The Issara Institute is an independent non-profit organization based in Thailand, Myanmar and the United States tackling issues of human trafficking and forced labour through data, technology, partnership, and innovation. People – including worker voice and feedback – are at the center of Issara’s data and intelligence work, and at Issara Labs we conduct a wide range of research, analytics, and technology development related to human trafficking and global supply chains – the people, the policies, the impact, and how to eliminate it.

Issara Institute programming runs 3 inter-linked components, at the core of which is worker voice, ensuring that all Issara work is centered on the welfare and voices of migrant workers and trafficking victims. The 3 inter-linked components are

1. Issara Labs – intelligence and innovation, including outreach, information, and assistance to thousands of migrant workers, through the Issara multi-lingual hotline, smartphone technology, and community engagement, generating data and analysis for action and decision-making.

2. Private sector partnership and action, including factory/workplace assessment and improvement solutions to identify and eliminate risks of trafficking and other labour abuses in global supply chains.

3. Victim support fund – ‘Freedom of Choice’ is Issara’s philosophy for victim support, whether support is provided directly by Issara or referral partners. The objective is to empower victims of trafficking with the widest range of options, information, and resources for them to make their own informed choices about their recovery and their futures.

SCOPE OF WORK

The Myanmar Outreach and Empowerment Officer’s responsibilities will cut across all 3 key program components, as the key point of contact for migrant workers, victims of trafficking, and project beneficiaries. The position will report to the Manager for Research, Technology and Worker Voice and act under the guidance of the Myanmar Team Leader. Specific aspects of the scope of work of the Outreach and Empowerment Officer include:

a) Strengthen worker voice through on-the-ground outreach with migrant communities

• Actively participate in the planning and implementation of activities to reach Myanmar migrant workers throughout Thailand and expand their ability to know their rights and make their voices heard.

• Identify and maintain relationships with individuals and organisations in order to expand worker voice.

• Identify new geographic areas, workplaces, housing sites and other areas where worker voice can help drive improvements.

• Travel to areas throughout Thailand and put up hotline posters, meet with workers, and promote Issara’s different communication channels.

• Perform data entry and follow up as needed from field-based activities.

• Submit monthly summary reports on worker voice, trends, developments, and challenges.

b) Respond to worker voice through Issara’s phone app, hotline and social media channels

• Work within a small team to answer all calls received through the Issara multilingual helpline, which operates 24/7. Record all hotline data received in a timely and thorough manner; conduct follow-up and reply to all calls according to organisation protocols.

• Maintain and develop all features of the Issara Golden Dreams phone app for migrant workers, including replying and logging all comments, developing response protocols, and identifying technological problems. Identify common concerns reported through the app and develop innovative ways to address worker concerns.

• Maintain and expand networks through the Myanmar language Facebook, including with informative posts and timely replies to private messages.

• Translate and analyze data and conversations being exchanged through all of Issara’s communications channels with migrant workers, including the hotline, app, Viber, and Line, in collaboration with the Issara Labs team.

c) Support worker voice through private-sector partnership and action in global supply chains

• Support the Business & Human Rights team to build and maintain relationships with Burmese migrant workers in Thai businesses and target industries.

• Conduct and document workplace assessment interviews with Burmese migrant workers within Issara Strategic Partner Supply Chains.

• Help to conduct training on business and human rights for company HR staff, line managers, supervisors, interpreters, and others.

• Support the Business & Human Rights team in their supply chain reporting to Strategic Partners, including contributing to field reports sharing key findings from business workplace visits.

• Support the creation of Burmese-language materials for local business partners, taking the lead on scheduling meetings and coordinating follow-up.

Additional Responsibilities Depending on your skills and abilities, you may be asked to take on some of the following:

• Provide enumeration and data entry in more structured research projects.

• Support the ‘Freedom of Choice’ victim support program by serving as the key focal point for Myanmar victims of trafficking who are program and fund beneficiaries.

Required Skills:

• Fluency in Myanmar language;

• Willingness to communicate with all people from Myanmar;

• Advanced-level proficiency in English language;

• Willingness to travel to workplaces throughout Thailand;

• Knowledge of the migrant worker situation in Thailand, including knowledge of laws and policies;

• Familiar with Microsoft Office, Facebook, Viber, Line, and handling phone applications;

• Personal interest and sensitivity in working with local communities; and

• Ability to work in a fast-paced, multicultural environment.

Desirable Skills:

• Experience conducting outreach and training activities;

• Experience working in the private sector;

• Thai language skills;

• Experience in quantitative or qualitative research studies; and

• Knowledge of SPSS.
