Position Description

POSITION TITLE:                            Grants Manager

LOCATION:                                     Bangkok, Thailand

REPORTS TO:                                  Operations Director

Position Summary:

Working closely with WInrock’s programs and operations staff, the Grants Manager will be responsible for managing the grant program development and oversight for Winrock’s projects based in Bangkok, Thailand. He/she will provide a vision for conducting due diligence on potential sub-grantees and ensuring financial management compliance among successful sub-grantees.

KEY RESPONSIBILITIES

  • Work with operations and program staff to develop requests for proposals, support grant recipients with finalization of project descriptions, action plans and budgets before signing grants agreements; draft grant agreements with grants recipients
  • Establish effective communication and cooperation with grants recipients on project implementation, reporting, information sharing and further work planning
  • Ensure that Winrock grants are implemented in compliance with the USAID regulations and Winrock Policies
  • Monitor grants implementation and build the capacity of grantees in managing the grants and projects; prepare monthly reports on the status and results of grant project implementation
  • Oversee sub-grant tracking, ensuring forward planning and preparation for donor report writing, and timely submission of sub-grantee reports
  • Ensure that sub-grant related administrative processes and procedures are standardized and consistently implemented throughout the program, including pre-award compliance checks, agreements, disbursements, reporting and partner capacity-building
  • Assist with internal & external grants audit for the organization.
  • Other tasks assigned by the supervisor.

 QUALIFICATIONS, EXPERIENCE AND COMPETENCES

Education:             Degree in economics, accounting, business administration, public administration, or a related field.

Experience:         

  • At least 8 years of proven experience in the field of coordination of programs, projects and/or grant management components in public, non-governmental or international organization
  • Experienced in USAID regulations and procedures.

Skills:

  • Excellent computer skills (word-processing, spreadsheets, and databases) are required;
  • Strong communication and English writing skills.
  • Willingness to travel
