Administration Officer (G2-1)

Location

Bangkok, Thailand

Employment Duration

2‐year contract with possibility of renewal (subject to availability of budget,

a three‐month probationary period at the beginning of the contract, and

a satisfactory performance assessment)

Salary & Benefits

A starting gross monthly salary of USD 2,100, plus a 13th-month salary and health insurance.

About the Organisation

Founded in 1991, the Asian Forum for Human Rights and Development (FORUM-ASIA) works to strengthen human rights movements through research, advocacy, capacity development, and solidarity actions in Asia and beyond. Its Secretariat is based in Bangkok, with an international office in Geneva. FORUM-ASIA has special consultative status with the United Nations Economic and Social Council and a consultative relationship with the ASEAN Intergovernmental Commission on Human Rights.

About the position:

Reporting to the Executive Director, the Administration Officer supports office operations, government liaison, immigration processes, and HR administration in Bangkok. The officer works within approved policies and procedures, referring complex matters and decisions to management.

Duties and Responsibilities

Registration and Immigration

  • Prepare organisational registration renewals (when needed) and activity reports for management approval, and coordinate submissions to relevant Thai authorities.
  • Coordinate staff visa and work permit applications and renewals.
  • Track reporting and renewal deadlines and flag issues requiring management attention.

Human Resources Administration

  • Support recruitment, onboarding, and staff departure arrangements.
  • Prepare employment contracts and renewals using approved templates for management approval.
  • Maintain personnel and leave records, coordinate staff insurance, and provide payroll inputs to Finance.

Office Administration and Operational Support

  • Coordinate office supplies, maintenance, service providers, and procurement documentation.
  • Prepare administrative payment requests and maintain petty cash and debit card records for Finance review.
  • Maintain asset records and organised administrative files.
  • Arrange logistics for agreed meetings, events, and travel within approved plans and budgets.

Other Tasks

  • Perform other relevant administrative duties assigned by the supervisor, consistent with the position’s level and agreed priorities.

Basic Qualifications and Criteria

  • Bachelor’s degree in administration, HR, management, or a related field, or equivalent professional experience.

Essential Skills and Behaviours:

  • Strong written and spoken Thai and English.
  • Good organisation, attention to detail, and ability to meet deadlines.
  • Sound judgement and discretion with confidential information.
  • Ability to work independently and collaboratively in a multicultural team.
  • Proficiency in MS Office and Google Workspace.
  • Commitment to human rights and respectful working relationships.

Experience:

  • At least three years of relevant administration experience; five years preferred, ideally in an NGO or international organisation.
  • Experience liaising with Thai authorities and coordinating visas and work permits.
  • Experience in HR administration, office operations, or administrative finance support.

Desirable skill:

  • Experience with Foreign Private Organisation registration and reporting in Thailand.
  • Familiarity with FORUM-ASIA’s work and human rights issues in Asia.
