POSITION ANNOUNCEMENT

Chief of Party, Asia Regional Counter Trafficking in Persons           

Effective with the release of this position announcement, Winrock International is recruiting local applicants for the position of Chief of Party for the anticipated USAID-funded “Counter Trafficking in Persons (CTIP)” project in Asia. The proposed objective of the project is to reduce trafficking in persons in Asia. The regional project will focus on reducing the risk of human trafficking, increasing access to support for trafficked persons, and improve access to justice and remedy for trafficked persons.

The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

Position Description

POSITION TITLE:                            Chief of Party, Asia Regional Counter Trafficking in Persons (CTIP)

LOCATION:                                      Bangkok, Thailand

DEPARTMENT:                                Civil Society & Education

REPORTS TO:                                 Director, Civic Engagement & Social Equity

 

Position Summary:

The Chief of Party will provide technical leadership and oversight of programmatic activities to ensure quality, timeliness, and efficiency of all products and activities generated under the Asia Regional Counter Trafficking in Persons (CTIP) project. The program goal will be to reduce trafficking in persons in Asia. Position is contingent upon receipt of donor funding.

 

ESSENTIAL RESPONSIBILITIES:

The Chief of Party will be responsible for technical leadership, administrative oversight, and overall coordination of the activity. S/he will establish and maintain systems for project operations; ensure that all agreement deadlines are met and targets are achieved; coordinate and maintain working relationships with project stakeholders (including government and private industry stakeholders, subgrantees and/or subcontractors); lead collaborative initiatives with private companies; and oversee the preparation and submission of technical and financial reports to USAID.

 

  • Provide strategic direction and vision through improved learning, coordination, and engagement to achieve USAID’s CTIP goals in the Asia region;
  • Manage the Asia CTIP project, which includes developing and overseeing annual planning; timely, high quality implementation of activities; and monitoring and evaluation of project implementation and deliverables;
  • Oversee project budget and ensure that all financial activity is carried out in accordance with annual budget allocations, Winrock policy, and donor guidelines;
  • With support from field and home office staff, prepare and submit timely and accurate activity, financial, and procurement reports to USAID and Winrock;
  • Maintain close communication and coordination with USAID, reporting regularly for formal review sessions and providing ongoing, informal updates of program progress;
  • Work with USAID staff throughout the Asia region and elsewhere, as relevant, to maximize the strategic value-added of the Asia CTIP programming mechanism.
  • Provide technical assistance, support, and oversight to partner NGOs and CSOs;
  • Provide technical assistance, support, and oversight to private sector partners;
  • Provide technical assistance, support, and information to national and local government officials;
  • Develop strategies for working with local government, private sector partners, trainers, and youth;
  • Hire and supervise local project staff and annually evaluate their performance;
  • Represent the project and Winrock to donors, local and national government entities, the media, local NGOs, and the local business community;
  • Other duties as assigned.

 

QUALIFICATIONS:

Successful candidates will have strong management skills as well as salient experience implementing human rights and similar or related development projects, preferably in Asia. Specific experience in human trafficking in Asia working with multilateral bodies and coordinating mechanisms preferred. Expertise in designing, managing, and implementing USAID projects required. Candidates should be able to demonstrate effective management of transnational staff as well as the ability to negotiate and partner with government, private sector, community, and donor entitites. Significant project management experience and leadership is highly desired. 

Education:          Advanced degree required in international relations, social science, political science, or other related field.

Technical            Applicants must have a minimum of 10 years’ experience managing and implementing human rights and similar or related development projects, preferably in the area of counter human trafficking in Asia. Also must have demonstrated success in designing, managing, and implementing USAID technical assistance projects.

 

Management Experience:

  • Demonstrated success in designing, managing, and implementing USAID technical assistance is essential.
  • Management experience on human rights or similar development projects.
  • Experience and proficiency in managing programs with transnational staff.
  • Experience managing international projects to the highest ethical standards.
  • Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on budget.
  • Experience in strategic planning and implementation of strategic plans.
  • Good track record working with and/or partnering with a variety of individuals and organizations, including senior US and targeted country government officials, international agencies, private sector companies, donor organizations, and local community entities.

Skills/Knowledge:       

  • Expert knowledge and understanding of issues related to human trafficking in Asia and the technical aspects of counter-trafficking project design and implementation.
  • Excellent diplomatic and public relations instincts.
  • Drafting and report writing skills.
  • Ability to communicate effectively in English, both verbally and in writing.
  • Knowledge of US Government regulations, policies, and procedures or those of an equivalently complex international government funding organization.
  • Demonstrated effective interpersonal skills, creative problem solving, conflict, and ethical management skills.
  • Computer literate in word processing, spreadsheet, and presentation software (Microsoft).

 SALARY:

Position Summary:

The Deputy Chief of Party will assist the COP to provide technical leadership and oversight of programmatic activities to ensure quality, timeliness, and efficiency of all products and activities generated under the Asia Regional Counter Trafficking in Persons (CTIP) project. S/he will oversee the program’s activities related to research and evidence. The program goal will be to reduce trafficking in persons in Asia. Position is contingent upon receipt of donor funding.

 

ESSENTIAL RESPONSIBILITIES:

In the absence of the Chief of Party, the Deputy Chief of Party will be responsible for technical leadership, administrative oversight, and overall coordination of the activity. S/he will also serve as the principle institutional liaison with USAID and key stakeholders, as needed. S/he will manage staff and ensure the Asia Regional CTIP project meets goals and reporting requirements, as well as ensure the quality, timeliness, and efficiency of all products and activities generated under CTIP.

 

  • Assist COP to manage and achieve the overarching vision of the CTIP project, which includes developing and overseeing annual planning; timely, high quality implementation of activities; and monitoring and evaluation of project implementation and deliverables;
  • Guide the Asia CTIP program’s strategic approach to enhancing research and evidence base in collaboration with key stakeholders throughout the region
  • Oversee day-to-day management of the project in coordination with the COP including financial management, human resources, and project implementation as well as technical components;
  • Collaborating with the COP and key partners, work with USAID staff throughout the Asia region and elsewhere, as relevant, to maximize the strategic value of the Asia CTIP programming mechanism;
  • Support COP along with home office and field staff, prepare and submit timely and accurate activity, financial, and procurement reports to USAID and Winrock;
  • Communicate and coordinate with program staff on technical and administrative issues, project implementation, work plans, and budgets;
  • Represent the project and Winrock to donors, local and national government entities, the media, local NGOs, and the local business community as needed;
  • Ensure appropriate implementation of program strategy and strict adherence to USAID rules and regulations;
  • Contribute to technical direction and activity implementation in areas agreed upon with the COP;
  • Develop strategies for working with multinational bodies, national and local government, private sector partners, civil society actors, trainers, TIP victims, and other stakeholder groups;
  • Serve as acting COP when the COP is away from post;
  • Carry out other tasks as designated by COP;
  • Other duties as assigned.

 

QUALIFICATIONS:

Successful candidates will have strong management skills as well as salient experience implementing human rights and similar or related development projects, preferably in Asia. Specific experience in human trafficking in Asia and technical aspects of counter-trafficking project design and implementation are required. Experience working with multinational bodies and coordinating mechanisms is desired. Expertise in designing and conducting human trafficking field research and experience interviewing trafficking victims and/or providing direct assistance or legal aid to victims is highly preferred. Significant project management experience and leadership is highly desired.

Position Description

POSITION TITLE:                            Monitoring, Evaluation, and Learning Advisor; Asia Regional Counter Trafficking in Persons (CTIP)

Position Summary:

The Monitoring, Evaluation, and Learning Advisor will be responsible for implementing and managing the M&E team and activities, including the development and implementation of monitoring, evaluation, and learning plans for a high-quality, results-oriented project focused on reducing trafficking in persons in Asia. Position is contingent upon receipt of donor funding.

 

ESSENTIAL RESPONSIBILITIES:

The ME&L Advisor will oversee the implementation of the program’s M&E activities, including the capacity development of key stakeholders, and data reporting requirements. S/he will also serve as the liaison and point of contact with USAID and any external evaluation contractors throughout the life of the project. Specific responsibilities include but are not limited to:

 

  • Manage a rigorous approach to monitoring and evaluation, including mobile and web-based technologies in systems for monitoring performance toward specific goals and objectives
  • Develop and manage targeted capacity development initiatives in collaboration with key stakeholders
  • Oversee implementation of any project studies on the indicators of the activity, including review of tools and survey methodology; training of enumerators and review of data quality and analysis
  • Collaborate and liaise with USAID and any external evaluators to design and carry out evaluations
  • Design and implement an PMEP in coordination USAID/Asia, including selection and tracking of specific indicators, developing strategies for data collection and regular reporting on approved indicators
  • Handle the day-to-day tracking and reporting on activities under the award
  • Design data collection instruments, schedules, analysis methods, and applied technologies
  • Ensure reporting requirements per USAID obligations under the Government Performance and Results Act (GPRA)
  • Monitor the results of the program’s activities and contribute to periodic evaluations/assessments; contribute to dissemination of results to internal and external audiences
  • Contribute to research and evidence programming design and methodology for project-related research
  • Contribute extensively to quarterly and annual reports
  • Other duties as assigned

 

QUALIFICATIONS:

 

Education:          Advanced degree in economics, business, international relations, social science, political science, or related field. Specialized training in monitoring and evaluation preferred.

 

Technical:

  • Minimum five (5) years’ professional experience managing monitoring and evaluation in democracy, human rights, governance programming, including a minimum of 5 years’ experience in Asia.

 

Work Experience:

  • Demonstrated ability in data analysis, project design, monitoring, and evaluation of development activities, including activities relating to gender issues such as gender-based violence.
  • Experience in monitoring complex and hard to identify populations such as trafficked persons.
  • Experience developing results frameworks, logical frameworks, or similar tools for project design.
  • Experience developing and/or using monitoring, evaluation, and learning plans.
  • Demonstrated experience in indicator development, study design, and data analysis, with particular focus on democracy, governance, and human rights programs.
  • Experience using knowledge management software or databases.
  • Demonstrated experience with tracking participants in creative, cost-effective and sustainable ways, as well as measuring changes in organizational capacity for sub-recipients.
  • Knowledge of USAID reporting requirements, including experience designing and implementing Monitoring and Evaluation Plans, rigorous impact evaluation design, and working with external consultants for third party evaluations.
  • Understanding of impact evaluation methodology and research methodology strongly preferred.

Skills:

  • Must be professionally proficient and fluent in written and spoken English.
  • Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft PowerPoint).
  • Familiarity with database and statistical applications such as SPSS, SAS or STATA.
