Location: Chiang Mai (Remote)| Travel: 20% of work time | Report to: Finance Coordinator| Status: Independent Contractor

 

Are you a professional passionate about making a difference? CPI is seeking a Finance Officer who will support effective financial management of the projects and partners through budget monitoring, financial reporting, compliance, timely payments, capacity building, and strong financial controls.

 

ROLE PURPOSE

The Finance Officer supports the effective financial management of CPI projects and partner activities by ensuring compliance with CPI and donor financial policies and procedures. The role provides operational finance support to partner organizations, including budget monitoring, financial reporting, and basic capacity building, while working closely with the Finance Coordinator and program teams. The Finance Officer contributes to accurate financial reporting, timely partner payments, and sound financial controls to support transparent, accountable, and auditable project implementation.

 

Summary of Job Responsibilities

Primary Responsibilities

  • Ensure compliance with CPI and donor financial policies, procedures, and regulations in all finance-related activities.
  • Provide day-to-day finance support for partner grants, including budget monitoring, financial reporting, and payment follow-up.
  • Estimate the project cash requirements for the coming month and submit requests to Finance Team at Thailand.
  • Verify and code all receipts and invoices, enter them in accounting software (SUN) and EXCEL according to CPI financial policies and guidelines.
  • Ensure that all disbursements and receipts are properly authorized by Manager.
  • Keep track of all payment of cash advances and ensure that all advances are accounted for within guidelines.
  • Support the maintenance of proper financial records and documentation to ensure transparency and audit readiness.
  • Work closely with the Finance Coordinator, finance team, and program staff to support effective financial planning and project implementation.
  • Contribute to strengthening partners’ financial management capacity through guidance, basic training, and ongoing support.
  • Undertake any other relevant duties as may be assigned from time to time by the supervisor.

 

Partner Support:

  • Support the monitoring and follow-up of sub-grants and payments to partners, and report issues to the Finance Coordinator.
  • Check, compile, and submit partner financial reports, including basic analysis of Budget versus Actual (BvA) and partner cashflow summary.
  • Provide basic training, finance induction and ongoing support to partners on accounting procedures, financial reporting, and record-keeping.
  • Support new local partners in understanding CPI financial recording and reporting requirements.
  • Participate in field visits to partner project sites to support and monitor partners’ financial management practices.
  • Support the monitoring of partners’ financial management systems to ensure compliance and readiness for audit.
  • Assist in preparing partner journal entries for upload into the financial system.

 

Budget and reporting:

  • Support the Program Focal Point in preparing the annual CPI budget, including budgets for implementing partners.
  • Review and analyze partner budgets during the planning stage and partner agreement process, and provide technical feedback and recommendations.
  • Assist in the preparation of donor financial reports in line with donor requirements and internal financial guidelines.
  • Prepare and update monthly project Budget versus Actual (BvA) reports, and support analysis of variances.

 

Operations and Administration:

  • Maintain and update partners’ financial data and records using spreadsheets and internal systems.
  • Review quarterly partner financial reports for completeness and compliance with CPI financial guidelines.
  • Assist in reviewing partners’ inventory reports on a quarterly basis and compile summary reports for supervisor review.
  • Ensure proper filing of financial documents in line with CPI and donor requirements.
  • Support the preparation of financial and statistical reports for internal monitoring and quarterly analysis.

 

Organization Representation:

  • Participate in coordination meetings, staff meetings, and finance-related meetings as required.

What We’re Looking For:

  •  B Com, LCCI Level III or University Bachelor's degree and diploma in accounting.
  • 1 – 3 years’ experience in a finance environment.
  • Sound judgment, planning and interpersonal skills.
  • Good communication skills.
  • Fluent in written and spoken English and Burmese
  • Essential skills in Excel
  • Competence in using information technology, work-procession spreadsheet and Power Point software.
  • Exposure to NGO work is an advantage.
