailand Office, AIA Capital Center, Bangkok 10400 
  • Estimated Start Date: 9 November 2026

Duties and Responsibilities

1) Public Relations Planning and Implementation

  • Propose public relations ideas and develop implementation plans to promote the office’s projects and activities.
  • Manage official social media channels and plan, produce, and publish monthly content. 
  • Cover projects and events through interviews, photography, video, and written communications materials. 
  • Work with program staff to identify content opportunities and stories highlighting project results. 
  • Analyze content engagement and channel performance and recommend improvements. 
  • Plan and coordinate the production of promotional materials and liaise with vendors.

 

2) Alumni Association Coordination

  • Maintain alumni membership records and contact lists. 
  • Plan and organize alumni association activities and events. 
  • Share news and participation opportunities related to training programs and alumni activities. 
  • Collect and promote stories about alumni activities and achievements following their return from training. 
  • Liaise with relevant organizations and carry out administrative tasks related to alumni association activities.

 

3) Internal Communications 

  • Compile and share office-wide schedules and announcements. 
  • Coordinate internal meetings, compile meeting materials, and share key discussion points. 
  • Forward inquiries and requests to the responsible staff and follow up on their status. 
  • Facilitate information sharing and coordination among staff for public relations, alumni activities, and events. 

 

4) External Communications and Reception

  • Respond to inquiries received through the office’s main telephone line and official email account and direct them to the appropriate staff. 
  • Welcome visitors and manage visit schedules and meeting room bookings. 
  • Receive meeting and event requests from external organizations and coordinate schedules. 
  • Coordinate hotel bookings under the WFK Volunteer Hotel Voucher Program, liaise with partner hotels regarding reservations and payments, and maintain usage records for each volunteer, and provide related administrative support, including renewing agreements with partner hotels. 
  • Handle incoming and outgoing official correspondence and mail and maintain related records. 

 

5) WFK Advisor and KMCO Support

  • Support the coordination of assignments and activities for WFK advisors and KMCO personnel, as applicable, in consultation with the responsible Program Manager.
  • Assist personnel with settlement and work-related arrangements, including housing, local health examinations, and coordination with host organizations.
  • Support demand surveys and related administrative preparations for future advisor and KMCO placements. 

 

6) Other Responsibilities

  • Provide administrative and logistical support for office-wide events and activities. 
  • Collaborate with colleagues and provide mutual support according to office needs. 

 

Qualifications and Requirements

  • Education: Bachelor’s degree.
  • Experience: Open to fresh graduates and applicants with up to three years of relevant experience. 
  • Languages: Fluency in English is required. Knowledge of Korean is an asset.
  • Office Skills: Proficiency in Microsoft Office, including Word, Excel, and PowerPoint. 
  • Public Relations Skills: Understanding of social media, basic content writing and production skills, and the initiative to propose communications ideas. 
  • Planning and Execution: Ability to turn ideas into practical plans and completed work and incorporate feedback to improve results. 
  • Coordination and Teamwork: Ability to organize schedules and information systematically and communicate effectively with colleagues of different nationalities and partner organizations. 

 

Preferred Qualifications

  • Academic background in public relations, communications, media, international relations, international development, or a related field. 
  • Experience managing social media channels and planning or producing communications content. 
  • Photography, videography, graphic design, or video editing skills. 
  • Experience organizing events or coordinating alumni associations, membership groups, or communities. 
  • Experience working or participating in activities in a multicultural environment. 
  • Korean language skills.

 

Applicants who submit a relevant portfolio will be eligible for additional points during the application screening stage, based on its demonstrated planning skills, production quality, and relevance to the role. 

 

About the Role and Working Environment

This position focuses primarily on public relations while also covering alumni association coordination, internal and external communications, and reception duties.

 

We are looking for someone who takes an active interest in the office’s projects and activities, identifies stories worth sharing, and proactively proposes and implements ideas following internal consultation and review.

 

As a small office, we rely on close collaboration and mutual support among staff. The specific scope and allocation of duties may change according to program activities and operational needs. Responsibilities and priorities will be communicated when adjustments are made.
