หัวหน้างาน: Program Director และ Deputy Director
หน้าที่และความรับผิดชอบ
1. งานทรัพยากรบุคคลและงานธุรการภายใน
- จัดทำ ตรวจสอบ จัดเก็บ และติดตามเอกสารที่เกี่ยวข้องกับบุคลากรและการบริหารงานภายใน
- จัดทำหนังสือราชการ หนังสือโต้ตอบ หนังสือรับรอง บันทึกข้อความ แบบฟอร์ม รายงาน และเอกสารภายในองค์กร
- จัดระบบเอกสารทั้งในรูปแบบเอกสารกระดาษและระบบอิเล็กทรอนิกส์
- ดูแลทะเบียนเอกสาร หนังสือเข้า-ออก และระบบจัดเก็บข้อมูลให้เป็นปัจจุบัน
- ติดตามกำหนดเวลาและเอกสารที่ต้องดำเนินการกับหน่วยงานต่าง ๆ
- สนับสนุนการจัดทำและปรับปรุงแบบฟอร์ม ขั้นตอน และระบบงานภายในองค์กร
2. การประสานงานกับหน่วยงานภาครัฐและหน่วยงานที่เกี่ยวข้อง
- ประสานงานกับสำนักงานจัดหางาน สำนักงานประกันสังคม สำนักงานตรวจคนเข้าเมือง หน่วยงานด้านแรงงาน และหน่วยงานราชการที่เกี่ยวข้อง
- จัดเตรียมเอกสารและดำเนินการเกี่ยวกับวีซ่า ใบอนุญาตทำงาน ประกันสังคม และเอกสารที่เกี่ยวข้องกับบุคลากร
- ติดตามการต่ออายุเอกสารและกำหนดเวลาสำคัญของบุคลากร
- จัดทำหนังสือราชการ หนังสือขอข้อมูล หนังสือชี้แจง และเอกสารสำหรับยื่นต่อหน่วยงานราชการ
- นัดหมาย ประสานการประชุม และติดตามผลการดำเนินงานกับหน่วยงานภาครัฐ
- ติดตามกฎหมาย ระเบียบ ประกาศ และข้อกำหนดที่เกี่ยวข้องกับการจ้างงานและการบริหารบุคลากร
3. การประสานงานกับหน่วยงานภายนอกและภาคีเครือข่าย
- ประสานงานกับองค์กรพัฒนาเอกชน องค์กรภาคประชาสังคม หน่วยงานภาคเอกชน สถานศึกษา และองค์กรระหว่างประเทศ
- สนับสนุนการจัดประชุม การลงพื้นที่ การเยี่ยมชมกิจกรรม และกิจกรรมความร่วมมือกับหน่วยงานภายนอก
- จัดเตรียมเอกสารที่เกี่ยวข้องกับความร่วมมือ เช่น หนังสือรับรอง หนังสือแนะนำ MOU และเอกสารความร่วมมืออื่น ๆ
- ดูแลการติดต่อและติดตามงานกับผู้ประสานงานของหน่วยงานต่าง ๆ
4. งานเอกสารและการจัดการข้อมูล
- จัดทำและดูแลทะเบียนเอกสารและฐานข้อมูลที่เกี่ยวข้องกับงานบุคคลและการบริหารสำนักงาน
- จัดทำรายงาน สรุปข้อมูล และเอกสารประกอบการประชุม
- จัดระบบเอกสารสำคัญให้สามารถค้นหาและตรวจสอบได้อย่างเป็นระบบ
- ดูแลรักษาความลับของข้อมูลบุคลากร เอกสารองค์กร และข้อมูลที่มีความละเอียดอ่อน
- ตรวจสอบความครบถ้วน ถูกต้อง และความเป็นปัจจุบันของเอกสาร
5. งานบริหารจัดการภายในองค์กร
- สนับสนุนผู้บริหารในการจัดการงานภายในและการประสานงานระหว่างฝ่ายต่าง ๆ
- ประสานงานระหว่างฝ่ายบริหาร ฝ่ายโครงการ ฝ่ายการเงิน และฝ่ายสนับสนุน
- จัดเตรียมวาระการประชุม เอกสารประกอบการประชุม บันทึกการประชุม และติดตามงานตามมติที่ประชุม
- สนับสนุนการจัดกิจกรรม การอบรม การประชุม และกิจกรรมภายในองค์กร
- ประสานงานด้านสถานที่ อุปกรณ์ การเดินทาง และสิ่งอำนวยความสะดวกในการทำงาน
- สนับสนุนการจัดซื้อและการบริหารทรัพยากรสำนักงานตามความเหมาะสม
- ช่วยดูแลให้การดำเนินงานภายในสำนักงานเป็นไปอย่างมีระบบและมีประสิทธิภาพ
6. งานวีซ่า ใบอนุญาตทำงาน และประกันสังคม
- จัดเตรียมและติดตามเอกสารเกี่ยวกับวีซ่าและใบอนุญาตทำงานของบุคลากรต่างชาติ
- ติดตามวันหมดอายุและกำหนดการต่ออายุเอกสาร
- ดำเนินการเกี่ยวกับการขึ้นทะเบียน การเปลี่ยนแปลงข้อมูล และเอกสารประกันสังคม
- จัดเก็บหลักฐานและเอกสารเพื่อรองรับการตรวจสอบ
7. งานสรรหาและบริหารบุคลากร
- สนับสนุนกระบวนการประกาศรับสมัครงาน รับใบสมัคร และจัดทำฐานข้อมูลผู้สมัคร
- ประสานงานการสัมภาษณ์และการคัดเลือกบุคลากร
- จัดเตรียมสัญญาจ้างและเอกสารที่เกี่ยวข้องกับการเริ่มงาน
- สนับสนุนกระบวนการปฐมนิเทศบุคลากรใหม่
- ติดตามระยะทดลองงาน การต่อสัญญา และการประเมินผลการปฏิบัติงาน
- จัดเก็บและปรับปรุงข้อมูลบุคลากรให้เป็นปัจจุบัน
8. การสื่อสารและการประสานงานภายใน
- เป็นจุดประสานงานระหว่างผู้บริหารและเจ้าหน้าที่ในแต่ละฝ่าย
- จัดทำประกาศ บันทึกข้อความ แจ้งเวียน และข้อมูลข่าวสารภายใน
- ประสานงานกับเจ้าหน้าที่ทั้งชาวไทยและชาวต่างชาติ
- สนับสนุนการสื่อสารภายในองค์กรให้มีความชัดเจนและเป็นระบบ
9. การติดตามกฎหมาย นโยบาย และระเบียบที่เกี่ยวข้อง
- ติดตามกฎหมาย ระเบียบ ประกาศ และข้อกำหนดที่เกี่ยวข้องกับแรงงาน การจ้างงาน วีซ่า ใบอนุญาตทำงาน และประกันสังคม
- สรุปข้อมูลและแจ้งผู้บริหารหรือฝ่ายที่เกี่ยวข้องเมื่อมีการเปลี่ยนแปลงที่สำคัญ
- ประสานงานกับผู้เชี่ยวชาญหรือที่ปรึกษาด้านกฎหมายเมื่อจำเป็น
- สนับสนุนการปรับปรุงนโยบาย แบบฟอร์ม และแนวทางปฏิบัติภายในองค์กรให้สอดคล้องกับข้อกำหนดที่เกี่ยวข้อง
10. งานอื่น ๆ ที่ได้รับมอบหมาย

คุณสมบัติ
- สำเร็จการศึกษาระดับปริญญาตรีในสาขาทรัพยากรบุคคล บริหารธุรกิจ รัฐประศาสนศาสตร์ การจัดการ หรือสาขาที่เกี่ยวข้อง
- มีประสบการณ์ด้านทรัพยากรบุคคล งานธุรการ งานบริหารสำนักงาน หรือการประสานงานในองค์กรพัฒนาเอกชน/ภาคประชาสังคม/หน่วยงานสาธารณะ อย่างน้อย 2–3 ปี
- มีความรู้หรือประสบการณ์เกี่ยวกับวีซ่า ใบอนุญาตทำงาน ประกันสังคม หรือการประสานงานกับหน่วยงานราชการ จะได้รับการพิจารณาเป็นพิเศษ
- มีทักษะด้านการจัดการเอกสาร การจัดระบบข้อมูล และการประสานงานที่ดี

Reports to: Program Director and Deputy Director
POSITION PURPOSE
The Human Resource Officer will be responsible for supporting human resource management, administration, internal coordination, organizational operations, and coordination with government agencies and external stakeholders.
The position will play an important role in ensuring that personnel and administrative processes are properly documented, well organized, timely, and compliant with relevant laws, regulations, and organizational policies.
The position will work closely with Thai and international staff, management, government authorities, partner organizations, and other relevant stakeholders.
KEY RESPONSIBILITIES
1. Human Resources and Internal Administration
- Prepare, review, organize, file, and follow up on personnel and administrative documents.
- Prepare official letters, correspondence, certificates, internal memoranda, forms, reports, and other organizational documents.
- Maintain both physical and electronic filing systems.
- Maintain document registers, incoming and outgoing correspondence, and administrative records.
- Monitor deadlines and required actions involving staff and external agencies.
- Support the development and improvement of internal forms, procedures, workflows, and administrative systems.
2. Government and Government Agency Coordination
- Coordinate with government agencies including the Provincial Employment Office, Social Security Office, Immigration Office, labor authorities, and relevant local government agencies.
- Prepare and submit documents relating to visas, work permits, Social Security, employment, and other personnel matters.
- Monitor the expiry dates and renewal requirements of staff documents.
- Prepare official letters, requests for information, explanations, submissions, and supporting documents for government authorities.
- Arrange appointments, meetings, official visits, and follow-up with government agencies.
- Monitor relevant laws, regulations, announcements, and requirements relating to employment and human resource management.
3. External and Partner Coordination
- Coordinate with NGOs, civil society organizations, private sector organizations, educational institutions, international organizations, and other external stakeholders.
- Support meetings, field visits, organizational visits, and joint activities with external agencies and partners.
- Prepare documents related to cooperation, including letters of introduction, letters of recommendation, confirmation letters, MOUs, and other relevant documents.
- Maintain communication and follow up with focal points and representatives of partner organizations and external agencies.
4. Documentation and Information Management
- Maintain personnel, administrative, and organizational databases.
- Prepare reports, summaries, meeting documents, and other supporting materials.
- Ensure that important documents are properly organized, accessible, and traceable.
- Maintain confidentiality of personnel information, organizational documents, and sensitive information.
- Check documents for completeness, accuracy, consistency, and up-to-date information.
5. Internal Organizational Management and Administrative Support
- Support management in internal organizational management and coordination among departments.
- Coordinate with management, program, finance, and support teams.
- Prepare meeting agendas, supporting documents, minutes, and follow-up actions.
- Support internal meetings, training sessions, workshops, and organizational activities.
- Coordinate venues, equipment, travel arrangements, and other logistical requirements.
- Support procurement and management of office resources as required.
- Contribute to maintaining an organized, efficient, and professional office environment.
6. Visa, Work Permit, and Social Security Administration
- Prepare and follow up on visa and work permit documentation for foreign staff.
- Monitor expiry dates and renewal schedules.
- Support staff registration, changes, and documentation related to Social Security.
- Maintain supporting evidence and records for administrative and compliance purposes.
- Coordinate with relevant authorities and service providers when necessary.
7. Recruitment and Personnel Administration
- Support recruitment processes, including job advertisements, receiving applications, and maintaining applicant databases.
- Coordinate interviews and recruitment panels.
- Prepare employment contracts and documents required for new staff.
- Support staff onboarding and orientation.
- Monitor probation periods, contract renewals, and performance appraisal processes.
- Maintain and update personnel records.
8. Internal Communication and Coordination
- Serve as a coordination point between management and staff across different departments.
- Prepare internal announcements, memoranda, notices, and staff communications.
- Coordinate effectively with both Thai and international staff.
- Support clear, timely, and systematic internal communication.
9. Legal, Policy, and Regulatory Monitoring
- Monitor laws, regulations, announcements, and requirements related to employment, labor, visas, work permits, and Social Security.
- Summarize relevant changes and communicate important updates to management and concerned departments.
- Coordinate with legal advisors or relevant specialists when required.
- Support the review and updating of internal policies, forms, procedures, and guidelines.
10. Other Assigned Duties
- Provide administrative and coordination support to management and organizational teams.
- Participate in meetings, training, workshops, and organizational activities as required.
- Support cross-departmental tasks and other activities related to organizational operations.
- Perform other duties reasonably assigned by management.
- Carry out all responsibilities with professionalism, integrity, confidentiality, accountability, and respect for organizational values.
QUALIFICATIONS
- Bachelor’s degree in Human Resources, Business Administration, Public Administration, Management, or a related field.
- At least 2–3 years of relevant experience in human resources, administration, office management, coordination, NGO/civil society work, or public administration.
- Knowledge or experience in visas, work permits, Social Security, employment procedures, or coordination with government authorities is an advantage.
- Strong document management, organizational, coordination, and administrative skills.
- Good analytical, judgment, and problem-solving skills.
- Strong sense of responsibility with the ability to organize tasks and follow them through to completion.
- High level of integrity and ability to maintain confidentiality.
- Strong interpersonal and relationship-building skills.
- Good Thai communication skills and basic working proficiency in English.
