Post Title:                            Project Manager - TNC/BUR

Type of Appointment:          Service Contract (SB-4)

Organizational Unit:             UNDP Thailand

Duration of Contract:           1 year (Renewable subject to good performance and availability of funds)

Duty Station:                         Bangkok, Thailand

 

Background:

Thailand has been engaged in the United Nations climate change since 1992, when the UNFCCC was conceived in Rio.  Since that time, much progress has been made, especially in participation in climate change negotiations, using government policies to drive climate change agendas, and in shaping economic and social development toward a low carbon and climate resilient development pathway.  To date, the country’s efforts towards the low carbon pathway include the preparation of National Communications (currently, the third one), Biennial Update Reports (currently, the second one), research activities, conceptions of a climate change strategy, a draft master plan, and more recently, an inclusion of climate change aspects in the 11th National Economic and Social Development Plan, 2012- 2016.  The Thai government has moved quickly to implement the 11th National Economic and Social Development Plan by approving the Country Strategy that would make development (1) more inclusive; (2) greener and (3) more competitive.  Importantly, this Country Strategy will be used to guide the 2014 budgeting preparation.

 

In terms of institutional set up, substantive progress has also been made as a result of international engagement and changed awareness at all levels, namely establishments of (1) National Climate Change Committee chaired by the Prime Minister, (2) Thailand Greenhouse Gas Management Organization (TGO) responsible for carbon trading and other technical matters related to mitigation, and (3) Office of Climate Change Coordination at the Office of Natural Resources and Environment (ONEP), Ministry of Natural Resources and Environment (MONRE), as the UNFCCC focal point.

 

ONEP is leading the process of developing the Third National Communication (TNC) and Biennial Update Reports (BUR), in collaboration with the United Nations Development Programme (UNDP).  The TNC report will include the following components: (a) National circumstances; (b) National Greenhouse Gas inventory; (c) General description of steps taken or envisaged to implement the Convention; (d) Other information considered relevant to the achievement of the Convention; and (e) Constraints and gas, and related financial, technical and capacity needs.  The BUR reports will include the following components: (a) Information on national circumstances and institutional arrangements relevant to the preparation of the national communications on a continuous basis; (b) The national inventory of anthropogenic emissions by sources and removal by sinks of all greenhouse gases (GHGs) not controlled by the Montreal Protocol, including a national inventory report; (c) Information on mitigation actions and their effects, including associated methodologies and assumptions; (d) Constraints and gaps, and related financial, technical and capacity needs, including a description of support needed and received; (e) Information on the level of support received to enable the preparation and submission of biennial update reports; (f) Information on domestic measurement reporting and verification; and (g) Any other information that the non-Annex I Party considers relevant to the achievement of the objective of the Convention and suitable for inclusion in its biennial update report. 

 

Duties and Responsibilities:

Under the guidance and direct supervision of the Programme Specialist, IGSD UNDP Thailand, the Project Manager - TNC/BUR will take charge of the overall management of the TNC/BUR project.  The Project Manager will also report to the National Project Director at ONEP (as the Implementing Partner in the project implementation.), who oversees both TNC-BUR and LECB - Low Emission Capacity Building Project.

The Project Manager will be primarily focused on the day to day operation of the projects including administrative, financial and operational aspects of the projects.  Supported by the project assistant hired by UNDP, the Project Manager will manage and coordinate the implementation of various project activities in ensuring quality and timeliness of activities and delivery of outputs as well as linkages between TNC-BUR activities.

 Planning:

Organize joint planning meetings involving the Implementing Partner, UNDP and other relevant parties to develop annual and quarterly work plans and corresponding budget plans with clearly stated milestones contributing to the achievement of target outputs defined in the Project Documents and obtaining approval from the Implementing Partner and UNDP;

Provide inputs for the Implementing Partner, UNDP on revisions to work plans and budget plans based on the operational and strategic consideration;

Consolidate and synergize proposals of project partners and beneficiaries with project work plans and targets, providing advice on the appropriateness as well as timeliness of these proposals according to established targets and timeframes. 

Implementation:

Mobilize competent national and international experts as needed;

Prepare Terms of Reference (TORs) for required inputs (individuals and institutional consultancy services, the procurement of goods, organization of trainings, seminars, etc.) with expert technical support as required;

Lead and provide guidance to the Project teams and analyze the performance of consultants in delivering individual outputs as described in their TOR under the sub-projects;

Follow-up and ensure that required inputs are processed in a timely and transparent manner and attest to the timeliness of submission and the quality of goods and services procured for the projects;

Provide inputs by analyzing project resources requirements if there are needs for budget adjustments and possible revisions;

Ensure a regular channel of communication between TNC-BUR and LECB projects through quarterly meetings/ updates for information exchanges and linkages.

Project Monitoring and Evaluation:

Monitoring project progress against annual and quarterly work plans and budget plans;

Monitoring and evaluating activities implemented by project partners;

Liaising with the implementing partners, responsible parties, beneficiaries and UNDP on the conduct of project evaluation and ensure access by the evaluators to project documentation, personnel and institutions.

Reporting and Audit:

Preparing the project reports (quarterly and annual/financial and substantive) against set targets and indicators, with an analysis of evidence of progress towards planned outputs according to schedules, budgets and inputs provided by the projects;

Prepare the final project reports, with an analysis of progress towards expected results as defined in the Project Documents and subsequent work plans and budgets;

Together with UNDP, organize the final project review meetings;

Establish and maintain a systematic filing system of key documents (in hard copy and soft copy) in line with audit requirements;

Assist UNDP Programme Officer in closing projects operationally and financially in accordance of rules and regulations of UNDP and in close coordination with the Implementing Partner.

Coordination and Advocacy:

Ensure the coordination of activities carried out by different counterparts to achieve the project objectives;

Facilitate communication and advocacy of the project results;

Organize forums, workshops, seminars, or policy dialogues to advocate development options;

Liaise with stakeholders and ensure the effective implementation of advocacy plan;

Coordinate for development/policy advocacy is conducted in an effective manner and with awareness of the sensitivity of other related issues which might be involved, and ensure continuous good amity in communication with all parties concerned;

Facilitate the technical support for human security and human development.

Qualifications:

Education:

Thai national with Bachelor’s or Master’s degree in climate change, energy, or any other science-based background.

 

Work experience:

At least 5 years for Bachelor’s or 3 years for Master’s holders, of relevant experiences in the field of climate change mitigation and management, greenhouse gas inventory, and/or policy formulation and implementation of strategies and programs related to climate change;

Proven experiences in providing management advisory services, hands-on experience in the design, implementation and monitoring and evaluation of development projects;

Familiarity on national greenhouse gas inventory and related issues is an asset;

Strong facilitation, coaching and presentation skills;

Familiarity with UNDP project implementation and management procedures is an advantage;

Familiarity with government institutions and coordination mechanism;

Experience in the usage of computers and office software packages and in handling of web-based management systems;

Ability to work under pressure and time constraint.

Language Requirement:

English and Thai language fluency and strong writing skills required.
