Innovative Community Livelihoods with Sustainable Financing in Selected Buffer Zone Village of Huay Kha Kaeng Wildlife Sanctuary

RECOFTC is now seeking a Senior Extension Officer, Innovative Community Livelihoods with sustainable Financing in Selected Buffer Zone Village of Huay Kha Kaeng Wildlife Sanctuary, under Thailand Country Program, Program Coordination and Operations (PROCO) Unit. The successful candidate will be based in Huay Kha Kaeng, Uthaithani Province. The contract period will be 12 months with a possibility of extension.

 

POSITION SUMMARY

The Senior Extension Officer works as a staff member for implementing the Regional Community Forestry Training Center for Asia and the Pacific (RECOFTC) - The United Nations Development Programme (UNDP) project on Innovative Community Livelihoods with Sustainable Financing in Selected Buffer Zone Village of Huay Kha Kaeng (HKK) Wildlife Sanctuary in western forest, Thailand. The duration of the project is for 36 months starting November 2016, and it is funded by UNDP. Under the management of RECOFTC, Senior Extension Officer will hold a key role to provide services and technical support for community initiatives, which match the needs and capacity of each community in the project area. Senior Extension Officer will also Liaise with relevant agencies to provide technical assistance on conservation-oriented income generation options, environmental practices (traditional & non-traditional) and environmental friendly production.

 

MAIN DUTIES AND RESPONSIBILITIES

Under the direct supervision of Community Forestry Partnership Coordinator of the Thai Country Program (TCP), Senior Extension Officer will work with other staffs of TCP for implementing project. S/he will also assist to manage the project and ensure effective and timely planning, development, delivery, and monitoring and evaluation of an integrated and coherent manner.

The Senior Extension Officer will report to CF Partnership Coordinator and will have the following responsibilities and duties:

  • Take the lead role to study on innovative livelihoods, payment for environmental services (PES) model-based on natural resource management (NRM) and capacity development need assessment for 6 pilot sites of the project and community forestry network in buffer zone of HKK.
  • Take the lead role to provide services and technical supports for community initiatives in 6 pilot sites and CF network in buffer zone of HKK.
  • Coordinate with relevant agencies such as Royal Forest Department and Department of National Park, Wildlife and Plants Conservation to provide technical assistance on conservation-oriented income generation options, environmental practices (traditional & non-traditional) and environmental friendly production.
  • Assist other project staff to facilitate the dialogues, consultation forum, meetings with stakeholders for developing conservation agreements with community members, support development of community forest management plan, and natural resource based community development plan
  • Provide and support capacity building and training on NRM and livelihood development to local community members
  • Support other project staffs for land use change analysis and technical know-how in 6 pilot sites and CF network in buffer zone of HKK.
  • Support to the project’s financial resource management with prudence and probity, and be fully accountable for expenditures in accordance with UNDP and RECOFTC policies and procedures.
  • Organize and support the documentation and dissemination of lessons learned, innovative knowledge, tools, processes and experiences of good practice of the project.
  • Assist in the preparation of deliverables and reports of the Project.
  • Assist in managing, planning, coordinating, monitoring and evaluating activities in the project.

QUALIFICATIONS AND EXPERIENCE

The Community Facilitator will have the following essential and desirable qualifications and experience:

Essential

  • A bachelor’s degree or higher in Agriculture, Agriculture and Resources Economic, Environmental Studies, Social Sciences, and/ or other related fields;
  • At least 5 years of professional experience working in the area of agricultural extension, environment, community development, and preferably in the Thai context;
  • Professional experience working in the area of agricultural extension, environment, community development, and preferably in the Thai context;
  • Good experience in community revolving fund management;
  • Knowledge on the performance-based payments and PES;
  • Able to work collaboratively as a team; and experience working with highland communities is an advantage;
  • Possesses collaborative attitude and ability to work in a multicultural environment;
  • Ability to communicate and work with government officials, NGOs and communities;
  • Must be a Thai national.
  • Willingness to travel frequently within Thailand and possibly within the region.
