Full-time, on-site position based at the Mekong Institute Project Office in Bangkok, Thailand, with travel as required.

 

1. Mekong Institute

The Mekong Institute (MI) is an intergovernmental organization that serves as a regional platform for cooperation, capacity development, knowledge exchange, and partnership-building in the Greater Mekong Subregion (GMS). Established by Cambodia, China, Lao PDR, Myanmar, Thailand, and Viet Nam, MI works with its member countries to address shared development challenges and promote inclusive, resilient, and sustainable growth.

 

Guided by its Strategic Plan 2026–2030, MI is strengthening a more program-based, results-focused, and partnership-driven approach. It brings together governments, development partners, the private sector, and other stakeholders to support practical solutions and regional collaboration. The Strategic Plan also focuses on improving internal systems, encouraging integrated approaches across sectors, and supporting sustainable financing to enhance long-term impact.

 

MI aligns its work with key regional and global frameworks, including the GMS Economic Cooperation Program Strategic Framework 2030, the ASEAN Community Vision, and the 2030 Agenda for Sustainable Development. Its programs focus on climate, social inclusion, digital innovation, and labor mobility, while also strengthening institutional capacity and partnerships.

 

2. Role of the Division

The Special Projects and Resource Mobilization (SPR) Division is a division under the Office of the Executive Director, led by the Director, SPR. The Division focuses on securing funding to support initiatives across the whole of MI and manages a portfolio of special projects and funds.

 

The Division identifies funding opportunities, executes resource mobilization strategies, and builds partnerships with its assigned bilateral, multilateral and private sector partners and foundations, in coordination with the Communications, Knowledge Management and Partnerships (CKP) Division, which oversees MI’s overall partnership portfolio. It analyzes the donor landscape, develops proposals, and fosters relationships with current and potential funders, working with MI program departments to align efforts and maximize resource utilization and impact.

 

3. Position Summary

The Resource Mobilization Coordinator is an MI-wide position supporting MI’s resource mobilization function. Under the new direction of MI, the Institute will significantly expand its partnerships beyond current partners to undertake and support new work, including the Mekong Outlook (flagship report), the Mekong Economic Dialogue (strategic platform), MI Innovation Labs (to develop and test products and services) and leadership capacity building programs.

 

Working under the direct supervision of the Director, SPR, and the strategic guidance of the Executive Director, the Coordinator serves, together with the Director, SPR, as the designated focal point for various partners, including private sector partners, institutes and foundations. The Coordinator identifies funding opportunities and coordinates the development of concept notes, proposals, expressions of interest (EOIs) and donor submissions, with MI departments leading the technical content.

5. Key Responsibilities

 

5.1  Partnership Focal Point for Assigned Partners

Under the overall guidance and strategic direction of the Executive Director, and together with the Director, SPR, for the partners assigned by the Director, SPR:

  • Serve as the primary institutional contact for the assigned partners, maintaining regular engagement and proactively identifying collaboration and funding opportunities.
  • Ensure alignment with MI’s strategic priorities and programmatic areas, and contribute to institutional learning and long-term sustainability.
  • Prepare a brief engagement strategy and KPIs, outlining the intended direction of engagement and the measures by which progress will be tracked.
  • Coordinate with relevant departments to implement partnership-related programs, projects and activities, and to support proposal development and resource mobilization.
  • Facilitate partner communications and visibility, and support the organization of meetings and high-level engagements, including with the Executive Director.
  • Represent MI in relevant partner events, as appropriate.
  • Ensure proper documentation of partnership engagements, agreements and communications.
  • Submit brief half-yearly partnership progress reports, aligned with the Governing Board reporting cycle, using the template provided by the CKP Division in coordination with the Monitoring, Evaluation and Learning (MEL) Division, covering key updates and milestones, progress against partnership objectives and KPIs, and pipeline opportunities and resource mobilization status.
  • Seek guidance and approval from the Executive Director before making any commitments with partners on behalf of MI.

 

5.2  Resource Mobilization and Donor Intelligence

  • Contribute to the development and implementation of MI’s resource mobilization plan under the leadership of the Director, SPR.
  • Research the funding priorities, modalities and calls of the assigned partners and other relevant donors, with particular attention to MI’s new initiatives and priority programs.
  • Monitor funding opportunities and maintain a database relevant to MI’s mandate; ensure relevant staff receive regular updates.

 

5.3  Proposal Development and Support to Departments

  • Coordinate the development of concept notes, full proposals, EOIs and donor submissions, ensuring alignment with donor requirements and MI’s strategic priorities; technical departments lead the substantive content.
  • Work with program teams and Finance and Operations on results frameworks and budgets for proposals.
  • Advise departments on the funding policies, procedures and requirements of the assigned partners and other donors.

 

5.4  Capacity Building

  • Provide guidance and support to MI staff on resource mobilization, donor engagement and proposal writing, and develop practical tools and guidelines.

 

5.5  Other Duties

  • Perform other related duties as assigned by the Director, SPR.

 

6. Required Qualifications, Skills and Experience

 

Education

  • Master’s degree in international development, international relations, business administration, finance or a related discipline.

 

Experience

  • Minimum of five (5) years of experience in resource mobilization, fundraising, partnership development or a similar role within the development or non-profit sector.
  • Proven track record of securing funding from a variety of sources, including government agencies, foundations and private sector partners.
  • Familiarity with the funding modalities of bilateral and multilateral donors, foundations and private sector partners is an advantage.

 

Skills and Competencies

  • Excellent proposal writing and editing skills, with attention to detail and the ability to adhere to donor guidelines.
  • Strong written and verbal communication skills, with the ability to convey complex ideas clearly and persuasively to diverse audiences.
  • Ability to analyze funding trends, donor priorities and organizational needs to identify and pursue new opportunities.
  • Strong relationship-building skills and the ability to engage professionally with donors, partners and colleagues in a multicultural environment.
  • Ability to work independently and manage multiple priorities; proficiency in Microsoft Office and online collaboration tools.

 

Languages

  • Proficiency in English is required; knowledge of additional languages relevant to the GMS  is an asset.

 

7. Salary and Benefits

  • Salary will be in accordance with the MI salary scale at the level of this position.
  • A Non-Immigrant visa will be arranged for non-Thai staff.
  • Other entitlements and benefits, such as health and accident insurance and relocation allowance, will be in accordance with MI policies and procedures applicable to SSA staff.
  • Non-Thai employees of MI are exempted from Thai income tax.
