We are currently seeking qualified candidates for the position of: Project Manager (PM), LINKAGES Project Thailand
LINKAGES is a USAID-funded project managed by FHI 360 aimed at accelerating the Thai HIV/AIDS response to recruit, reach, test, treat and retain populations in HIV prevention, care, and treatment services. The project will focus primarily on MSM and transgender (TG) women.
The Project Manager (PM), LINKAGES Project - Thailand, is responsible for the project operations of the USAID-funded LINKAGES in Thailand with focus on managing the sub-recipients programmatic and financial performance. The PM will also supervise FHI 360 project staff working on project activities and closely collaborate with Asia Pacific Regional Office (APRO), Head Quarters (HQ) and other FHI 360 technical staff and with program and technical staff of partner organizations within Thailand.
DUTIES AND KEY RESPONSIBILITIES:
-Provides project management support for the LINKAGES project – Thailand with focus on managing the sub-recipients programmatic and financial performance and support the overall monitoring of the subgrant operation and financial performance. This includes supporting the project staff and implementing partners in the development of annual scope of work and budgets and progress reports; and, monitoring expenditures against approved budget and modifying budget and/or activities according to the project strategy and program needs.
-Supervises and mentors project staff working on the LINKAGES portfolio in Thailand.
-Actively collaborates and coordinates with collaborating agencies, implementing partners, national programs and other FHI 360 country programs to support program success and capacities in Thailand and the Asia/Pacific Region.
-Work closely with the Country Representative, APRO/HQ Technical Unit, and implementing partners to identify TA needs and ensure appropriate and timely technical assistance for successful program operations and activities.
-Regularly consults, informs and discusses program activities and relevant issues with the Country Representative, the Senior Technical Advisor, the APRO Technical Unit and LINKAGES Management team in HQ.
-Lead the development process of project subcontracts/subgrants with subrecipients and/or partners and ensures that the subcontracts/subgrants are implemented, evaluated and reported on in a timely and technically-sound manner.
-Coordinate with APRO finance and contract team and provide capacity building on compliance to USAID and FHI 360 rules and regulations and ensure strong compliance amoung LINKAGES Thailand sub-recipients.
-Represents the LINKAGES Project at meetings with collaborating agencies and other stakeholders, including presentation of the program and technical areas as appropriate.
-Travels domestically or internationally as needed to develop, coordinate, monitor and/or participate in LINKAGES activities.
-Performs other relevant duties as assigned.
CONTRIBUTION:
-LINKAGES implementing partners activities are managed, coordinated and implemented in a timely and technically-sound fashion.
-Overall successful operation of the LINKAGES project in Thailand.
-Contributes to strategic direction and provides management of the local implementing agencies portfolio and supervision of project staff supporting project activities in Thailand.
KNOWLEDGE, SKILL, ABILITIES, EXPERTISE AND COMPLEXITY:
-Demonstrated knowledge of the HIV, STIs and related issues in Asia and Pacific Region;
-In depth knowledge and understanding of USAID rules and regulations;
-Strong program and financial management skills;
-Experience in HIV or with other public health programs design, implementation, monitoring and evaluation;
-Demonstrated ability to work successfully in a collaborative environment and as part of a team;
-Excellent written and oral communication skills in English;
-Cross-cultural sensitivity;
-Fully competent in Microsoft Office package, particularly MS Word, Excel and Power Point;
-Ability to work independently with minimal supervision
TYPE AND NATURE OF CONTACTS:
-Leaders and staff of local implementing agencies.
-Technical level staff at USAID, UN organizations, regional networks, Ministry of Public Health, and other key stakeholders at the country and regional levels.
-Frequent reporting, supportive and consultative interaction with others within APRO and FHI 360 country offices
SUPERVISORY AND BUDGET RESPONSIBILITY:
-Supervision to project staff under the LINKAGES Thailand Project. Responsible for operation management of LINKAGES Project implementing partners and inconsultation with Country Representative, makes operational budget decisions as appropriate.
MINIMUM REQUIREMENT STANDARDS:
-Bachelor or Master’s degree or equivalent in public health, social sciences, management, or public administration.
-Knowledge of USAID rules and regulations.
-Five to eight years of experience with NGOs or INGOs involving program implementation and management, preferably in HIV/AIDS prevention and care program or in managing surveillance, research, program or evaluation activities.
-Proven experience in program and financial management, monitoring and evaluation and reporting, particularly in managing and providing leadership to HIV/AIDS or other public health programs in Asian and Pacific countries desirable.
-Excellent written and spoken English.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
-Ability to travel within the project country as well as ability to travel internationally if needed.
