JOB TITLE:  Maesot Senior Field Coordinator

TEAM/PROGRAMME:  Thailand Programme   LOCATION:  Maesot Field Office  

Type of Contract: 1 year (with possible extension pending funding)

CHILD SAFEGUARDING: (select only one)

Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE:

To assist the Senior Programme Implementation Manager in managing the planning, implementation, monitoring and evaluation of high quality, innovative education programmes in Measot, Tak province, Thailand

SCOPE OF ROLE:

Reports to: Senior Programme Implementation Manager

Direct: BEST Education Project officers, ACCESS Project Coordinator, a Finance Assistant , an Administrative/Logistics Assistant

Indirect: a Driver

Budget Responsibilities: Budget holder for Project Basic Education Support towards Transition Project (BEST)

KEY AREAS OF ACCOUNTABILITY:

·      Assist the Senior Programme Implementation Manager to ensure the timely, efficient and effective delivery of a high quality, education programme – focused on achieving sustainable changes for children, with a particular focus on the poorest and most disadvantaged children.

·      With BEST/PREPS Education Project officers, to ensure Basic Education Support towards Transition Project (BEST) takes steps to promote children’s access to quality basic education and counter discrimination against children (on whatever basis it may be).Lead on the development and regular revision of Work Breakdown Structures, Detailed DIPs, and Issues Logs for the BEST/PREPS Project, as “Project Lead” for these awards

·      Ensure the efficient and effective coordination of activities and strategies in the different education projects along the Thai-Myanmar border implemented by SCI and partner organizations

·      Work closely with the Karen Refugee Committee Education Entity to promote capacity strengthening within the organization and the improvement of the Karen refugee education system.

·      With support from Education Specialist, organise and coordinate delivery of trainings for partner’s organisations, government counterparts, programme staff, and other relevant agencies etc.

·       With orientation and guidance from the education specialist, provide technical support to program staffs, and partners in the field.

·      Conduct and support monitoring of the Basic Education Support towards Transition Project (BEST), ensuring timely and high quality reporting on agreed activities.

·      In conjunction with the Monitoring Evaluation Accountability and Learning (MEAL) team, conduct and support monitoring of the BEST Project and Education project in Maesot

·      Lead in compiling information from partners and drafting BEST/PREPS Project reports, with support of the Education Specialist, and ensure high quality, accurate reports are submitted to the donor on time.

·      To monitoring expenditure against budgets and the proper financial management of the BEST/PREPS Project and provide support on budget and financial management of other project in the Deep South.

·      Support compliance to systems and processes for planning and reporting to member head offices and donors

·      Oversee the operation of the Maesot Field office and ensure the safety and security of the office, assets, and most importantly, staff

·      Lead on the initial draft of the BEST/PREPS reports and ensure they are of high quality and submitted on time

·      With the Education Specialist and PDQ team, support advocacy efforts to promote children’s rights, particularly the right to a safe school environment, including leadership in the border Education Stakeholders group

·      Act as Save the children representative in meetings, conference or other events in Masot.

·      Supervise the most senior staff in each program/department in Maesot (excluding MEAL) and support their development through regular performance management

·      Serve as model and “champion” in terms of time management, productivity, stress reduction, and work/life balance in the Mae Sot office

QUALIFICATIONS 

Essential:

·      Thai Nationality

Bachelor’s degree preferably in relevant qualification in Education.

Demonstrated skills, experience (at least three years), and knowledge in project management in education development sector 

·      Five years professional working experience, development sector preferred

·      Excellent interpersonal, communication and presentation skills, including good level of written and spoken English.

·      Commitment to and understanding of Save the Children’s aims, values and principles.

·      Ability and willingness to travel frequently domestically (including to remote areas), and internationally as assigned

Desirable:

·      Experience and knowledge of effective financial and budgetary control.

·      Demonstrated knowledge of education technical issues such as teacher training, curriculum development, assessment.

·      Ability to analyse information, and to document and report.

·      Ability to, and experience of, delivering training in education related issues

·      An in-depth understanding of context of the migration and refugees.

·      Significant experience working and building relationships with government officials and local partners;
