Finance & Administration Manager, Counter Trafficking in Persons, Thailand
Effective with the release of this position announcement, Winrock International is recruiting local applicants for the position of Finance & Administration Manager (F&A) for an anticipated Counter Trafficking-in-Persons Thailand project. The project will reduce the prevalence of human trafficking in the country through: strengthened capacity of communities to identify trafficking victims and take action; improved access of trafficking victims to assistance; increased responsiveness of criminal justice actors to trafficking victims; and effective and coordinated partnerships among stakeholders to combat trafficking.

Position Description
POSITION TITLE: Finance & Administration (F&A) Manager, Thailand CTIP
LOCATION: Bangkok, Thailand
DEPARTMENT: Civil Society & Education
REPORTS TO: Chief of Party, Thailand CTIP
Position Summary:
The Finance & Administration (F&A) Manager will be responsible overseeing all financial accounting and general office services. The position is contingent upon receipt of donor funding.
ESSENTIAL RESPONSIBILITIES:
The F&A Manager will be responsible for maintaining Winrock’s financial integrity, preparing all financial reports efficiently and in accordance with generally accepted accounting principles (GAAP), Thai government regulations, Winrock policies and procedures, and donor requirements throughout the life of the project. Specific responsibilities include but are not limited to:
- Manage the accounting, finance and administration components of the program in Thailand, including petty cash funds and office finance, accounting and administrative activities;
- Ensure consistency with Winrock standard operating procedures, policies and accounting principles
- Develop procedures for monitoring and analyzing project budgets, which allow accurate projection of expenditures and comparisons of actual and budgeted spending;
- Coordinate monthly requests for funds, based on budget and cash flow projections, to ensure the project has all necessary funds for operations;
- Coordinate and oversee program tendering and procurement activities in country;
- Advise project staff on financial health through the provision of regular and timely financial expenditure reports;
- Review and approve all vouchers prepared by the finance officer (disbursement, receipt and general journal vouchers) for expenditures and ensures that expenses are reasonable, allowable and allocable to the project;
- Oversee payroll procedures for national staff, administer payroll, and monitor employee time keeping
- Develop and implement office administrative and personnel systems;
- Maintain financial controls and procedures for the management of funds and sub awards/contracts;
- Supervise project staff and consultants working on finance and administrative for the project;
- Monitor partners’ management of funds and cross check source documents;
- Maintain financial files and support audits.
QUALIFICATIONS:
Education: Master’s degree in Accounting, Finance, or related field.
Work Experience:
- A minimum of 7 years’ progressive financial management and grants management experience on international projects in Thailand;
- Knowledge and understanding of Thai accounting and labor rules and requirements;
- Demonstrated working knowledge of USAID rules and regulations is desirable.
Skills:
- Excellent written and oral communication skills in Thai and English;
- Strong computer skills, especially with accounting software, spreadsheets, and financial analysis;
- Advanced knowledge of word processing, spreadsheet (Excel), and accounting software required;
- Willingness to travel frequently.
SALARY:

Position Description
POSITION TITLE: Monitoring and Evaluation Specialist, Thailand CTIP
LOCATION: Bangkok, Thailand

POSITION SUMMARY:
The M&E Specialist will be responsible for developing and managing M&E systems and processes for a results-driven counter trafficking in persons (CTIP) Thailand program. The position is contingent upon receipt of funding.
ESSENTIAL RESPONSIBILITIES:
The M&E Specialist will oversee the implementation of the program’s M&E activities and data reporting requirements. S/he will also serve as the liaison for any external evaluation contractors throughout the life of the project. Specific responsibilities include but are not limited to:
- Manage a rigorous approach to monitoring and evaluation, including systems for monitoring performance progress toward specific goals and objectives;
- Develop strategies and tools for data collection, data quality monitoring, analysis, and regular reporting on approved indicators;
- Oversee implementation of a baseline study on the indicators of the activity, including development of tools and survey methodology; training of enumerators, and review of data quality and analysis;
- Monitor the results of the program’s activities and contribute to periodic evaluations/assessments; contribute to dissemination of results to internal and external audiences;
- Build the capacity of implementing partners in monitoring and evaluation; liaise with them to obtain necessary data and monitor their quality;
- Contribute to research design and methodology for project-related research (separate from baseline survey)
- Contribute extensively to quarterly and annual reports;
- Other duties as assigned.
QUALIFICATIONS:
Education: Master’s level degree required, in social sciences, such as statistics, public policy, economics or a related field, specialized training/certification in monitoring & evaluation preferred.
Alternatively, a Bachelor’s level degree with five years’ relevant work experience.
Work Experience:
- At least five years’ experience in the monitoring & evaluation of donor-funded international development projects. Part of this experience should have been obtained working on projects in human trafficking, labor migration, or a related field;
- Knowledge of international donor reporting requirements, including experience designing and implementing Monitoring and Evaluation Plans, rigorous impact evaluation design, and coordination with external consultants for third party evaluations;
- Understanding of impact evaluation methodology and research methodology strongly preferred;
- Understanding of national level MIS approaches and existing government databases/data collection preferred.
Skills:
- Excellent written and oral communication skills in English are required, working knowledge of other Asia Regional languages is desirable;
- Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft PowerPoint);
- Familiarity with database and statistical applications such as SPSS, SAS, or STATA;
- Readiness to travel frequently.

Position Summary:
The Protection & Reintegration Specialist will provide technical leadership in case management, coordinating various types of protective and reintegration services for human trafficking survivors in coordination with project partners. The position is contingent upon receipt of donor funding.
ESSENTIAL RESPONSIBILITIES:
- The Protection & Reintegration Specialist will lead the development of project strategies and processes in trafficking victim identification, case management, reintegration and follow-up. Specific responsibilities include but are not limited to:
- Contribute to the development of project strategy and work plans;
- Work with Winrock and project staff and partners to design and implement trafficking victim protection activities;
- Oversee survivor service providers and provide technical assistance to improve victim identification; survivor-driven, trauma-informed case management and assistance, including but not limited to legal and medical support, livelihoods, education, and psychosocial counseling; and community-based reintegration support;
- Establish and maintain relationships with the Royal Government of Thailand, non-governmental, and private sector organizations to implement effective referral mechanisms and services;
- Contribute to project quarterly and other reports;
- Other duties, as assigned.
QUALIFICATIONS:
Education: Bachelor or Master’s degree in Social Work, Psychology, International Development, Human Rights, or other related disciplines; or equivalent education and work experience required.
Work Experience:
- Minimum five years’ professional experience in human trafficking, labor migration, and victim support services within Asia, preferably Thailand;
- Knowledge of the social, psychosocial, health, and economic aspects of survivor care and current survivor service providers;
- Extensive experience in networking and collaborative activities with relevant government agencies as well as local and international NGOs addressing human trafficking;
- M&E experience and gender programming experience preferred.
Skills:
- Excellent written and oral communication skills in Thai and English are required;
- Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft PowerPoint);
- Familiarity with database and statistical applications such as SPSS, SAS or STATA.
