Description:

LINKAGES is a USAID-funded project managed by FHI 360 aimed at accelerating the Thai HIV/AIDS response to recruit, reach, test, treat and retain populations in HIV prevention, care, and treatment services. The project will focus primarily on MSM and transgender (TG) women.

 

Job Summary / Responsibilities:

The Program Officer, M&E provides high-quality program support as well as technical support and guidance focused on monitoring and evaluation. S/he will work with implementing partners (IAs) under the LINKAGES Project in Thailand to ensure accurate and timely completion and transmittal of routine project monitoring data, primarily through site visits and trainings. Working closely with technical and programmatic staff, s/he will facilitate data quality assessments, strengthen data collection processes, and support data analysis for quarterly and annual reporting.
 

KEY RESPONSIBILITIES:

  • Provides technical assistance (TA) support and capacity building in M&E, including quality improvement for interventions and data quality assessment.
  • Work closely with LINKAGES Program officers and Country Representative to deliver reports and presentations to implementing partners, governmental agencies, and other stakeholders at provincial and national level.
  • Reports directly to the Technical Advisor – Strategic Information – on the M&E activities to ensure that they meet the program objectives and targets and are implemented based on the FHI360 and donor regulations.
  • Works closely with relevant units at FHI360 and sub-recipients in LINKAGES project management, monitoring and reporting.
  • Assures that technical assistance is provided to implementing agencies/partners when needed and follows up the work progress.
  • Develops and monitors the subproject/activity budget and recommends modification to budget or program as appropriate
  • Follow up for, prepare and submit progress reports for the assigned subprojects/ activities and ensures timely submission of the reports.
  • Travels when needed to coordinate, monitor and/or participate in related LINKAGES activities.
  • Performs other relevant duties as assigned.

 

TYPE AND NATURE OF CONTACTS:

This position will work in close coordination with other staff functions under the FHI360 LINKAGES Thailand Project. It is also necessary for the Program Officer for M&E to liaise with implementing agencies/partners/collaborators and government officials on a regular basis, depending upon the contexts of the responsible activities.
 

 

 

 

Qualifications:

  • BA/BS in public health, management, public administration, social sciences, statistics or equivalent work experiences

  • Minimum 2 years of program monitoring experience, preferably in HIV/AIDS prevention and care programs

  • Excellent oral and written communication skills in English

 

KNOWLEDGE, SKILL, ABILITIES, EXPERTISE AND COMPLEXITY:

  • Knowledge of the HIV/AIDS situation in Thailand and Asia Pacific region
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV/AIDS
  • Experience in program management, implementation, monitoring and evaluation
  • Knowledge and experience in M&E and USAID reporting requirements is desired.
  • Competent in using Microsoft Office package, particularly, Word, Excel and Power Point
  • Excellent interpersonal and team work skills.
  • Ability to analyze data for and correct errors and prepare reports.
  • Ability to work independently with minimal supervision and work with others effectively.
  • Ability to travel if needed.
  • Prior experience in a non- governmental organization (NGO) preferred.
