STITLE: Project Officer- Helmet Safety
TEAM/PROGRAMME: DRR/Child Safety
LOCATION: Bangkok
CONTRACT LENGTH: 1 year (with possible extension pending funding)
CHILD SAFEGUARDING:
Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
Each day, a majority of Thailand’s 18 million children travel as passengers on motorcycles, the country’s primary form of transportation. Even though Thai law has mandated helmet use for all motorcycle drivers and passengers since 1996 only an estimated 3 - 7% of children wear helmets. This lack of protection, coupled with Thailand’s high accident rate, leaves many under-18s at risk for life-threatening injuries and disabilities that could jeopardize their future. According to the World Health Organization, Thailand has the 2nd highest per capita road traffic fatality rate in the world. Collisions kill over 2,600 Thai children annually, while injuring and disabling an additional 72,680 boys and girls. Most crashes involve motorcycles, the primary form of transportation. The Shared Helmet Initiative for the Future of Thailand (SHIFT) project goal is to decrease motorcycle death and injury by increasing helmet use and changing social norms through the four pillars: education, law enforcement, media and helmet innovative design. The Project Officer- Helmet Safety will support the implementation of the SHIFT project.

SCOPE OF ROLE:
Reports to: Urban DRR and Child Safety Coordinator
Dimensions: The Project Officer- Helmet Safety will support the implementation of the SHIFT project, ensuring engagement with community volunteers, timely execution of activities, and proper documentation and reporting.

KEY AREAS OF ACCOUNTABILITY:
1. Programme Delivery
• Supports the Urban DRR and Child Safety Coordinator in direct implementation of the SHIFT Project; ensuring delivery of helmet safety programme activities and workshops.
• Engages with school administration and other SHIFT partners to organize education programs, conducts training of trainers for key teachers and students, and provides ongoing support for SHIFT activities in schools.
• Supports SHIFT media consultants in implementing the awareness campaign events.
• Leads in engaging community volunteers, providing training and ongoing support for these volunteers, creating a database to track volunteer information, and mobilizes volunteers for key community awareness events.
• Liaises with SHIFT partners’ management teams to review schedules, address needs, and ensure positive outcomes for children.

2. Project Management
• Develops clear and detailed implementation plans; and monitors activities against this plan to ensure timely and quality implementation.
• Actively participates in SHIFT design sessions and meetings, providing inputs based on current implementation.
• Represents Save the Children in advocacy, networking, meetings, workshops, and conferences as needed.
• Co-ordinate and communicate with partners and stakeholders on SHIFT project management and activity implementation.
• With support from the awards and finance teams, manages SHIFT project grants, ensuring donor compliance through proper tracking of reporting on activities, training and regular support to partners, and monitoring of project delivery and quality.
• Monitors spending against SHIFT project budgets, ensuring donor compliance in expenditures and timely and efficient use of funds.
• Provides feedback and updates to the Save the Children and SHIFT team on project progress.

3. Monitoring, Evaluation, Accountability, and Learning (MEAL)
• With supervision from the Urban DRR and Child Safety Coordinator and support from the awards team, writes project reports for donors and Save the Children members. This includes provision of support to partners and/or service providers in submitting their reports.
• Works with Urban DRR and Child Safety Coordinator and MEAL Coordinator to develop monitoring and evaluation project plans, and ensure its implementation.
• Ensures quantitative and qualitative documentation of project outcomes and impacts; and that learning is shared with key internal and external stakeholders.
• With MEAL team support, apply the Save the Children accountability procedures to SHIFT project activities, leading in soliciting feedback from SHIFT beneficiaries.

QUALIFICATIONS AND EXPERIENCE
Essential:

• Minimum 2-3 years of experience working on development projects and / or awareness campaign management  
• Thai nationality
• The ability to speak, read and write in Thai and English as working languages
• Proficiency in computer use with various software packages; and confident in digital technology, particularly with engaging with people online
• Ability to lead a community of people and/or volunteers with experience mobilizing volunteers
• Excellent communication and interpersonal skills
• Clear desire to work with people to help solve their problems
• Ability to work independently
• Ability to travel in remote and/or disaster-affected areas
• Good at using different types of communication tools to tell stories
• Demonstrated good facilitation or training skills
• Demonstrated project co-ordination and administration skills
Desirable:
• Experience or familiarity with road safety initiatives
• Experience working in education programs
• Experience working with schools in/around Bangkokervices joint our team.
