1. JOB TITLE:  Accountant (1 position)

TEAM/PROGRAMME:  Thailand Programme   LOCATION:  Bangkok
Type of Contract: 1 year (with possible extension pending funding)
CHILD SAFEGUARDING:
Level 1 – No CRB check is required as you will not have contact with children or young people.

ROLE PURPOSE:
The position is responsible for the day-to-day and monthly accounting and in administration of the Finance Function. The position will ensure that accounting practice is performed in compliance with SCI Country Office policy and donor requirement.

SCOPE OF ROLE:
Reports to: Senior Finance Officer
Staff reporting to this post: None
Budget Responsibilities: None

KEY AREAS OF ACCOUNTABILITY:
Cash and Bank management:
• Manage weekly cash count
• Handle designated payments through cash payment vouchers with due approval of the authorized signatories
• Maintain cash sufficiency for daily activities but within the cash balance policy
• Monitor the level of cash within the given limits
• Update cash register and replenish cash in hand to be sufficient office payment
• Carry out cash count together with independent staff
• Liaise with banks and provide support in all matters related to SCI Country Office
• Prepare monthly bank and cash reconciliation and process to finance coordinator
• Complete full process of bank and cash management for Country Office according to SCI policy

Compliance and internal Control:
• Review finance voucher and ensure that adequate evidence (supporting documents) and correct coding in compliance with accounting rules and SCI policy.
• Manage Month-end at country office

General Accounting:
• Assist in prepare the effort reporting reconciliation on quarterly and annually basis
• Assist in prepare and provide all monthly financial statements to Finance Manager e.g. profit and loss,
• Making staff and programme advances and subsequently follow-up for adjustment and provide information to finance coordinator
• Prepare the monthly withholding tax forms (PNG. 1, 3, 53 and 54) and submit to Finance Country Office for report to the revenue department to meet the monthly deadlines.

Other:
• Assist in review partner financial report and supporting document and provide feedback if any.
• Responsible for any other duties deemed necessary by the line manager
• Further responsibilities, tasks and competences will be adjusted on based on organizational developments.


QUALIFICATIONS 
• Thai National
• University degree in Accounting or Finance
• At least 1 - 2 year experience in accounting and/or finance in the field of NGOs and/or private sector.
• Ability to speak, read and write in Thai and English as working languages
• Proficiency in computer use with various software packages
• Good knowledge of accounting software
• Good knowledge of Thai Government taxation system, financial rules and regulations
• Familiarity with accounting package
• Experience of bank payment, cash payment
• Experience in preparing for withholding tax report (PNG.1, 3, 53 and 54)
• Ability to travel within Thailand.
• Carry out other tasks as requested by line manager


2. JOB TITLE:  Bookkeeper (1 position)

TEAM/PROGRAMME:  Thailand Programme LOCATION:  Bangkok
Type of Contract: 1 year (with possible extension pending funding)
CHILD SAFEGUARDING:
Level 1 – No CRB check is required as you will not have contact with children or young people.

ROLE PURPOSE:
The position is responsible for managing on day-to-day support to SCI country office. The position will process the payment and process into Agresso system to meet with deadline and requirement.

SCOPE OF ROLE:
Reports to: Senior Finance Officer
Staff reporting to this post: None
Budget Responsibilities: None

KEY AREAS OF ACCOUNTABILITY:
Bookkeeping:
• All transactions are entered into Agresso in the correct period and meet the deadline
• Keep supporting documentation for every transaction of country office and field offices are stored in a secure area for the minimum period required under local rules, SCI policy or donor requirements
Bank Management:
• Prepare cheques, transfer and related vouchers for authorized signature
• Update bank payment tracking and monitor bank balance of SCI Country Office to ensure that SCI Country Office has adequate funds from SCI Country Officer
• Complete full process of bank management for country office according to SCI policy
General Accounting:
• Issus the withholding tax certificate for service providers.
Other:
• Responsible for any other duties deemed necessary by the line manager
• Further responsibilities, tasks and competences will be adjusted on based on organisational developments.


QUALIFICATIONS 
• Thai National
• University degree in Accounting or Finance
• New graduated is welcome. Some of work experience in accounting, bookkeeping and finance in the field of NGOs and/or private sector is an advantage
• Good command of written and verbal English
• Good knowledge of MS Office (particularly advance Excel skills)
• Good knowledge of accounting software is an advantage
• Ability to travel within Thailand
• Understanding of local finance and accounting systems
• Carry out other tasks as requested by line manager
