Position title: Wildlife Crime Policy Lead (Thai Nationality only)
Directly reports to: Conservation Programme Manager, WWF-Thailand, WWF Thailand
Supervises: WWF-Thailand Office, Bangkok
Location: Bangkok, WWF Thailand
Background
The Wildlife Crime Policy Lead for WWF-Thailand will lead the policy direction and strategic implementation on issues related to Wildlife Crime, ivory in particular, with the government and other groups working on Wildlife Crime in Thailand.
Major Function
- Develop policy recommendations and advocacy strategy related to Wildlife Crime.
- Represent WWF-Thailand in internal and external forums/meetings related to Wildlife Crime.
- Coordinate with WWF offices and experts working on Wildlife Crime.
- Coordinate with TRAFFIC and other organizations working on Wildlife Crime.
Major Responsibilities
Policy work at national level (70%)
- Develop policy recommendations, especially to combat the illegal ivory trade in Thailand.
- Monitor and evaluate the implementation of government policy and law related to Wildlife Crime in collaboration with TRAFFIC.
- Maintain the attention of top decision makers to ensure consistency and support to the operational level in cracking down on the illegal ivory trade and the illegal trade in other species .
- Advocate for the government to report success stories in their efforts to eliminate the illegal ivory trade.
- Cooperate with TRAFFIC to monitor the ivory market in Thailand and the changes in the ivory market in neighboring countries.
- Coordinate with NGOs in Thailand to strengthen law enforcement or submit policy/legal recommendations to combat the illegal trade of other species, in addition to ivory.
- Maintain a working knowledge of political, legislative, environmental, social and economic frameworks relevant to the Wildlife Crime, and engage in critical national political and other fora relevant to the issue.
- Develop effective working relationships with the wider WWF network, with a focus on partners and alliances that can amplify the work combatting illegal wildlife trafficking.
Advocacy work at regional and international (20%)
- Develop policy recommendations and statements for Thai delegates participating in regional and international fora related to Wildlife Crime.
- Liaison with the Thai diplomatic mission in concerned countries: key embassies in Bangkok (i.e. Kenya, the U.S., UK, Germany, European Union, etc.).
- Coordinate with WWF offices in demand countries (i.e. WWF Hong Kong, WWF China to amplify advocacy strategy on a regional basis.
- Coordinate with WWF offices in transit countries (i.e. WWF Laos, WWF Singapore, WWF Malaysia, WWF UAE) to amplify advocacy strategy when applicable.
- Work closely with WWF offices and experts across the network on Wildlife Trade Issues, including the Wildlife Practice Lead.
- Represent WWF-Thailand as part of WWF delegation at regional and international meetings when appropriate.
Project management (10%)
- Regularly report on progress to the line manager.
- Practice adaptive management of the overall budget and activities to ensure delivery.
- Prepare Technical Progress Reports (TPR) every six months.
- Prepare APMS reports when required.
- Prepare any other required WWF reports.
- Provide technical information, photos, and other information to the WWF-Thailand Communications team.
- Organize and oversee the work of short-term contractors where appropriate.
This TOR covers the main tasks and conveys the spirit of the sort of tasks that are anticipated proactively from staff. Other tasks may be assigned as necessary according to organizational needs.

Requirements
Required Qualifications:
- Knowledge of Wildlife Crime issues and international organizations working on Wildlife Crime.
- Knowledge of the Convention on Trade in Endangered Species (CITES) and how this impacts Wildlife Crime issues in Thailand.
- At least five years experience devising, formulating and implementing advocacy strategies within a national, international or other high-profile organization.
- Experience in policy-led campaigns, targeting government officials.
- Experience in multi-disciplinary teams and in building consensus, optimism and confidence in the face of challenges and pressure.
Required Skills and Competencies:
- Excellent communication skills and the ability to communicate complex issues in a clear manner to a wide variety of audiences.
- Excellent communications skills, both written and verbal, supported by good computer and online skills.
- Proven track record in successful advocacy undertaken in a multi-cultural setting, coupled with the ability to deliver high profile media and campaign activities and products.
- Fluent in English and Thai. Chinese would be helpful.
- Expertise in campaigning techniques, policies, strategies, target audience analysis, structure and impact.
- Long-term planning and analytical skills, as well as demonstrated ability to multi-task and work effectively under tight deadlines without compromising quality;
Strong interpersonal and partnership development skills, and the ability to develop relationships with a wide range of audiences.
