Plan International Thailand Plan International is an international, humanitarian, child-centered development organization without religious, political or governmental affiliations. Plan International is one of the world’s largest international non-government organization who works with and for children and communities in 51 developing countries around the world, 14 of which are in Asia. Plan International Thailand is one of the leading child rights NGOs in Thailand and has operations throughout the country with an annual budget of nearly USD 4M per year. Plan International Thailand has a range of well established relationships with institutional donors, corporate partners and National Organizations and is looking for a highly skilled and motivated individual to maintain and develop these relationships and support the Plan International Thailand country program to continue to grow and benefit more children through a range of child-centered programs. -Urgently Required- Program Director
Roles: The Program Director is in charge of working in close coordination with program implementers (AMs/PUMs) and sector program managers providing leadership in the development and implementation of Plan’s programs in Thailand . S/he oversees the annual program planning and implementation process, monitors progress towards objectives/ goals and defines measures to ensure the highest quality of Plan International Thailand’s programs. S/he ensures that Plan Thailand adheres to regional and global strategies and program standards and that Plan’s program remains innovative, but at the same time relevant to local context and global environment
Dimensions of Role: The Program Director is one of the key positions and a member of the country management team in and will oversee program in the country and other management roles as describe below:
Directly supervises Program Managers and their staff for all program sectors Member of Country Management Team (CMT) and lead Program Management Team (PMT) Works in close collaboration with the Area Managers or Program Unit Managers for the design and implementation of programs in the program areas Works closely with the Resource Mobilization team for acquisition and implementation. Works closely with Sponsorship team for growth, caseload maintenance and achieving sponsorship commitments Works closely with the finance department and PMT for the budget management and compliance. Works closely with the Communication Manager on program communications. Representation at national & regional networks Work closely with PMT to develop Program Strategy, Monitors Program Implementation and Program systems and processes for compliance and knowledge management
Responsibilities : 1. Leads program development team and ensures high quality, relevant and effective programmes are developed following child centred community development (CCCD) that brings sustainable changes in the lives of children and their communities
Indicators for success: Country Strategic Plan (CSP) is developed and in place with detailed plan for strategies and processes along with monitoring and evaluation mechanism at implementation level; High quality innovative programs are developed and delivered that have sustainable, measurable impacts on the lives of the children and their community in Plan program areas ; Program development and works are coordinated across programs, sectors and approaches; Organisational approaches such as mainstreaming gender equality, partnership are incorporated across the programs and projects; Major organizational advocacy issues are identified with the engagement of program team and Country Management Team (CMT); relevant strategies, processes are designed and implementation is ensured. Research and evaluation plan to support the implementation of the current CSP and contribute to the development of new program and ensuring program quality.
2. Leads program implementation and ensures implementation of designed programs in a planned way with quality, meeting Plan standards and following CCCD to ensure sustainable changes in the lives of children and their communities. Indicators for success: Program wise implementation plans, with detailed activities and budget, are prepared , approved and implemented ; Operational constraints are identified and required support is channelled from internal and external sources in the course of program and project implementation; Effective linkages with government and strategic networks are established and maintained to ensure influence at provincial , regional and national levels; Partnership with major national and international development organizations, government and donors are initiated and successfully concluded with signed MOU for implementing programs; Required support is provided to Program areas and Partners in project implementation to ensure effectiveness and efficiency .
3.Ensures effective support is provided to fund sourcing and delivery of emergency and development programs
Indicators for success: Funding priorities are analysed, identified and shared in the CMT; development of quality proposals are ensured and communicated to Resource Mobilisation team for raising funds that are in line with the Country Strategic Plan; Plan International Thailand is represented to and networking with donors and other development actors ‘Go Team’ is mobilised and deployed for providing responses to disasters and resources are mobilised for continuation of necessary support.
4. Manages performance of program team and empower them to deliver sustainable changes to children and their communities. Indicators for success: Team is informed with clear priorities and direction for the work of Plan International Thailand ensuring that each member of the team fully understands outcomes which are expected of them and that they are aware of the success criteria relating to their work; Ensures that own and team’s work is planned and organized in a way which will meet organizational requirements and commitments in the most cost effective manner possible; Team members are supported in a manner that enable them to give their best e.g. by encouraging and praising good performance, coaching, assisting staff to resolve performance problems, providing resources, and tools; Performance of team members is monitored and reviewed, in particular, holding staff accountable for meeting the success criteria and delivering any improvement goals which have been identified; giving corrective feedbacks where required and taking decisive action in the case of unsatisfactory performance; Plan’s values, principles and practices and commitment towards child rights and child protection, and relevant mainstreaming activities are considered and applied by all team members to achieve organizational outcomes. Team members are adequately trained and developed for their roles e.g. coaching, analysing competency gaps and recommending needed trainings /personal development .
5. Participate in the country management team (CMT) to provide effective leadership and decision making. Indicators for success: Active participation in CMT meetings and contributing significantly to decisions on program. Participation is open, cooperative, proactive and productive; Support is extended to the team members across the organization to achieve organizational outcomes; Policies and strategies of Plan International are incorporated in own and team’s work as well as proposing, updating and implementing changes to existing policies and strategies within Plan International Thailand program; Plan International Thailand is represented at national and regional meetings, sharing experiences based on Plan International’s program work; Contributions are ensured for budget setting and monitoring, ensuring good stewardship of financial resources and expenditures are endorsed (or authorized) according to financial policy. Learning is shared in the organization, supporting regular dialogue between programs and teams.
Education and Experience: Master’s degree with 10-12 years’ experience as program head in any development organization with demonstrated ability to develop and implement program strategy and managed Grants funded programs. Experience in or familiarity with sponsorship program management is desirable. Relevant overseas experience will be useful. With at least 5-year experience in management level in Program function and INGO Excellent command of English ; speaking, writing , editing and reviewing skills Proficient in managing a team style which adds value to work and reinforces good working practices Proficient in leadership , be able to cultivate an environment where people are confident to take the initiative, be innovative and learn new ways of working Ability to assess-plan-negotiate-organize-monitor-evaluate-measure the success of sectoral programs and what they are supposed to deliver Have a good networking, be able to establish good relationships with stakeholders and other professionals; works cooperatively with other units, maintains networks outside the organization
