Post Title:                               Programme Analyst (Global Fund MSA Grant)

Type of Appointment:          Service Contract (SB-4)

Background:

 

The continuing and rapid rise of HIV infection among men who have sex with men (MSM) and transgender persons, the marginalization of people of diverse sexual orientation and gender identities, and their extremely low access to information and services regarding prevention and treatment, and the presence of punitive laws across the region are among the complex challenges raised by the ever-growing HIV epidemic in South Asia. The Commission on AIDS in Asia further notes that by 2020 up to 50% of all new infections might be caused by male to male sex. The main high-risk behaviors for MSM are the frequency of unprotected anal sex with regular and commercial male partners. In addition, it is well documented that a high number of MSM throughout the region also have female sex partners. Poor access to health services, high level of prejudice among the general population as well as health practitioners, police repressive actions are among the key factors further fueling HIV epidemic among MSM and TG in the region.

 

UNDP is a key partner to the Global Fund to Fight AIDS, TB and Malaria (Global Fund) and serves as Principal Recipient (PR) of last resort. In December 2012, the Country Coordinating Mechanism/Steering Committee requested UNDP Bangkok Regional Hub to assume the PR role for the Phase 2 of the MSA grant. The overall goal of the grant is to reduce the impact of HIV on MSM and transgender people. In its role as the PR, UNDP is responsible for the financial and programmatic management of the Global Fund MSA Regional HIV Grant as well as for the procurement of pharmaceuticals, health and non-health products. The grant supports regional advocacy initiatives and country level advocacy and capacity building activities with civil society partners in Afghanistan, Bangladesh, Bhutan, India, Nepal, Pakistan and Sri Lanka. Afghanistan and Pakistan also have HIV service delivery components.

 

Country sub-recipients (SRs) include Youth Health and Development Organization (Afghanistan), Bandhu Social Welfare Society (Bangladesh), National AIDS Control Program and Lhak-Sam (Bhutan), Blue Diamond Society (Nepal), Humsafar Trust and Voluntary Health Services (India) and Family Planning Association (Sri Lanka). In addition, UNDP also implements important regional initiatives in partnership with regional community SRs, Asia Pacific Coalition on Male Sexual Health (APCOM) and Asia Pacific Network of People Living with HIV/AIDS (APN+).

 

UNDP‘s management role consists in ensuring successful implementation of grant activities by SRs, ensuring programmatic and financial accountability, and capacity building of national and international counterparts on programme, monitoring and evaluation and financial management. More importantly, the grant focuses on human rights and community system strengthening (CSS) for the MSM and transgender communities and community-based organizations and advocacy efforts to create a more enabling environment for them. 

 

For the implementation of the programme, UNDP Bangkok Regional Hub has established a Programme Management Unit (PMU) based in Bangkok coordinating the implementation of the grant and providing general guidance to all Programme partners with support from the in-country national staff in UNDP Country Offices. Furthermore, UNDP will also provide support to building capacity of the community based organisations in the Programme Countries.

 

Being one of the key staff within the PMU, the Programme Analyst will work closely with both national and regional programme Sub-Recipients (SRs) and UNDP Country Offices to ensure effective and timely programme implementation in line with the approved Budget and Work plan. The Programme Analyst will provide technical support to the programme partners in their capacity building efforts. Travel to programme countries is expected. 

 

Duties and Responsibilities:

 

Summary of Key Functions:

 

Efficient implementation of UNDP programme activities

Efficient management of the financial resource of the MSA grant

Exercise control mechanism for ensuring grant compliance to the Global Fund rules and regulations as being in line with UNDP corporate rules and specific SOP as stipulated in the UNDP Operations Manual for Projects Financed by the Global Fund to Fight AIDS, Tuberculosis and Malaria”

Provide relevant capacity developments support to SRs

Support facilitation of knowledge building, sharing and management for the MSA grant

 

Ensure efficient management of the MSA grant, including implementation of UNDP activities,  focusing on achievement of the following results:

 

Supporting and monitoring of UNDP programme activities for timely implementation;

Thorough analysis of the financial resource of the MSA grant from the risk management point of view, propose appropriate mitigation/strategies steps in close consultation with the Finance Officer and MSU;

Accurate and timely client-oriented report to the Policy Advisor and Programme Manager on the progress of the consolidated programme fund utilization against the approved budget workplan in close consultation with the Finance Officer and MSU;

Timely and effective internal control mechanism for the MSA grant compliance with UNDP operational and financial requirement, including monitoring budget preparations and modification, budgetary status version contribution receipt, progress of expenditures on the approved annual budget;

Effective support on the preparation of the funding agreement and regional project document revision as required;

Effective support as secretary for Local Project Appraisal Committee (PAC) and Grants Committee to endorse the financial support to the identified implementing partners;

Coordinate with the Global Fund Financial team and UNDP GF Partnership team on updating the financial performance of the MSA grant when required.

 

Provide control and compliance enforcement of project management with “UNDP Operations Manual for Projects Financed by the Global Fund to Fight AIDS, Tuberculosis and Malaria” focusing on achievement of the following results:

 

Full compliance of the program activities with UNDP rules, regulations, policies and strategies considering relevant Global Fund guidance;

Development of project workplan and budget, reprogramme, budget revision in close consultation with Policy Advisor and Programme Manager;

Effective and timely advice and guidance on the programme utilization of the programme financial resources;

Monitor programme progress against the approved budget workplan and financial expenditure as appeared in Atlas with Finance Officer;

In coordination with the Finance team, carry out thorough variance analysis of the submitted semi-annual PU/DRs against UNDP Combined Delivery Report (CDR) to keep Policy Advisor and PMU team updated on the financial resource status of the regional programme;

Prepare the quarterly report for activities directly implemented by or supported by UNDP under the MSA grant.

 

Provide capacity development support to country partners focusing on achievement of the following result:

 

On-going support to the country partners on the implementation of the MSA grant;

Timely and accurate guidance to country office operation team on the specific requirements in providing operational support to the National Programme Officer in implementing in-country activities as indicated in the approved budget workplan;

Accurate and timely capacity support to SRs on the preparation of quarterly reports and semi-annual PU/DRs in coordination with PMU and MSU staff;

 

Support facilitation of knowledge building and knowledge sharing in the APRC, COs and country partners focusing on achievement of the following results:

 

Support the Knowledge Management and Strategic Information Officer in synthesis of lessons learnt and best practices of the MSA grant;

Management of programmes files, programme deliveries and all the knowledge products of the MSA grant in a central location (soft and hard copies);

Sound contributions to knowledge networks and communities of practice.

Qualifications:

Education:

Master’s Degree in management, public administration, economics or other social sciences.

Work experience:

At least 5 years of relevant experience in project management including design, budgeting, implementation and oversight of development projects;

Experience in collaborating with various stakeholders including civil society organizations

Strong analytical skills;

Strong communication skills;

Knowledge and understanding of HIV and/or Health issues (other communicable diseases) is an asset;

Full proficiency in MS Office applications. Strong MS Excel skills for budgeting tasks.

Language requirement:

Fluency in English with good verbal and written skills.
