Premiere Urgence Internationale (PUI) is an international non-governmental organization whose mandate is to bring a comprehensive response to the essential needs of populations suffering from humanitarian crises in emergencies until autonomy and dignity can be obtained.

Operational in 16 countries in Africa, Asia, the Middle East, the Caucasus and the Caribbean, PUI works in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. PUI is the result of the merger between two NGO’s: Premiere Urgence Internationale in 2011.

PUI in Thailand

PUI has been working with the Burmese population since 1984, when they provided primary healthcare and medical training from their base in Manerplaw, Burma. When the population fled into Thailand, PUI came along and continued its services in Thailand. Today, PUI works in Mae La (ML), Umpiem (UP) and Nupoe (NP) Temporary Shelters in Tak province, building capacity of health workers and providing healthcare to an estimated 80,000 beneficiaries.

The WHO has defined health as a state of complete physical, mental, and social well being, not merely an absence of disease or infirmity. In accordance with this definition, PUI’s medical programs integrate physical, as well as mental and social components in order to contribute to a state of improved well being of individuals, as well as the community as a whole. Its mandate is to contribute to autonomy, in which light PU-AMI invests and works toward durable solutions and community empowerment by building capacity and strengthening self-reliance wherever possible.

PUI Thailand offers:

- Clinical services and disease surveillance/control in the 3 camp.

- Health promotion and disease prevention in Maela camp.

- Vertical programs such as HIV/AIDS, TB, and Mental Health.

- Capacity building.

PUI has 3 offices in Thailand (Bangkok, Umphang and the main base in Mae Sot).

1. Main Objective

PUI is looking to recruit Logistics Manager is responsible for the implementation of all logistics related activities on the base, in accordance with PUI rules, policies and procedures. Specific responsibilities include, but are not limited to, procurement, stock management, transport, fleet management, asset management, IT management, support base operations, reporting, proper filing etc.

2. Specific Responsibilities

Staff Management

Supportive supervision, training and management of the team

Prepares and regularly updates a monthly work plan for the team

Ensure monthly meetings with above mentioned staff

Ensure proper planning and reporting of meetings

Ensure six-monthly evaluations of all above mentioned staff

 

Purchase (country level):

Guarantees compliance with PUI’s procurement procedures (from direct procurement to national tender).

Ensures that staff on all bases and camps is informed and trained on PUI's procedures and tools;

Works in close collaboration with requesters for highly technical procurement (medical, cold chain, IT) to ensure that their needs are properly addressed in terms of quantity and quality, and performs appropriate compliance testing when necessary;

Collaborates with the Logistics Coordinator on establishing contracts and framework agreements on the base in accordance with donors’ requirements

Collaborates to the writing of invitations to tender, in collaboration with the Logistic Coordinator

Supervises the identification and referencing of suppliers and consolidates the base’s price catalogue.

Supervises the set up a base catalog, a suppliers’ database and monitoring tools (like procurement follow-up, contracts data base…)

Collaborates with the Supply Chain supervisor on market studies and supplier’s negotiations.

Compiles and optimizes joint purchasing jointly with the program teams.

Ensures efficient circulation of procurement information to the teams: program teams, in bases, and camps.

Controls that the archiving system and procedures are in place and properly implemented

Supports the Finance department for any audit issue.

 

Stock management (country level)

Guarantees and monitors compliance of the stock management with PUI’s procedures and tools. 

Ensures that staff on all bases and camps are informed and trained on PUI's procedures and tools;

Ensures that the storage spaces and conditions are appropriate to the mission’s need and that merchandise is stored appropriately in terms of layout, safety, and hygiene.

Ensures that physical checks of the storage spaces and monthly inventories are implemented

Ensures efficient circulation of stock and deliveries information to the teams: program teams, bases, and camps.

Checks and improves stock reports on a monthly basis

Ensures that the documentation is filed according to procedures

 

Fleet management (country level)

Guarantees and checks the implementation of fleet management procedures in accordance with PUI procedures and guarantees that staff is aware and well trained accordingly to PUI procedures and requirements.

Ensures that transportation needs (goods, patients and staff) are covered through appropriate means;

Ensures that the drivers planning is optimal and according to operational needs

Ensures that vehicles are insured, managed correctly, being driven safely, maintained appropriately.

Guarantees the follow-up of vehicles (condition, fuel consumption, trips, localization . . .) through monitoring tools.

Ensures the good operation of the vehicles, maintenance, and repairs.

 

Asset management (country level)

Guarantees and monitors compliance of the asset management with PUI’s procedures and tools.

Ensures that staff on all bases and camps are informed and trained on PUI's procedures and tools;

Supervises the monthly update of the asset list along with the dissemination of the information regarding asset on the base level;

Ensures regular physical inventories of equipment on the entire base.

Follow up and checks the appropriate allocation and localization of assets on the base

 

ICT management (country level)

Evaluates the needs in equipment and propose a list of needs to the Logistics Coordinator

Issues technical recommendations for the procurement of computer equipment, tele-/radio communication and energy supply equipment in collaboration with ICT Supervisor, and field logisticians

Ensures proper installation and setting of equipment and manages their good operation, maintenance,  repairs and ensures a proper follow up of their consumption

 

Support base operations (country level)

Contributes actively in opening or closing base(s) or premises in camps, as well as possible redeployments due to changing context;

Supports Head of Base and Health Project Manager on the organization and follow up of logistics activities (installation of equipment, rehabilitation, extension of existing building, search for new premises, assesses security...);

Schedules and supports necessary rehabilitations on bases.

 

Reporting

Provide monthly logistics reporting (Pack Log)

Provide weekly purchase follow ups 

Provide regular market studies

Provide monthly activity report

 

Others:

Assist the Logistics and Area Coordinator in the management of security: ensure that SOPs are understood by all staff and implemented, manages security of vehicles, buildings, and manages effective means of communications 

Perform other related tasks as assigned by supervisors

Ensure close, harmonious and effective working relationships with the program department and other support departments

3  REQUIREMENTS:

Work Experience

At least 6 years working experience in a logistics position

At least 5 years working experience in a managing position

Experience in administrative management is an asset

Field Experience on the Thai-Burma-Border, and particularly with international NGOs, is an asset

 

Languages

Fluent in Thai and proficient in English, both written and oral

Knowledge of Karen or Burmese is an asset

Ability to work under pressure

Ability to work autonomously and in a team

Excellent organizational skills

Excellent computer skills (Microsoft Office package + hardware& software)

At least 2 years

4.  Conditions and benefits            

- Monthly basic salary: 49,000 THB

- Seniority bonus of 2.5% per year, limited to 10 years of seniority

- Personal income tax in Thailand covered by PUI

- IPD and emergency package with local insurance company

- OPD expenses up to 5,000 THB/year covered by PU-AMI

For Burmese citizens: transportation from Yangon to Maesot will be covered by PUI upon   

  beginning and end of contract
