Salary: Negotiable, commensurate with experience (Local Hire Position)

Reports to: Project Manager for PACE

 

Description

World Education has worked on the Thai-Burma border for 15 years, improving access to and quality of education for displaced persons from Burma living on both sides of the border. During that time, World Education has supported curriculum development, special education, youth leadership programs, teacher training, vocational education, and organizational capacity building with local partner organizations.

 

World Education is currently implementing the Pathways to Accredited Education (PACE) project which works with local education partners to ensure that migrant students have access to a quality and accredited education. The PACE project complements World Education’s current Project for Local Empowerment (PLE) which focuses on providing multi-faceted support to a wide range of local education service providers including work with partners in the temporary shelters and migrant communities in Thailand as well as partners operating in S.E. Burma/Myanmar.

 

The Education Officer for Myanmar under the PACE project will report directly to the PACE project manager and focus on capacity building activities specifically related to the Myanmar formal and non-formal education systems. The Education Officer will be the focal point and main contact person for PACE partner, the Burmese Migrant Workers’ Education Committee (BMWEC), as well as assist the project manager on projects related to PACE project activities.

 

Key activities that the Education Officer will support include:

Oversight of an accreditation system implemented by BMWEC with the Government of the Union of Myanmar (GoUM) in migrant learning centers

Ensure PACE teachers receive regular training from partner organizations

Coach BMWEC in their support to Parent Teacher Associations in staying active and contributing to the running costs of PACE schools

Assist BMWEC in implementation of an education quality framework and school monitoring

Assist BMWEC in their community mobilization efforts and activities in targeted communities

Collect data and ensure reporting from BMWEC is accurate and complies with program reporting requirements

Support BMWEC in building their organizational capacity through trainings and workshops

Write and edit reports on activities and meetings, including submissions for the quarterly reports

 

Core Responsibilities

Communicate, coordinate, assess, and provide technical support to BMWEC for the above activities

Coordinate with other PACE team members and relevant migrant learnings centers in relation to accreditation program

Liaise between PACE partners and migrant learning centers in implementation of the Thailand non-formal education programs

Design and develop education initiative activities that link to the project goal specifically related to the successful implementation of the GoUM accreditation program

Organize, plan, and facilitate meetings, workshops, and events that support the project plan with a focus on accreditation

Take part in all relevant organizational development meetings in relation to supporting BMWEC

Work with and support parents and community members in understanding the enrolment and accreditation process

Coach BMWEC trainers on the development of project management and training skills

Conduct monitoring of BMWEC activities under PACE and assist with monitoring under the PLE project

Oversee and edit the report submissions from BMWEC for PACE and PLE projects

 

Skills & Qualifications

A minimum of a Bachelor‘s degree or higher level equivalent qualification is required.  

3 - 5 years of experience in designing and implementing sustainable programs in the education sector (in the fields of teaching and learning, MTB-MLE, literacy, education data management desirable)

Demonstrated expertise in education development areas and capacity building

Ability to communicate effectively with internal and external stakeholders, most importantly with PACE community based partner organizations

Strong interpersonal skills; a commitment to team work and a strong ability to motivate others

Ability to manage data and monitor quality outputs and results and to plan creatively to meet objectives

Experience managing donor-funded activities, manage budgets and writing reports in English

Strong organizational and planning skills

Ability to work flexibly and empathetically in a dynamic and rapidly changing social and political environment

Good fluency in English and Burmese (Myanmar), both written and spoken is required. Language skills in another relevant local language is desirable (Mon, Karen)
