Position Title: RCH Medical Officer DATE: 21- November-2016

Department/Country Program: Thailand
Responsible to: Senior Medical Coordinator
Status (full, part-time, temporary): Full-time
Duty station: Mae Sod, Tak Province
Supervisory Capacity: RCH coordinator, Assistant RCH coordinator and camp base RCH staff

Department/Country Program Description/Mission (Briefly describe your department’s / country program’s core functions or mission)
Since 1978, the American Refugee Committee (ARC) has provided life-saving primary health services for refugees, internally displaced persons (IDPs), and host communities in emergency and post-conflict settings around the world. Since 1995, ARC has expanded its portfolio to include countries transitioning to longer-term development. From program inception, ARC strives to build host country capacity to provide a broad range of comprehensive health care services by supporting Ministries of Health, service providers, and local communities. ARC implements innovative and inclusive solutions to ensure that all beneficiaries have ready and equal access to health care.

ARC has been working in Thailand for over 30 years, with current projects including primary health care, water and sanitation, gender-based violence prevention and response, and innovative economic opportunities. In the health sector, ARC provides an essential package of primary, reproductive, maternal, and child healthcare services in several refugee camps along the border with Myanmar, providing supplies, training, and supervision of refugee staff, along with community-based education.

Primary Purpose Of The Position (A brief description of the overall purpose of the job; the rationale for why the job exists and how it contributes to ARC’s mission and strategic plan.)
The RCH Medical Officer will function as the most senior health staff in RCH program of Mae La camp. The RCH Medical Officer will ensure quality of health services throughout the camp, and will work with other health staff to both supervise their work and build their capacity to perform in their roles.

Primary Duties/Responsibilities % of time

1. Conduct initial and in-service training:
• RCH- coordinators
• RCH-Assistant coordinators
• RCH staff (theoretical, practical, and clinical skills)
• midwives and traditional birth attendants (TBA)
• capacity-building skills
• supervise other staff in planning and conducting training
• develop system of ongoing apprentices to transfer and develop supervisor skills
• supervision, leadership, management, problem solving, coordination, decision making, community development, meeting skills, training skills
• Supervision, leadership, management, problem solving, coordination, and decision making,
• use Primary Health Care Management Advancement Program (PHCMAP) modules for staff training wherever appropriate
2. Develop, implement, and evaluate maternal health services, including:
• ante-natal services
• community care, home visits, and follow-up
• attended delivery by midwives
• post-natal care
• family planning
• nutrition
3. Provide medical advice for complicated RCH – ANC, Delivery and PNC cases.
4. Develop, document, and implement written protocols and standard operating procedures for: MCH, sexually transmitted infection (STI), safety regarding HIV/AIDS in RCH procedures, Prevention of Mother-to-Child Transmission (PMTCT), standard supply lists, inventory, program administration, etc.
5. Develop, implement, and evaluate comprehensive family planning services, including: community education and counseling, referral for bilateral tubal ligation and vasectomy
6. Health Information System (HIS), Reporting, Monitoring & Evaluation (M&E) - Develop and apply M&E as a tool to manage and plan ARC programs, Supervise RCH coordinators and assistant RCH coordinator to train camp base- midwife to use HIS to identify needs and to improve services

Coordination and collaboration
1. Communicate and liaise as necessary with:
• Thai public health authorities
• Local Thai hospitals (for patient referral, tracking, and follow-up)
• Local CBOs, stake holders, section leaders and camp committee
• Other NGOs
2. Coordinate planning and activities with other ARC program and camp base team 15%

 
Miscellaneous
1. Maintain an inventory of project supplies; monitor use of medicine and supplies.
2. Adhere to established safety/security policies and procedures.
3. Adhere to prevention of sexual abuse and exploitation code of conduct, sexual misconduct policy, and consensual relationships policy.
4. Other tasks as assigned by the SMC 10%

Technical Skills & Knowledge Required (Minimum 5 years working experience, of which at least two years-experience in clinical care, and training of health staff, preferably in a primary care setting. Previous work experience in a refugee setting or in developing country is a plus)
1. Medical Doctor Degree with valid medical license is required
2. Specialization in Obstetrics and Gynecology is appreciated

Working Environment: The position will be based in Mae Sod, a town in Tak Province in Thailand, with frequent and regular travel to the Mae La refugee camp. And periodically travel to Nu Po and Umpiem refugee camps.

Language Skills:
Fluency in English. Burmese (Thai, Karenni or Karen is a plus)
