I. Background on ACTED:

II. Background of Program:

Today, Thailand hosts some 90,000 refugees from Myanmar, as well as an estimated 52,000 unregistered asylum seekers in nine closed camps along the Thai-Myanmar border. The first refugees arrived in Thailand in 1984 and since then, a large number of refugees have arrived at different moments and under different circumstances.

The situation of the Burmese refugees in Thailand is one of the most protracted in the world. This is largely due to the fact that the Thai government does not allow these refugees to move outside the camps or to integrate themselves in the surrounding communities. Those found outside the camps are subject to arrest and deportation. In this context, the refugee population finds itself uneducated with few skills and very little opportunity to engage in professional activity. Feelings of frustration, borne from the inability of the refugees to realise their full human potential, together with the restrictive nature of the camps, have led to the development of alcohol and drug abuse, sexual and gender-based violence and psycho-social issues.

The recent developments in Myanmar, a myriad of steps towards good governance and democracy, have created new hopes among the many Burmese refugees living in Thailand that they may soon be able to return home. ACTED plans to support the refugees by launching a vocational skills development program in Thailand’s Mae Hong Son province. Through this initiative, the refugee population will learn self-reliance and will also acquire the necessary skills to be able to access employment opportunities once they return to Myanmar.

We are therefore looking for professionally confident, self-motivated, experienced and committed team players to join our team to support the implementation of this program.

III. Responsibilities:

The Logistics Assistant will be responsible for procurement of goods and services, inventory and asset management, telecommunication and IT management, management of vehicles and transportation for staff for ACTED personnel and assets in the field office and guesthouse in Mae Hong Son.

Procurement:
• Manage project and office procurement and documentation according to ACTED’s and donor procurement regulations; ensure that related support and program staff clearly understand and adhere to these standards;
• Provide oversight of implementing partner(s) procurement related to ACTED projects; ensure that ACTED and donor standards are met and verify documentation;
• Maintain a procurement follow-up database and provide regular (at least monthly) reports to the Line Manager in Bangkok;
• Maintain a customer or supplier database in order to have an idea of who is supplying what;
• Follow-up delivery of the contracted material from the supplier to ACTED Mae Hong Son office;

Stock/Inventory:
• Ensure that all procured material/items are well documented and are registered in the asset  and stock lists;
• Maintain and update the inventory follow up every time something goes into or out of the stock;
• Maintain a proper documentation every time something goes into or out of the stock;
• Maintain a tagging system for all the equipment/materials of the area office;
• Ensure ACTED assets are used with care;
• Assist in asset disposal and sale when needed;

Telecommunication and Information Technology:
• Set-up, manage and ensure effectiveness use of the entire telecommunication and IT system;
• Manage the telecommunication costs for Mae Hong Son Office;
• Accountable for the overall compliance with the Communication and IT procedures;
• Ensure relevant precautionary measures are implemented to safeguard against attacks from within and outside the ACTED network system;
• Regularly update and reinforce anti-virus and fire wall protection for all IT system peripherals.


IV. Qualifications:

• Minimum degree/diploma in Business;
• At least one (1) years previous experience working in similar position;
• Ability to read and understand basic documents in English required (fluency desirable)
• Meticulous attention to detail and documentation required;
• Good computer knowledge (Word, Excel, Outlook);
• Honest, responsible, self-motivated and able to take initiative under minimum supervision;
